HomeMy WebLinkAbout75 0408 minMINUTES CITY COUNCIL REGULAR MEETING April 8, 1975 The City Council of the City of Plainview met in regular session at 7:40 p.m. in the Council Chambers of the City Hall with Mayor ~ohn D. Stoneham presiding and the following Aldermen present: Keltz Garrison, .Neal Williams, Richard Cross, and Jeane Browning. Also present were Marshall Pharr-City Manager, Joe'Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Billy Rogers-Park & Recreation Supervisor, Mike McGregor-Administrative Assistant~ and Linda Fisch-Administrative Secretary. Visitors included Tut Tawwater, Tom Almon, Leon Beard and Jo-Jo Gladney-Wayland Senate, Ann Hawkins, Gary O~t~ Plainview Daily. Herald, Bill Bruder-KKYN Radio, Chuck Martin-KVOP Radio, and Charles Bechto!d-KAMR TV & KGNC Radio. Invocation was given by Richard Cross. It was moved by Alderman Browning, seconded by Alderman Garrison, to appoint Mr. John Skaggs as a member of the Airport Board to serve a term expiring J~nuary!, 1977. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cross, to approve the minutes of the regular City Council meeting held March 25, 1975. Motion carried unanimously. It was moved by Alderman Cross, seconded by Alderman Garrison, to approve the minutes of the emergency City Council meeting held March 31, 1975. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Browning, to approve the minutes of the special City Council meeting held April 3, 1975. Motion carried unanimously. MINUTES CITY COUNCIL REGULAR MEETING April 8, 197~ Page 2 Received for filing was a copy of the minutes of the Parks, Open Space, and Recreation Advisory Committee meeting held March 3rd; Community/Neighborhood Improvement Committee meeting held March 10th; Housing Authority meeting held March llth; Central Business District Improvement Committee meeting held March 13th; Board of Adjustment meeting held March 27th; Planning Board and Zoning Commission meeting held March 27th; and Plainview-Hale County Airport Board meeting held April 2nd. Discussion was held on parking in the central business district. It was moved by Alderman Garrison, seconded by Alderman Williams, to authorize the Central Business District Improvem'ent Advisory Committee to study the parking situation in the Central business district and make recommendations to the Council regarding parking limitations. Motion carried unanimously. Mr. Tut Tawwater (PaRks, Open Space, and Recreation Advisory Committee) pre- sented the following recommendations of the Committee to the Council: 1. Trailer hook-up fee - $1.00/day (instead of suggested $3.00/day) 2. Authorizing expenditures.~.~up to $1,000 to be spent on repairs at the Babe Ruth Ballpark. Mayor Stoneham read the proposed ordinance providing for fees to be charged by the City of Plainview for the use of certain park facilities, recreation facilities, and for participation in programs of instruction carried on in connection with the city's parks and recreation programs. It was moved by Alderman Browning, seconded by Alderman Williams, to introduce the above ordinance with the change of trailer hook-up fee from $8.00/day to $1.00/day. Motion carried unanimously. (Ordinance will be considered at next meeting.) It was moved by Alderman Garrison, seconded by Alderman Williams, to authorize MINUTES CITY COUNCIL REGULAR MEETING April 8, 1975 Page 3 expenditures up to $1,000 to be s~ent on minor repairs at the Babe Ruth Ballpark. Motion carried unanimously. Mayor Stoneham read the proposed ordinance prohibiting parking on the East side of Yonkers Street on that part of Yonkers Street lying between Seventh Street and Tenth Street of the City of Plainview; and providing a penalty. It was moved by Alderman Williams, seconded by Alderman Garrison, to introduce the above ordinance for consideration at the regular meeting held April 22, 1975. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cross, to adopt Ordinance No~ 75-179§, an ordinance prohibiting parking on that part of the North side of West Tenth Street in the four hundred block and lying between the ~est boundary line of Columbia Street and the East boundary line of the alley immediately West of Columbia Street, and providing a penalty. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Browning, to adopt Ordinance No.~75-1796, an ordinance prohibiting parking on vehicles along the South side of West Tenth Street in the three hundred block between the East boundary line of North Columbia Street and a point located eighty-two-feet due East of the East boundary line of Columbia Street, and providing a penalty. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Garrison, to adopt Appropriation Ordinance No~ G0314-75 from the General Obligation Bond Fund of 1974 (415-807) in the amount of $45,886.~5 ~ayable to High Plains Pavers, Inc., for Construction Estimate No. 3, 1974 Assessment Project, High Plains Pavers, Inc., contract dated August 28, 1974. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Browning, to adopt MINUTES CITY COUNCIL REGULAR MEETING April 8, 1975 Page 4 Appropriation Ordinance No. 75-1798 from the Revenue Sharing Account 427-701 in the amount of $542.36 payable to Texas Surplus Property Agency for furniture and parts bins for new service cenrer. Motion carried unanimously. It was moved by Alderman Brov~ning, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 75-1800 from the Revenue Sharing Account 427-701 in the amount of $12.00 payable to Lubbock Labs for two test cylinders for the service center. Motion carried unanimously. Discussion was held on the request of the Retired Teacher's Association for a grant of exemption of taxes on homesteads of all citizens of Plainview Who are age 65 years or older of the first $3,000 assessed ad valorem taxes. It was moved by Alderman Garrison, seconded by Alderman Browning, to deny the request at this time. Motion carried unanimously. Information was received concerning a traffic count at the intersection of 3rd and South Broadway on the days of April 3-4-5, 1975, from 9:00 a.m. - 5:00 p.m. Received for filing was Estimate No. 3 from High Plains Pavers, Inc., on the 1974 Assessment Paving Program. Mr. Joe Sharp, City Attorney, presented information concerning the Canadian River Municipal Water Authority suit. Discussion was held concerning a letter to Mr. Ralph Douglas of Ecological Research Associates (ERA), Inc., concerning the installation of a water treatment facility in Plainview. Discussion was held on a letter from the Federal Aviation Administration discussing clear zone requirements for the airport. It was moved by Alderman Garrison', seconded by Alderman Browning, to authorize a study f6~r the annexation MINUTES CITY COUNCIL REGULAR MEETING April 8, 1975 Page 5 of the airport with revenue to be used in maintenance of the Hale County Airport. Reminder was made of the Emergency Medical Services meeting to be held April 9, 1975, at 7:30 p.m. in the Unger Memorial Library Conference Room. It was moved by Alderman Williams, seconded by Alderman Garrison, to authorize the City of Plainview's participation in the central business district redevelopment study by the donation of $200 from the General Fund and $200 from the Utility Fund. Motion carried unanimously, It was moved by Alderman Williams, seconded by Alderman Cross, to authorize advising the Federal Aviation Administration of the City of Plainview's intent to conduct an aerial mosquito spraying program beginning on or about May 1, 1975, and to advertise a legal notice of such an intent. Motion carried unanimously. A request for lease of property located at 200 N. Columbia was received from Mr. Jesse Fuentes of Hale Center. It was moved by Alderman Garrison, seconded by Alderman Browning, to not rent the property at this time. Motion carried unani- mously. It was moved by Alderman Browning, seconded by Alderman Williams, to authorize the purchase of dry'~sand bla~tingvequipment to be used in the cleaning of water meters and other equipment. Motion carried unanimously. (This equipment would be under the $2,000 limitation on requirement of bids.) It was moved by Alderman Williams, seconded by Alderman Cross, to accept the following reports for filing.
