HomeMy WebLinkAbout75 0422 minMINUTES CITY COUNCIL REGULAR MEETING April 22, 1975 The City Council of the City of Plainview met in regular session at 7:30 p.m. in the Council Chambers of the CitM Hall with Mayor John D. Stoneham presiding and the following Aldermen present: Keltz Garrison, Medlin Carpenter, Neal Williams, Richard Cross, and Jeane Browning. Also present, were Marshall Pharr-City Manager, Joe Sharp-City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Bill Rogers-Park & Recreation Supervisor, Walter Dodson-Tax Assessor/Collector, Mike McGregor-Administrative Assistant, and Linda Fisch-Administrative Secretary. Visitors included Jarvis R. Nowell, Jarvis Zeeck, Mike Hutcherson, Mr. & Mrs. M. E. Henderson, Jimmie Davis, Tom Almon, John Skaggs, Claude Hutcherson, Marlin Miller, James Miller, D. L. VanHorn, E. E. Thurman, Chris Hood-Plainview Daily Herald, Bill Bruder-KKYN Radio, Chuck Martin-KVOP Radio, and Charles Bechtold-KAMR TV. Invocation was given by Wm. R. Hogge. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to approve the appointment of Mrs. D. C. Nelson, Isauro Gutierrez, and Roy Fennell as members of the Parks, Open Space, and Recreation Advisory Committee to serve a term to expire July 1977. Motion carried unanimously. John Skaggs received a certificate of appointment to the City-County Airport Board to serve a term expiring January 1977. Discussion was held on Zone Case No. 265, request of Mr. Melvin Raines for re- zoning of Lot 18, Block 1, Northside Addition, from a R-2 Zone to a C-1 Zone located at 2216 Kokomo. It was moved by Alderman Williams, seconded by Alderman Cross, to MINUTES CITY COUN.CIL REGULAR MEETING April 22, 1975 Page 2 adopt Ordinance No. 75-1804, an ordinance amending Zaning Ordinance No. 794 and the official map of the City of Plainview as requested in Zone Case No. 265. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the minutes of the regular City Council meeting held April 8, 1975. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Cross, to approve the minutes of the special called meeting (public hearing) held April 10~ 1975. Motion carried unanimously. (This hearing was held between the City Council, Community/ Neighborhood Improvement Committee, Business & Economic Advisory Committee, Central Business District Improvement Committee, and Area Advisory Committee.) Received for filing was a copy of the minutes of the Housing Authority meeting held April 8th and the Traffic Safety Committee meeting held April 9th. Discussion was held on proposed annexation of the Hale County Airport. Mr. Marlin Miller and Mr. Jarvis Nowell spoke against the annexation. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to authorize the City Attorney to prepare an ordinance calling for a public hearing on the time, date, place and procedure for annexation of the Hale County Airport as jointly owned by Hale County and the City of Plainview. Motion carried unanimously. (Public hearing to be held June 10th.) Discussion was held on an ordinance adopted by the City of Amarillo regarding fund drives as forwarded by Mr. Rob Gentry, Vice President of the First National Bank, Plainview. It was moved by Alderman Garrison, seconded by Alderman Browning, to authorize the City Attorney to study the ordinance and draft an ordinance along the same lines for the City of Plainview. Motion carried unanimously. MINUTES CITY COUNCIL REGULAR MEETING April 22, 1975 Page 3 It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Ordinance No. 75-1801, an ordinance providing for fees to be charged by the City of Plainview for the use of certain park facilities; recreation facilities; and for participation in programs of instruction carried on in connection with the City's parks and recreation programs. Motion carried unanimously. It was moved by Alderman Garrison, seconded by Alderman Williams, to adopt Ordinance No. 75-1802, an ordinance prohibiting parking on the East side of Yonkers Street on that part of Yonkers lying between Seventh Street and Tenth Street of the City of Plainview and providing a penalty. Motion carried unanimously. It was moved by Alderman Williams, seconded by Aldezvnan Garrison, to adopt Appropriation Ordinance No. 75-180.3 from the Revenue Sharing Account 427-701 in the amount of $638.87 payable to Reams Electric for electrical work for barn and street department. Motion carried unanimously. Mayor Stoneham announced that progress was being made regarding Running Water Draw Site 4 easement acquisition. It was moved by Alderman Carpenter, seconded by Alderman Cross, to approve the request of the Unger Memorial Library Advisory Committee for an appropriation in the amount of $1,400 as previously discussed. Motion carried unanimously. Discussion was held on a request from Fred Garrison Oil Company for closing of the North half of the alley in the 1100 block between Broadway and Austin Streets. Further study is to be made regarding the request. Discussion was held on a letter from W. D. Standefer Real Estate requesting Lots 13-14-15-16-17 in Block 2, City Addition, Plainview, Texas (800 block of West 5th Street) be declared surplus and advertised for sale. It was moved by Alderman MINUTES CITY COUNCIL REGULAR MEETING April 22, 1975 Page 4 Garrison, seconded by Alderman Cross, to adopt the following policy regarding this request and those in the future: The City of Plainview will require the person making the request (in this case, Mr. Standefer) to provide a deposit equal to the advertising fee. Upon award of the bid, the deposit will be returned, tf no acceptable bids are received, the deposit will apply to the cost of advertising. Motion carried unanimously. Received for filing was a copy of the gas esculation report for the month of March. Received for filing was a copy of the City sales tax receipt received in the month of April in the amount of $28,887.49. Sales tax is now being received on a monthly basis rather than a quarterly basis. It was moved by Alderman Williams, seconded by Alderman Garrison, to authorize EMCO Corporation to convert one City of Plainview Pak-Mor Lo-Boy compactor to the EMCO system at a price of $4,000. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to authorize the Director of P~blic Safety to apply to the Governor's Office on Traffic Safety for a Highway Safety Project Grant for the installation of 515 traffic control signs to complete a upgrading program began in August 1973. Motion carried unanimously. Discussion was held on the 1974 Street Assessment Paving Progmam. It was moved by Alderman Garrison, seconded by Alderman Browning, to authorize proceeding with the paving project on 18th Street between Kokomo and Lexington Streets. Motion carried unanimously. It was announced there were right-of-way problems on Independence between 5th and 6th Streets. Motion carried unanimously. Discussion was held on a request of the Vocational Service Center to solicit washing other govermental vehicles reimbursing the City for the utilities, estimated cost of 60¢ per vehicle. It was moved by Alderman Williams, seconded by Alderman Garrison, to authorize the request of the Vocational Service Center. Motion carried unanimously. ~t was stated that City property being used is subject for sale or trade and the Vocational Service Center had been made aware of this fact.) Discussion was held on property owned by D. W. Henry located on Ennis Street between 4th and 5th Streets. It was moved by Alderman Carpenter, seconded by Alderman Williams, to request the Health Department to inspect the premises twice a month to verify that it passes inspection. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Cross, to accept the following reports for filing; Motion carried unanimously.
