HomeMy WebLinkAbout75 0410 minMINUTES HOUSING PUBLIC HEARING April 10, 1975 The City Council of the City of Plainview met in a public hearing with members of various City committees to discuss an application to be made to the Department of Housing and Urban Development for Community Development Discre- tionary Block Grant funds. Those present included the following: Keltz Garrison - Mayor Pro Tem, Medlin Carpenter, Neal Williams, Richard Cross, and Jeane Browning- Plainview City Col~ncil; Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Baltew-Director of Public Safety, Norman Huggins-Director of Finance, and Billy Rogers-Park Supervisor; Tom Barber-Planning Consultant; Ed Thornton and Pete McDonald-Community Development Committee; Kelly Mack Sears, Paula Ybarra, and J. Oliver Bier-Neighborhood Improvement Committee; A. C. Swanner- General Chairman of the CIC/NIC; Jess West~ Luther Bain, J. B. Roberts, John Skaggs, Lester James, Sr., and Bill Cox (representing Solon Clements)-Central Business Dis- trict Improvement Committee; Preston Walker, Denzil McMitlan, Mrs. C. D. Invocation was given by Jeane Browning. A public hearing was opened on an application to the Department of Housing and Urban Development for funds to be received under the Community Development Discre- MINUTES HOUSING PUBLIC HEARING April 10, 1975 Page 2 tionary Block Grant. Norman Huggins presented a summary of the Housing and CommuniZy Development Plan concerning requirements necessary in obtaining grant funds and renewal of the funds in the future. Also explained was the intent of the Housing and Community Development Act. Specified objectives stated included elimination of slums and blight, elimination of unhealthy and unsafe conditions, improvement of community services, more rational utilization of land. and activity centers, reduction in isolation of low income groups, and bist6ric preservation. Funds may also be used for any community development project except certain public facilities. Marshall Pharr presented the background regarding the application, an explana- tion of the discretionary non-metro balance application, and the long and short term objectives. Comments were entertained from visitors. Those commenting included Merle Daniel, Mike Clifton, and Charles Copeland. There being no further comments, the public hearing was closed. It was moved by Alderman Carpenter, seconded by Alderman Williams, to adopt Resolution No. R75~042, a resolution of the City Council of the City of Plainview, Texas, authorizing the filing of a Community Development Block Grant Program application to the U,S. Department of Housing and Urban Development; and authorizing the Mayor to act as the City's chief executive officer and authorized representative in all matters pertaining'~to'~the City's participation in the Community Development Block Program.
