HomeMy WebLinkAbout75 0217 minMINUTES CITY COUNCIL REGULAR MEETING February 17, 1975 The City Council of the City of Plainview met in special session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Ke!tz Garrison, Medlin Carpenter, Neal Williams, Richard Cross, and Jeane Browning. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Bill Rogers-Park & Recreation Supervisor, and LeWard Hood-Plainview Daily Herald. Invocation was given by Richard Cross. Discussion was held on a presentation made by Marshall Pharr concerning a pre- application for federal assistance under the Housing and Community Development Act of 1974 in which a request for ~958,400 was made of the Department of Housing and Urban Development. It was estimated that ~20,000 of contributions will be received from the state; $50,000 of contributions from the Department of Interior; and $187,000 of contributions on the local level. A detailed description of community development needs was discussed which included street improvements, solid waste disposal, water system improvements, sewage and liquid waste disposal, recreation facilities, park and open space, storm drainage, administration, municipal adminis- trative and service facilities, crime prevention, fire protection, traffic, animal control, code enforcement, air pollution, urban design, flood protection, demolition, historical preservation, code revision and zoning, and economic development. It was moved by Alderman Garrison, seconded by Alderman Browning, to approve the pre- application as presented by the City Manager to be submitted to the Department of Housing and Urban Development. Motion carried unanimously. MINUTES CITY COUNCIL S~EaZAL MEETING February 17, 1975 Page 2 It was moved by Alderman Carpenter, seconded by Alderman Williams, to approve the purchase of property owned by Mr. Charles Tipps located at 920 Austin (Lot 22, · Block 1, Slaton Addition) at a cost of $3,500. Motion carried unanimously. The property will be used as parking facilities in the future. It was moved by Alderman Williams, seconded by Alderman Garrison, to approve the release of pledges in the amount of $20,000 held by the First National Bank on twelve federal intermediate credit bank consolidated bonds and replace with pledges in the amount of $45,000 held by the First National Bank on twelve federal intermediate credit bank consolidated bonds. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adjourn the meeting. Motion carried unanimously.
