The City Council of the City of Plainview met in regular session at 7:30 p.m.
in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and
the following Aldermen present: Keltz Garrison, Richard Cross, and Jack Oswald.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L.
Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of
Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of
Finance, Mike McGregor-Administrative Assistant, Ken Hammonds-Traffic Safety
Coordinator, Bob Richards-Building Inspector, Walter Dodson-Tax Assessor/Collector,
and Linda Fisch-Administrative Secretary. Visitors included Mrs. R. Daily, Miss
Adella Drew, Dale Ballew, Mrs. Bonnie Claycomb, R. V. Claycomb, Tom Almon, Sam
Langford, B. O. Cooper, Joe Ed Sullivan, Mrs. Harry Igo, Carl Williams, Mrs. Frances
G. Williams, Eldon Gouldy, Mrs. M~el Billington, Buddy Widener, Harry Riggs,
Mrs. Sarah Kendall, Ray D. Blair, J. C. Long, Kenny Redin-Plainview Reporter News,
Wendell Holloman-Plainview Daily Herald, and Tut Tawwater-KVOP.

The following received Certificates of Appointment to various authorities,
boards, commissions, and committees: Harry Riggs-City/County Airport Board; Ray D.
Blair and Sam Langford-City/County Health Board; Buddy Widener, Joe Ed Sullivan,
Eldon Gouldy-Tax Equalization Board; Mrs. Harry Igo, Mrs. Sam Kendall, and B. 0.
Cooper-Paper Recycling Steering Committee.
A reminder was made of the bid opening on the proposed service center to be
held Wednesday, April 3, 1974, at 3:00 p.m.
It was moved by Alderman Cross~ seconded by Alderman Garrison, to approve the
minutes of the regular City Council meeting held March 18, 1974. Motion carried
unanimously.

Received for filing were copies of the minutes of the Electrical Board meeting
held March 19th, the Civil Defense Committee meeting held March 20th, and the Paper
Recycling Steering Committee meeting held March 22nd.
It was moved by Alderman Oswald, seconded by Alderman Garrison, to authorize
the construction of a crossover on Blakney Boulevard as requested by the Department
of P~f~lic Safety, subject to concurrence of the Hale County Commissioner's Court.
Motion carried unanimously. Total estimated cost of the project is $1,000. Funds
from the sale of the property to the Texas Department of Public Safety will be used
for the City's s.hare of the project.
It was moved by Alderman Garrison, seconded by Alderman Oswald, to approve the
modification of the intersection of 10th & Columbia as proposed by the Texas Highway
Department. Motion carried unanimously. Said modification will include installing
medians, removing curbs, and moving storm sewers; total estimated cost of $5,280
will be paid from revenue sharing funds.
Discussion was held on the proposed exemption of homesteads in an amount not
to exceed $3,000 for persons over 65 years of age. Mrs. R. Daily, representative
of the American Association of Retired Persons, expressed an opinion in favor of
the exemption. It was moved by Alderman Cross, seconded by Alderman Garrison, to
table the issue for further review and study with the other tax collection bodies.
Motion carried unanimously.
Action was postponed on the proposed bond issue for the issuance of general
obligation bonds for the Highway 70 project.
Discussion was held on the proposed projects with regard to the American
Revolution Bicentennial Committee of Plainview.

Received for filing was a copy of the quarterly sales tax report for the
quarter ending December 31, 1973, in the amount of $137,352.99.
Since n~o formal request had been received, action was postponed on a request
of Coca Cola Bottling Company for a "loading zone" on the west side of Baltimore
from Fifth Street north to the alley.
It was moved by Alderman Garrison, seconded by Alderman Oswald, to adopt
Appropriation Ordinance No. 74-1494 from the Revenue Sharing Account 427 in the
amount of $25.00 payable to Carl Williams for surveying work on Block 6, Lakeside
Addition, Plainview, Hale County, Texas. Motion carried unanimously.
It was moved by Alderman Oswald, seconded by Alderman Cross, to authorize
the City's p~rticipation in the widening of 27th Street from Yonkers to 1-27 for
an estimated cost of $1,750 and to also approve an extension of the present contract
with High Plains Pavers to include the 27th Street project, the 10th & Columbia
pro~ect, and the Blakney Boulevard project. Motion carried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Oswald, to approve
the analysis of revenue and payment of bills report for filing. Motion carried
unanimously.
It Was moved by Alderman Garrison, seconded by Alderman Oswald, to adjourn.
Motion carried unanimously. Meeting adjourned at 8:15 p.m.
