HomeMy WebLinkAbout74 0606 minMINUTES CITY COUNCIL SPECIAL MEETING June 6, 1974 The City Council of the City of Plainview met in special session at 12:00 noon in the Council Chambers of the City Hall with Mayor John Stoneham presiding and the following Aldermen present: Keltz Garrison, Neal Williams, Medlin Carpenter, Richard Cross, and Jeane Browning. Also present were Marshall Pharr-City Manager, Wm. R. Hogge-Director of Public Works, Norman Huggins-Director of Finance, and Mike McGregor-Administrative Assis- tnat. Visitors included Wendell Holloman-Plainview Daily Herald and Tut Tawwater- KVOP Radio. Invocation was given by Keltz Garrison. Discussion was held on the proposed acquisition of Running Water Draw flood retarding structure No. 4 as proposed by the Soil Conservation Service and agreed upon at a public meeting between the City Council of the City of Plainview and the Hale County Commissioner's Court. The Mayor called an executive session at 12:05 p.m. and the executive session adjourned at 12:25 p.m. The discussion con- cerned the acquisition of land for the Running Water Draw flood retarding structure No. 4. No final action was taken. The Mayor and City Council in session discussed the proposed 1974 assessment paving program. Information was received concerning the availability of funds for the assessment paving program~ that being limited to the $1622000 available from the proposed June 15th bond election. It was agreed that a proposed assessment ratio of 100% of the cost of curb and gutter and 85% of other cost be paid by the property owner on frontage and that 100% of Cumb and gutter and 70% of other cost be paid by owners having property siding the project. Streets on the proposed map were approved. MINUTES CITY COUNCIL SPECIAL MEETING June 6, 1974 Page 2 The City Council discussed the City of Plainview job classification and compensation plan and upon recommendation by the City Council a two-step raise be provided each of the regular full-time employees amounting to approximately 5%, and that the same 5% raise be granted to those un'classified employees. Mayor John Stoneham recommended the adoption of a three-step raise or approximately 7.5% in lieu of the proposed 5% to be effective with the pay check received June 27th. It was moved by Alderman Williams, seconded by Alderman Cross, to adopt the Mayor's recommendation. Motion carried unanimously. Discussion was held with regard to a meeting with the Texas Water Quality Board in Austin on June 19th. A~iscellaneous item discussed was a request of Panhandle Compress concerning extension of utilities outside the corporate limits. This request was denied hug. Mr. Watson was to be contacted stating that utilities might be extended subject to his initiating a petition for annexation of the immediate site necessary for servicing the residents. It was moved by Alderman Garrison, seconded by Alderman Browning, to authorize advertising to receive bids for the purchase of one maintainer for the Sanitation Department; bids to be received on June 25th. Motion carried unanimously. The proposed low water crossing at Joliet Street and Running Water Draw was authorized at an estimated cost of $3, ~50 to be paid for by Revenue Sharing funds from the street maintenance and construction account. ~Authorization was also received ~o provide sweeping of lots of the property owners in the flood area. MINUTES CITY COUNCIL SPECIAL MEETING June 6, 1974 Page 3 It was suggested by the City Manager that sometime within the near future a joint meeting moncerning the Hale County Airport be held between the City of Plainview, Hale County, Airport Committee of the Chamber of Commerce, Airport Board, and other interested persons and that a joint meeting concerning the Plainview/ Hale County Health Unit to be held between the City of Plainview, Hale County, and the City/Comnty Health Board.
