HomeMy WebLinkAbout75 0311 minMINUTES CITY COUNCIL REGULAR MEETING March 11, 1975 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter, Neal Williams, Richard Cross, and Jeane Browning. Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of P~blic Works, Johnnie Ballew-Director of Public Safety, Harold Gladman-Director of Planning, Norman Huggins-Director of Finance, Billy Rogers-Park & Recreation Supervisor, Mike McGregor-Administrative Assistant, and Linda Fisch~Administrative Secretary. Visitors included Bobby Hendricks, Jo-Jo Gladney, Tut Tawwater, Jerry Richardson, Mra~Paula Ybarra, Terrie Hawkins, Gene Latham, Barry Miller-KKYN Radio, Chuck Martin-KVOP Radio, Gary Ott- Plainview Daily Herald, Don Richards-Plainview Reporter News, Charles Bechtold-KGNC Radio and KAMR TV. Invocation was given by Neal Williams. It was moved by Alderman Garrison, seconded by Alderman Carpenter, to approve the appointment of Jess Wayne West to fill the unexpired term of Sam Langford on the City/County Health Board; term to expire May 1976. Motion carried unanimously. Terrie Hawkins and Mrs~ Paula Ybarra were presented certificates of appointment to the Neighborhood Improvement Committee; terms to expire September 30, 1976. Jerry Richardson presented his views in requesting a traffic signal at the intersection of Third and S. Broadway Streets. It was announced that the request would be forwarded to the Citizen's Traffic Safety Committee for study. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Carpenter, to approve the minutes of the regular City Council meeting held February 25, 1975. Motion carried unanimously. Received for filing were copies of minutes of the Unger Memorial Library Advisory meeting held February 3rd; Hale County Airport Board meetings held February 5th and March 5th; Parks, Open Space, and Recreation Advisory Committee meeting held February 10th; Board of Adjustment meeting held February 24th; and Planning Board and Zoning Commission meetings held February 27th and March 4th. Tut Tawwater presented a schedule for proposed fees for recreation facilities and activities. It was moved by Alderman Browning, seconded by Alderman Williams, to authorize the City Attorney to prepare ordinances for the following rates on recreation facilities and activities. Motion carried unanimously. The Airport Board minutes of meetings held February 5th and March 5th were read with several recommendations noted. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to authorize the City Attorney to prepare the necessary instru- ment changing the number of members of the Hale County Airport Board from five to seven (three from City, three from County, and one joint member). Motion carried unanimously. Regarding another request made by the Airport Board, it was moved by Aldemman Carpenter, seconded by Alderman Williams, to authorize the City forces to aid the airport in repairing damaged runways. Motion carried unanimously. Ail materials will be purchased by the Hale County Airport. It was moved by Alderman Garrison, seconded by Alderman Browning, to authorize the City Attorneyto prepare an ordinance regulating parking at the intersection of 10th g Columbia Streets. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Carpenter, to adopt Ordinance 75-1733, an ordinance providing for the extension of certain boundary limits of the City of Plainview, Texas, and the annexation of certain territory con- sisting of 227.0 acres of land, which said territory lies adjacent to and adjoins the present boundary limits of the City of Plainview, Texas. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Williams, to adopt Ordinance 75-1734,~an ordinance providing for the extension of certain boundary limits of the City of Plainview, Texas, and the annexation of certain territory consisting of 367.2 acres of land, which said territory lies adjacent to and adjoins the present boundary limits of the City of Plainview, Texas.(#2). Motion carried unanimously. It was moved by Alderman Cross, seconded by Alderman Browning, to adopt Ordinance No. 75-1736, an ordinance providing for the extension of certain boundary limits of the City of Plainview, Texas, and the annexation of certain territory consisting of 14.2 acres of land, which said territory lies adjacent to and adjoins the present boundary limits of the City of Plainview, Texas. (#4) Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cross, to adopt Ordinance No. 75-1737, an ordinance providing for the extension of certain boundary limits of the City of Plainview, Texas, and the anmexation of certain territory consisting of 76.7 acres of land, which said territory lies adjacent to and adjoins the present boundary limits of the City of Plainview~ Texas. (~5) Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Williams, to adopt Ordinance No. 75-1740, an ordinance providing for the extension of certain boundary limits of the City of Plainview, Texas, and the annexation of certain territory con- sisting of 14.5 acres of land, which said territory lies adjacent to and adjoins the present boundary limits of the City of Plainview, Texas. (#8)~ Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Garrison, to adopt Ordinance No. 75-1741, an ordinance providing for the extension of certain boundary limits of the City of Ptainview, Texas, and the annexation of certain territory con- sisting of 80.3 acres of land, which said territory lies adjacent to and adjoins the present boundary limits of the City of Plainview, Texas. (#9) Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Garrison, to authorize the following procedures with regard to annexation. Motion carried unanimously. 1. Notify the various departments of their respective extension of services. 