The City Council of the City of Plainview met in regular session at
7:30 p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham
presiding ~nd the following Aldermen present: Keltz Garrison, Medlin Carpenter,
Neal Williams, Richard Cross, and Jeane Browning.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney,
M. L. Rea-City Clerk, Wm~ R. Hogge-Director of Public Works, Harold Gladman-
Director of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-

It was moved by Alderman Williams, secondedby Alderman Garrison, to appoint
the following to the Neighborhood Improvement Committee for a term to expire
October 1976: Robert Bradic-Area 1; Manuel Ramirez, Norma Phinney, and Joe Aleman-
. Area 3; and Tom Helvey-Area 5. Motion carried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Browning, to appoint
the following to the Business & Economic Advisory Committee: Dave LaFleur and
Steve Broussard. Motion carried unanimously.
Discussion was held on Zone Case No. 254, request of W. E. Bryan for rezoning
of Lot 5, Block 87, Alexander-Westmoreland Addition, located at 807 Galveston
from a R-2 to a C-1 Zone. It was moved by Alderman Browning, seconded by Alderman
Cross, to adopt Ordinance No. 74-1658, an ordinance amending the Zoning Map of
the City of Plainview as proposed in Zone Case No. 254. Motion carried unanimously.
Discussion was held on Zone Case No. 255, request of Ruth Barnes and E. M.
Osborne for rezoning of Lots 11, 12, 13, 14, 15, and 16, Block 4, High School
Addition, located at 1901 through 1911 Quincy Street from a R-1 to a R-9 Zone.
Ron Roberts and Roy Tullis presented views against the zone change. It was moved
by Alderman Garrison, seconded by Alderman Browning, to refer Zone Case No. 255
back to the Planning and Zoning Commission for further study. Motion carried
unanimously.
Received for filing was a copy of the tabulation sheet for the purchase of
one compactor for the sanitation department to be purchased with revenue sharing

funds. Bids were received from Case Power & Equipment - $58,900; Dal-Worth
Tractor & Equipment Company - $68,025; Plains Machinery Company - $70,000; West
Texas Equipment Company - $79,152 and $56,380 (two size machines); and Patton
Equipment Company - $60,000. Equipment from West Texas Equipment Company (one
size) and Patton Equipment Company did not meet specifications. It was moved
by Alderman Carpenter, seconded by Alderman Garrison, to award the contract to
the lowest bidder meeting specifications, Case Power & Equipment, in the amount
of $58,900. Motion carried unanimously.
Received for filing was a copy of the tabulation sheet for the purchase of
two (2) 1975 4-door sedan police specials and one (1) 1975 3/4-ton pickup. Bids
were received from the following:

It was moved by Alderman Browning, seconded by Alderman Garrison, to award the
contract to the lowest bidder, Jack Morris Ford, for the purchase of two sedans
in the amount of $8,973.88. Motion carried unanimously.
It was moved by Alderman Williams, seconded byAlderman Carpenter, to award
the contract to the lowest bidder, Bob Gardner Chevrolet Company, for the purchase
of one pickup in the amount of $4,300. Motion carried unanimously.
A public hearing was opened on the proposed annexation consisting of nine (9)
tracts of land as advertised. Riley Armstrong, Chairman, read the minutes of the
Planning g Zoning Commission meeting held March 14, 1972, concerning a request of
the City Council for review and study of the annexation proposal.

Discussion was held on the public hearing on the 1974 assessment paving
program held October 17th. The Council will view each street in the program
November tst.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to approve
the minutes of the regular City Council meeting held October 8, 1974. Motion
carried unanimously.
Received for filing were copies of minutes of the Community/Neighborhood
Improvement Committee meeting held October 7th; Parks, Open Space, and Recreation
Advisory Committee meeting held October 7th; Unger Memorial Library Advisory
Committee meeting held October 7th; and Business and Economic Advisory Committee
meeting held October 8th.
Received for filing was a letter from Mr. Joe Sharp, City Attorney, to
Mr. Robert C. McGinnis (associated With McGinnis, Lochridge, & Kilgore, Austin,
Texas) concerning the City of Plainview et al vs. Canadian Municipal Water
Authority, et al.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to
authorize use of the Municipal Court building for the November 5th general
election. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Garrison, to adopt
Ordinance No~ 74-1659, an ordinance providing for the regulation, management, and
supervision of the Unger Memorial Library. Motion carried unanimously. (This
ordinance is a revision of Ordinance No. 74-1569 adopted July 9, 1974.)
Discussion was held on a letter from Mrs. Merwyn Igo, President, Unger
Memorial Library Advisory Committee, concerning the appointment of one additional

professional librarian to serve as children library cataloger. A joint meeting
will be held between the City Council and the Unger Memorial Libmary Advisory
Committee November 4th at 8:00 p.m. to review the request.
Discussion was held on correspondence from the Atchison, Topeka, and Santa
Fe Railway Company concerning the possible extension of Columbia Street crossing
at 13th Street. It was moved by Alderman Garrison, seconded by Alderman Browning,
to authorize Joe Sharp, City Attorney, to check the legality of the project and
notify the railway company of his findings. Motion carried unanimously.
Discussion was held on a request of the Parks~ Open Space, and Recreation
Advisory Committee for an ordinance prohibiting the operation of motorcycles in

Discussion was held on tie claim as filed against the City of Plainview by
Comingo and Maria Camargo. It was moved by Alderman Williams, seconded by Alderman
Cross, to deny the claim based on the following: (1) The City of Plainview denies
liability of the suit and (2) the claim.was not filed within the time limit as
stated in the City Charter of the City of Plainview. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to request
investment of the street bonds at the maximum interest rate. Motion carried
unanimously.
It was moved by Alderman Garrison, seconded by Alderman Browning, to file
the following weed mowing assessments in an amount totaling $141. Motion carried

Discussion was held on correspondence from the Atchison, Topeka, and Santa
Fe Railway Company concerning the possible extension of Columbia Street crossing
at 13th Street. It was moved by Alderman Garrison, seconded by Alderman Browning,
to authorize Joe Sharp, City Attorney, to check the legality of the project and
notify the railway company of his findings. Motion carried unanimously.
Discussion was held on a request of the Parks, Open Space, and Recreation
Advisory Committee for an ordinance prohibiting the operation of motorcycles in
any designated city pa~k in the city of Plainview. Tut Tawwater, Chairman, rep~e-
sented:.the committee. It was moved by Alderman Carpenter, seconded by Aide'man
Garrison, to adopt Ordinance' No. 74-166~, an ordinance pmohibiting the operation
ofmotorcycles in any designated city park in the city of Plainview.~ Motion carried
