HomeMy WebLinkAbout74 0311 min PLAINVIEW CITY COUNCIL HALE COUNTY COMMISSIONER'S COURT CHAMBER OF COMMERCE ~ BOARD OF CITY DEVELOPMENT TRANSPORTATION COMMITTEE March 11, 1974 Far East 12:00 Noon The Plainview City Council, Hale County Commissioner's Court, and Chamber of Commerce and Board of City Development Transportation Committee met in a special meeting Monday, March 11, 1974, at 12:00 noon. Those members present were John D. Stoneham-Mayor and Keltz Garrison, Medlin Carpenter, Neal _Williams, Dick Cross, and Jack Oswald-City Council; Marshall Pharr-City Manager; Henry Heck-County Judge and Marvin Churchwell, Lloyd Goldston, Jack Eason, and Tom Jim Wheeler-County Commissioners; Kermit Ashby, Howard Billingsley, and Jack Morris-Chairman of the Transportation Committee; Chuck Martin, and Wendell Holloman. Mr. Morris, who presided over the meeting, asked City Manager Marshall Pharr to present the City's proposal with regard to Highway 70 (Fifth Street) improvements from Milwee to Amarillo Street and Judge Henry Heck to present the County's proposal on construction and widening to a four-lane divided highway of Highway 70 from Interstate 27 west to the county line. Mr. Pharr presented the proposal as made by the State and advised that the City Council had authorized contracting with the State Highway Department for the project at their last regular Council meeting. It is estimated the total cost to be approximately $2,275,000; total City cost to be approximately $575,000 of which $155,000 would later be reimbursed to the City by the State Highway Department for their half of the cost of right-of-way. It was proposed that the PLAINVIEW CITY COUNCIL HALE COUNTY COMMISSIONER'S COURT CHAMBER OF COMMERCE & BOARD OF CITY DEVELOPMENT TRANSPORTATION COMMITTEE March ll, 1974 Page 2 total estimated cost of right-of-way would be $310,000; the installation of storm sewer, $105,000; and relocation of utilities, $50,000. The signalizat'ion of the presently controlled inter- sections on Highway 70 which must be updated by 1976 would be approximately $110,000, provided State assistance is available. It is also estimated that the cost for construction to the State Highway Department would be approximately $1,700,000. Judge Henry Heck presented the proposal of Hale County with regard to the proposed four-lane divided highway from Interstate 27 west to the county line estimating the County's bond fund requirements to be $1,000,000 for right-of-way acquisition. It was felt by all present that now was the time for this project to be pursued and a proposed election date for a bond issue was established for June 15, 1974. The Mayor and City Council voted to authorize the selection of First Southwest Corporation as the financial advisor for this proposed bond election and concurred on the date of June 15th'as the proposed election date.
