HomeMy WebLinkAbout75 0114 minMINUTES CITY COUNCIL REGULAR.MEETING January 14, 1975 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter, Neal Williams, Richard Cross, and Jeane Browning. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety, Billy Rogers-Park & Recreation Supervisor, Mike McGregor-Administrative Assistant, and Linda Fisch-Administrative Secretary. Visitors included Frank Gaston, Mr. & Mrs. Woodie Tue, Carl Tillerson, Paul Scott, J. B. Scott, Ray Robertson, W. R. Invocation was given by Norman Huggins. Announcement was made of the resignation of Mr. Sam Langford from the City/ County Health Board effective immediately. A public hearing was opened on the proposed annexation of nine (9) tracts of land as previously advertised. Bassett Smith Tract #7 - Ralph Nafzger Margaret Cruz Norman Tract #8 Brac Biggers Tract #9 - None There being no further discussion, the public hearing was closed at 10:30 p.m. A fifteen minute recess was held and the Council reconvened at 10:45 p.m. It was moved by Alderman Garrison, seconded by Alderman Carpenter, to authorize the City Attorney to prepare the above annexation ordinances to be introduced on January 28, 1975. Motion carried unanimously. (These ordinances shall then be published in a newspaper of local circulation. The ordinances must be acted on no sooner than thirty (30) days and no more than ~inty (90) days. MINUTES CITY COUNCIL REGULAR MEETING January 14, 1975 Page 3 It was moved by Alderman Cross, seconded by Alderman Browning, to reject all bids received December 3, 1974, for the purchase of one (1) street sweeper and to authorize the transferral Of funds budgeted in Account 612-802 to Account 612-421 ($5,000) to rebuild the presently owned sweeper. Motion carried unanimously. ~!1 bids were in excess of the expected purchase price.) It was moved by Alderman Carpenter, seconded by Alderman Cross, to approve the minutes of the special City Council meeting held December 17, 1974. Motion carried unanimously. Received for filing were copies of minutes of the Central Business District Improvement Committee meeting held December 12th, Board of Adjustment meeting held December 16t~; Planning Board & Zoning Commission meeting held December 19th, emergency City Council meeting held January 3rd, Community/Neighborhood Improvement Committee held January 6th, Business & Economic Advisory Committee meeting held January 7th, Planning Board $ Zoning Commission meeting held January 7th, and Parks, Open Space, and Recreation Advisory Committee meeting held January 6th. It was moved by Alderman Browning, seconded by Alderman Williams, to adopt Ordinance No. 75~1730, an ordinance prohibiting the operation of motorcycles and mini-bikes in any designated city park in the City of Plainview, except in those. areas specifically designated as an area where motorcycles and mini-bikes may be operated; and designating an area where motorcycles may be operated; and designating an area where mini-bikes may be operated; and prescribing rules and regulations and limitations upon the use of same in said designated areas; and providing a penalty. Motion carried unanimously~ It was moved by Alderman Cross, seconded by Alderman Williams, to adopt MINUTES CITY COUNCIL REGULAR MEETING January 14, 1975 Page Ordinance No. 75-1731, an ordinance repealing Ordinance No. 74-1660. Motion carried unanimously. Following discussion, it was moved by Alderman Williams, seconded by Alderman Carpenter, to authorize the Mayor to sign a fire contract between the City of Plainview City Council and the Hale County Commissioner's Court as prepared by the City Attorney provided thatno major changes are made by the Commissioner's Court. Motion carried unanimously. Received for filing was a copy of the Pioneer Natural Gas esculation cost report for the month of November. Received for filing was a copy of the hotel-motel occupancy tax report for the period ending September 30, 1974, in an amount of $3,575.70. Received for filing was a copy of the City of Plainview sales tax receipt report for the quarter ending September 30, 1974, in an amount of~$138,041.04 as compared to last years $123,016.75. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to authorize the Mayor to sign a request for the following withdrawal of securities held by the Mercantile National Bank of Dallas under joint safekeeping receipt as requested by First National Bank of Plainview. Motion carried unanimously. Receipt No. A13661 Twelve Federal Intermediate Credit Banks Consol. Bonds @ 8.15% Dated 4-1-74; Due 1-2-75. Part. of $5M in No. 81877 for $10M. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Appropriation Ordinan'ce No. 75-1726 from the Revenue Sharing Account 427-701 in the amount of $24.00 payable to Lubbock Labs for four (4) test cylinders for the service center. Motion carried unanimously. MINUTES CITY COUNCIL REGULAR MEETING January 14, 1975 Page It was moved by Alderman Cross, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 75-1727 from the Revenue Sharing Account 427-816 in the amount of $1,1tl.32 payable to Commercial Body Corporation for the removal, research, and reinstallation of rear springs on Ford chassis for hydraulic bucket installation and for the balance of payment on the hydraulic bucket assembly. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 75-1728 from the Revenue Sharing Account 427-701 in the amount of $42,129.00 payable to Knox, Galley & Meadors for Estimate No. 9, Service Center (78% complete). Motion carried ~nanimously. It was moved by Alderman Carpenter, seconded by Alderman Williams, to adop% Appropriation Ordinance No. 75-1729 from the Revenue Sharing Account 427-701 in the amount of $661.87 payable to James Robison for Estimate No. 8, architect fee for supervision of service center. Motion carried unanimously. It was moved by' Alderman Williams, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 7§-1782 from the Unappropriated Surplus Account 611-608 in the amount of $1,872.00 payable to General Fund Account 608-112 for payment to Jose San Miguel and Joe Soliz for reimbursement of school expenses at Lubbock Recruit School. Motion carried unanimously. ($936 per man to be paid in three equal payments°) Reminder was made of the Eighth Annual Employee Award Banquet to be held Friday, January 81, 1975, at 8:00 p.m. in the Wayland Dining Hall. It was moved by Alderman Garrison, seconded by Alderman Brown, to authorize the City Attorney to prepare an ordinance calling the election for two city officials to be held on the first Tuesday of April, April 2, 197So Motion carried unanimously. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Browning, to adopt Resolution No. R75-02~, a resolution authorizing the temporary discontinuation of the Paper Recycling Program effective February 1, 1975. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Williams, to authorize the following weed mowing assessments to be filed. Motion carried unanimously.
