April 3, 1975
The City Council of the City of Plainview met in special session at 7:30 p.m.
in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding
and the following Aldemmen present: Keltz Garrison, Medlin Carpenter, Neal
Williams, and Richard Cross.
Also present were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L.
Rea-City Clerk, Harold Gladman-Director of Planning, Wm. R. Hogge-Director of
Public Works, Norman Huggins-Director of Finance, Johnnie Ballew-Director of
Public Safety, ~nd'Bill Rogers-Park & Recreation Supervisor. Visitors included
Tut Tawwater, Kenny Redin, Marion Spain, Stan Payne-Members of Parks, Open Space,
and Recreation Committee; Tom Barber-City of Plainview Housing Consultant; Bill
Bruder-KKYN Radio; LeWard Hood-Plainview Daily Herald; Mike Lumsden-SPAG; Robert
Barnett-Community Action Program; Pete McDonald, Ed Thornton, and Ira Jean West-
Community Improvement Committee; Joe Aleman and Bill Daniel-Neighborhood Improvement
Committee; Tom Almon; Mr. & Mrs. Norman Peoples~ and Mark Turnbough, Patty Mitchell,
Maria Martinez, Kathy Chisum, Debbie Carlton, Sherri Bowers, Doris White, Gaye

The votes cast in the April 1st election were canvassed. It was moved by
Alderman Garrison, seconded by Alderman Williams, to adopt Resolution R75-041,
a resolution adopting the following results of the election held April lst:

Medlin Carpenter elected to Place 2 Alderman on the City Council and a run-off
election to be held May 13th between Richard Cross and Tom Almon for Place 4
Alderman. Motion carried unanimously.
Mayor Stoneham introduced an ordinance calling a run-off election to be held
May 13th. It was moved by Alderman Garrison, seconded by Alderman Carpenter, to
suspend the rule requiring ordinances to be read more than one time or at more than
one meeting. Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Carpenter, to adopt
Ordinance No. 75-1797, an ordinance calling and ordering a run-off election in and
for the City of Plainview to be held on the second Tuesday in May of 197'5, the same
being the 13th day of May, 1975, as the date for a run-off election between the
two candidates who received in the regular municipal election held on the first
Tuesday in April, 1975, the highest number of votes for Place Four on the City
Council, said office to be filled being Alderman for Place Four on the City'Council
of the Ci~t~of.~Plainview; designating the'~laJces where said election is to be held;
and appointing presiding officials thereof. Motion carried unanimously.
Mr. Mark Turnbough was thanked for the excellent job he had done as Election
Judge of the election and was asked to be the Election Judge for the election held
May 13th.
A public hearing was opened with regard to the final application for funding
under the Housing and Community Development Act. Since Jack Swanner, Chairman
of the Community Improvement Council, was absent due to sickness and Mrs. Iva Jean
West had taryngitis,!the City Council held the public hearing. Mayor Sto~eham
read a letter from the Department of Housing and Urban Development inviting the
City of Plainview to apply for Community Development Discretionary Block Grant funds.

Mayor Stoneham also presented a Citizen Participation Plan as prepared by Tom
Barber, Consultant. Marshall Pharr presented priorities of the application.
Tut Tawwater, Kenny Redin, and Stan Payne (members of the Park, Open Space, and
Recreation Committee) presented views on plans for the funds if received. There
being no further discussion, it was moved by Alderman Garrison, seconded by
Alderman Carpenter, to close the public hearing. Motion carried unanimously°
It was moved by Alderman Cross, seconded by Alderman Garrison, to authorize
the Mayor to accept completion of the service center at the appropriate time deemed
necessary by the proper authorities. M~tion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Cross, to authorize
correspondence to Mr. Ralph Douglas, President of Ecological Research Associates,
Inc. (ERA), regarding installation of a water treatment facility in the City of
Plainview with the stipulation of no increase in cost to the City of Plainview
present water treatment budget. Motion carried unanimously.
Mm.-~Joe~ Sharp, City Attorney, issued the oath of office to Medlin Carpenter,
Place 2 Alderman.
It was moved by Alderman Carpenter, seconded by Alderman Cross, to adjourn

On this the 3rd day of April, 1975, the City Council of the City
of Plainview, Texas, convened in Special session at the regular meeting
place thereof with the following members present, to-wit:

a quorum, and among other proceedings had, were the following:
Alderman Garrison introduced a resolution and order
and moved its adoption. The motion was seconded by Alderman Williams
and the motion carrying with the adoption of the resolution and order
prevailed by the following vote,

The resolution is as follows:
There came on to be considered the returns of an election held on
the 1st day of April, 1975, for the purpose of electing the hereinafter
named officials, and it appearing from said returns, duly and legally made,
that there were cast at said election 1,747 votes; and that each of the
candidates in said election received the following votes:

THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLAIb~IEW, TEXAS:
That said election was duly called; that notice of said election was
given in accordance with law, and that said election was held in accordance
with law, and that said Medlin Carpenter was duly elected Alderman for
Place Two (2) on the City Council of ~the City of Plainview, and that
said Medlin Carpenter is hereby declared elected to said office of
Alderman for Place Two (2) on the City Council of the City of Plainview,
subject to the taking of his Oath of office and filing bond as provided
(if such be required) by the laws of the State of Texas; and
BE IT .FURTI~ER RESOLVED,
That at said election there were 1,714 votes cast for the office
of Alderman, Place Four (4) on the City Council of the City of Plainview,
and that for said ~lderman, Place Four (4), votes were cast as above
shown and the Council finds that no candidate received a majority of
all of the votes cast for such office at said election;
That Tom Almon and Richard E. ~Dick) Cross were the two candidates
receiving fhe most number of votes at said election, and that therefore
no one was elected for Alderman for Place Four (4) on the City Council~
and that it is therefore necessary for the City Council to call a Run-off
election between Richard E. (Dick) Cross and Tom Almon to determine
which of skid two candidates shall be elected to the office of Alderman
Place Four (4) on the City Council of the City of Plainview; and in
accordance therewith, said election is hereby called and shall be con-
ducted and had in accordance with the Charter of the City of Plainview
and the Statutes of the State of Texas, on the 13th day of May, 1975, in
accordance with an appropriate Ordinance to be passed calling said election
in compliance with the Statutes of the State of Texas and the Charter of
the City of Plainview.
PASSED, ADOPTED AND APPROVED this the 3rd day of April, 1975.