2. Proheed with following studies: lighting, zoning, extension of water and sewer services. 3. Establish method of individuals requesting City services such as sanita- tion collection, etc. It was announced that with regard to tax collection, the property would be placed on the tax roll January 1, 1976. The first statement would be received October 1, 1976, and the first payment would be due January 31, 1977. It was moved by Alderman B~Owhing~ seconded by Alderman Williams, to adopt Appropriation Ordinance No. GO 313-75 from the General Obligation Bond Fund MINUTES CITY COUNCIL REGULAR MEETING March 11, 1975 Page 6 of 1974 (Acct. 415-807) in the amount of $17,567.39 payable to High Plains Pavers, Inc. for Construction Estimate #2, 1974 Assessment Project, High Plains Pavers, Inc. contract dated August 28, 1974. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 75-1779 from the Revenue Sharing Account 427-816 in the amount of 365.00 payable to Two-Way Radio of Plainview for fire fighting equipment. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Williams, to adopt Appropriation Ordinance No. 75-1780 from the Revenue Sharing Account 427-816 in the amount of $24.85 payable to Plainview Plumbing for fire fighting equipment. Motion carried unanimously. It was moved by Aldemman Williams, seconded by Alderman Cross, to adopt Appropria- tion Ordinance No. 75-1781 from the Revenue Sharing Account 427-750 in the amount of $350.00 payable to Hale County State Bank for escrow of Tipps property, Lot 22, B!k 1, Slaton Addition. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Browning, to adopt Appro- priation Ordinance No. 75-1782 from the Revenue Sharing Account 427-814 in the ~mount of $3,710.01 payable to High Plains Pavers, Inc., for Construction Estimate No. 3, Stlreet ~mprovements High Plains Pavers, Inc. contract dated May 23, 1973. (10th & Columbia intersection) Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Cross, to adopt Appro- priatiQn Ordinance No~ 75z1783 from the Revenue Sharing Account 427-701 in the amount of $5.00 payable to Lubbock Labs for one test cylinder for service center. Motion carried unanimously. MINUTES CITY COUNCIL REGULAR MEETING March 11, 1975 Page 7 It was moved by Alderman Garrison, seconded by Alderman Cross, to adopt Appro- priation Ordinance No. 75-1784 from the General Fund Unappropriated Surplus Account 611-427 in the amount of $16,000 payable to Revenue Sharing Account 427 for a loan from General Fund to Revenue Sharing Fund to be repaid with April mevenue Sharing check to cover expenses for service center, demolition, and streets. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Browning, to adopt Appropriation Ordinance No. 75-1785 from the Revenu~ Sharing Account 427-701 in the amount of $14,415.30 payable to Knox, Galley & Meador for Estimate No. 11 for service center. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Carpenter, to adopt Appropriation Ordinance No~ 75z1786 from the Revenue Sharing Fund 427-701 in the amount of $407.30 payable to James Robison for Estimate No. iQ for architect fee~ for service center. Motion carried unanimously. Received for filing was a letter of work order authorizing commencing of Work Order #2 of the 1974 Assessment Paving Project to Mr. Hulen Wall, High Plains Pavers, Inc., dated February 28, 1975. It was moved by Alderman Cross, seconded bY-Alderman Williams, to authorize the Mayor to sign the City/County Health Department budget for the past fiscal year as approved by the County Commissioner's Court. Motion carried unanimously. (Salary increase for Director was not approved.) Received for filing was a copy of a letter from Mr. Bill LaFont, President of the Plainview Noon Optimist Club, requestion a study of the lighting system at the Broadway Little League Baseball Park. This study will include Jaycee Ball Park and Little League Ball Park. Received for filing was a letter from the Texas State Department of Health stating the water system presents an attractive appearance and that the requirements for continued Texas State Department of Health approval are being complied. Received for filing was a letter from South Plains Association of Governments dated February 27th stating the review of Plainview's pre-application for federal assistance from the Housing and Community Act has been reviewed; that the proposed projects are eligible under the act and are consistent with the regional goals and plans. Received for filing was a letter from Mr. Elwin D. Latham concerning the annexa- tion of Area 1. It was moved by Alderman Garrison, seconded by Alderman Williams, to authorize the issuance of work orders on the following streets in the 1974 Street Assessment Paving Program. Whitfield regarding the $3,000 exemption of taxes on homesteads of citizens of Hale County who are age sixty-five or older. Discussion was held on the sale of junk and scrap metal collected in the move to the new Service Center. It was announced that bids were received from three firms. It was moved by Alderman Williams, seconded by Alderman Carpenter, to authorize the sale of the junk and scrap metal to Daffern Steel, highest bidder, in the amount of $42 per 100 pounds delivered. Motion carried unanimously. It was moved by Alderman Williams, seconded by Aldermam Carpenter, to receive a bid from the City of Olton for the sale of a discontinued roto-rooter. Motion carried unanimously. It was moved by Alderman garrison, seconded by Alderman Browning, to approve the following for code enforcement: 810 Travis, 827 Ash, 405 Baltimore, and 820 Broadway. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Carpenter~ to adopt Resolution No. R75-038, a resolution supporting(iHouse Bills 663 and 664 and Senate Bill 136 for the establishment of a State Housing Finance Agency.
