June 24, 1975
The City Council of the City of Ptainview met in regular session at
7:35 p.m. in the Council Chambers of the Cfty Hall with Mayor Pro Tem Keltz
Garrison presiding and the following Aldermen present: Medlin Carpenter, Neal
Williams, Jeane Browning, and Tom Almon.
Also present were Marshall Pharr~City Manager, Joe Sharp-City Attorney, M. L.
Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of
Planning, Johnnie Ballew-Director of Public Safety, Bill Rogers-Park & Recreation
Supervisor, Mark Turnbough-Administrative Assistant, Linda Fisch-Administrative
Secretary. Visitors included Leon Harris, Dennis Law, Mr. & Mrs. Art Johnson,
Chuck Martin-KVOP Radio, Bill Bruder-KKYN Radio, Charles Bechtold-KAMR TV, LeWard
Hood-Plainview Daily Herald, and Don RichardszPlainview Reporter News.
Invocation was given by Jeane Browning.
Mrs. Virginia Johnson was presented a certificate of appointment to the City/
County Health Board to serve a term expiring May 1977,
It was moved by Alderman Carpenter, seconded by Alderman Williams, to appoint
the following to the Zoological Advisory Committee for the City of Plainview:
Durw. a~d Lynch, Dr. Harold Reese, Mrs. Gerald Martin, Gerald Thompson, Mrs. Whitelaw
Hunt, Dr. Hoyt Bowers, Mrs. Mark Turnbough, Dr. Joe Braden, Dr. Joe Stockett,
Wendell Holloman, Joe Don Scott, and Dr. Coe Branch (ex officio). Motion carried
unanimously.
Bids were received unopened for the purchase of one mower for the Park and
Recreation Department. It was explained that bid-s' weme to be received June 17th.
One bid was lost in the mail and a duplicate was not received until June 19th.
It was moved by Alderman Carpenter, to accept the bids since both were unopened.
Legal Counsel advised that bids not be received since the time period was specified

as June 17th. The motion died for lack of second. It was moved by Alderman Almon,
seconded by Alderman Williams, to readvertise for bids for the purchase of the
mower with bids to be received July 17th and a tabulation presented to the Council
at the regular City Council meeting July 22nd. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to
authorize the purchase of 6" and 8" dlay'~tile for inventory purposes. Motion
carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve
the minutes of the regular City Council meeting held June 10, 1975. Motion carried
unanimously.
Received for filing were copies of minutes of the Plainview Housing Authority
meeting held June 10th, Citizen's Traffic Safety Committee meeting held June l!th,
and Electrical Examiners meeting held June t7th.
Discussion was held regarding an ordinance revising parking time limits in the
central business district. It was moved by Alderman Williams, seconded by Alderman
Browning, to withdraw the ordinance from study due to a request from the Central
Business District for the parking to be left as it is currently. Motion carried
with Alderman Carpenter voting against.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to authorize
study of ordinances concerning the franchise of private clubs..Motion carried .'.
unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to authorize
introduction of an ordinance of the City of Plainview regulating and controlling the
maintenance of buildings and premises; to safeguard life, health, property and
public welfare by regulating the storage, use and handling of dangerous and hazardous

materials, substances and processes, and by regulating the maintenances of adequate
egress facilities (amendment to Fire Code). Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Browning, to authorize
introduction of an ordinance of the City of Plainview amending Section 12.1.4,
Chapter 12 ~f the Plumbing Code of the City of Plainview, prohibiting the use of
cast iron no-hub pipe and fittings under concrete (amendment to Plumbing Code).
Motion carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Carpenter, to authorize
introduction of an ordinance of the City of Plainview~establishing standards
governing electrical work, requiring a person to be licensed before perfo.rming such
work and providing exceptions; defining terms; specific standards adopted as part
of this code (amendment to Electrical Code). Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Williams, to adopt
Resolution No. R75z046, a resolution introducing an ordinance providing for con-
sideration of annexation of the Hale County Airport at a regular City Council
meeting no earlier than August 12, 1975. Motion carried unanimously.
It was moved by Aldemman Browning, seconded by Alderman Carpenter, to adopt
Appropriation Ordinance No. 75z1832 out of the Revenue Sharing Account 427-701 in
the amount of $10.00 payable to Lubbock Labs for 2 test cylinders for the service
center. Motion carried unanimously.
Discussion was held on the request of Knox, Galley and Meador for waiver of
the penalty clause in the contract on'the Ci'ty of Plainview service center. It
was announced that the recommendation had been made by James Robison, Architect,
to extend the deadline date from March 1st to March 15th due to weather conditions.
Since the service center was not accepted until April 15th, a penalty of 34 days

would still be imposed. It was moved by Alderman Carpenter, seconded by Alderman
Almon, to approve the recommendation of the architect and to retain $3,400 to cover
the 84 days under the penalty clause. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt
Resolution No. R75-045~,~ a resolution stating the City of Plainview's willingness
to accept a gift of the MBPXL headquarters if offered by that corporation. Motion
carried unanimously.
Discussion was held on a proposal of Southwestern Public Service for a revised
street lighting agreement to be effective September 7, 1975.
Mr. Dennis Law presented~the proposed downtown redevelopment program followed
by discussion with the Council and news media.
A tentative schedule was set for the Council work session to be held Thursday,
July 3rd, which will include the regular work session, a budget work session, and
an after-dark tour and study of street lights.
Received for filing was a copy of the City of P!ainview Newsletter, Volume V,
Issue 55.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to authorize
the sale of water to a private contractor~ directly from the Canadian River Municipal
Water line at a rate of §0b per 1,000 gallons not to exceed two million gallons.
Motion carried unanimously.
