August 26, 1975
The City Council of the City of Plainview met in regular session at 7:30 p.m.
in the Council Chambers of the City Hall with Mayor John D. Stoneham presiding and
the following Aldermen present: Keltz Garrison, Medlin Carpenter, and Jeane
Browning.
Also present were Marshall Pharr-City Manager, Charles White-representing
the City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works,
Harold Gladman-Director of Planning., Johnnie Ballew-Director of Public Safety,
Norman Huggins-Director of Finance, Bill Rogers-Park & Recreation Supervisor,
Mike McGregor-Administrative Assistant, and Linda Fisch-Administrative Secretary.
Visitors included B. O. Cooper, Robert Ellsworth, Orville Atkinson, Lon Cartw~ight,
C. E. Simmons, Bill Deardorf, C. P. Mills, Charles Bechtold-KAMR T.V, Don Richards-
Plainview Reporter News, Chuck Martin~KVOP Radio, and LeWard Hood~Plainview Daily
Herald.
Invocation ~ras given by Keltz Garrison.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to reappoint
John Anderson, Rev. Glen Godsey, and Bill SoRelle to the City of Plainview Housing
Authority with terms to expire June 1977. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Garrison, to reappoint
Earl Jackson, Alfred Henderson, and Bill Huddleston to the Citizen's Traffic
Safety Advisory Committee with terms to expire October 1977. Motion carried
unanimously.
Mr. B. O. Cooper was presented a Certificate of Appointment to the Board of
City Development.

Discussion was held on Zone Case No. 270, request of Mr. Orville Atkinson
to rezone Lot 38, Westridge Park #1, from R-1 to R-3 to be used for multi-family
residences; the property being located in the 4200 block of West 2nd Street. It
was moved by Alderman Garrison, seconded by Alderman Browning, to adopt Ordinance
No. 75-1857, an ordinance amending the Zoning Map of the City of Plainview as pro-
posed in Zone Case No. 270 with the following stipulation as recommended by the
Planning and Zoning Commission: a manhole would be constructed and the drainage
tile crossing the property would be removed so as to reconstruct it north in the
right-of-way draining it into the park area east of Kirchwood Drive. Motion
carried unanimously.
Discussion was held on Zone Case No. 271, request of Mr. Lon Cartwright to
rezone property from a R-1 to a C-1 Zone for commercial use; that being a 1.98 acre
tract out of the West one-half of Section 28, Block JK-2, Hale County, Texas,
located at 603 North Interstate 27. It was moved by Alderman Carpenter, seconded
by Alderman Browning, to adopt Ordinance No. 7S-1858, an ordinance amending the
Zoning Map of the City of Plainview as proposed in Zone Case No. 271. Motion
carried unanimously.
Discussion was held on Zone Case No. 272, request of Bryan Equipment Co. to
rezone an 11.39 acre tract of land out of the Southwest Quarter of Section 38,
Block JK-2, Hale County, Texas, located at 2810 North Quincy from a R-1 Zone to a
M-1 Zone to be used for light manufacturing~ It was moved by Alderman Browning,
seconded by Alderman Garrison, to adopt Ordinance No. 75-1859, an ordinance
amending the Zoning Map of the City of Plainview as proposed in Zone Case No. 272.

Discussion was held on Zone Case No. 273, request of Mr. Roy H. Kiser to
rezone the South 250' of Block 5, Original Town, from a R-3 to a C-2 Zone for
commercial use, that being located in the 400 block of East 4th Street. It was
moved by Alderman Garrison, seconded by Alderman Carpenter, to adopt Ordinance No.
75-1860, an ordinance amending the Zoning Map of the City of Plainview as proposed
in Zone Case No. 273. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve
the minutes of the regular City Council meeting held August 12, 1975. Motion
carried unanimously.
Received for filing was a copy of the Civil Defense minutes of the meeting
held August 20th.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to
authorize the City Attorney to prepare a rough draft of an ordinance/contract
designating an industrial park at the Plainview/Hale County Airport. Motion carried
unanimously.
It was moved by Alderman Garrison, seconded by Alderman Browning, to a~horize
removal from consideration of the Council an ordinance setting rates for furnishing
public records, providing for acceptance, and an effective date. Motion carried
unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt
Ordinance No~ 75~i861, an ordinance providing for the extension of certain boundary
limits of the City of Plainview, Texas, and the annexation of certain territory
consisting of 2.49 acres of land, which said territory lies adjacent to and adjoins
the present boundary limits of the City of Plainview, Texas. Motion carried

unanimously. (Said property is a 2.49 acre tract out of the South One-Half of
the Southwest Quarter of Section 28, Block JK-2, Hale County, Texas, and was
requested for annexation by Mr. Orville Atkinson.)
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adopt
Appropriation Ordinance No~ UR221-75 from the Sewer Utility Bond Fund 427-810 in
the amount of $4,989 payable to Can-Tex Industries for the purchase of one self-
contained simplex pneumatic ejector, complete with all accessories as bid August 12,
1975. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Garrison, to adopt
Appropriation Ordinance No.'75-1856 from the Revenue Sharing Account 427-701 in
the amount of $8,354.35 payable to White's Pump Service and Supply, Inc. for two
20-key fuel dispensing units and three 30-key fuel dispenging units. Motion
carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to authorize
the Mayor to sign an option to purchase approximately thirty (30) acres out of the
J. Mo Carter Survey, Hale County, Texas, which is commonly referred to as the Santa
Fe Lake between the City of Plainview (Buyer) and Faye B. Curry and Luther D. Bain
(Seller)~ Motion carried unanimously. (Contract C75~019)
Discussion was held on the street lighting contract between the City of
Plainview and Southwestern Public Service. The City Manager was instructed to con-
tact Pioneer Natumal Gas Company, Southwestern Bell Telephone, and Plainview Cable
Television requesting copies of the current Form 10-K as filed with the Securities
and Exchange Commission. It was moved by Alderman Browning, seconded by Alderman
Carpenter, to authorize the City Attorney to brief the current rate ordinance that
provides for monthly escalation. Motion carried unanimously.

It was moved by Alderman Garrison, seconded by Alderman Carpenter, to approve

Received for filing was a copy of the ~ity of Plainview Newsletter, Volume V,
Issue 57.
Mr.~Bill Deardorf and Mr. C. E. Simmons addressed the Council concerning a
request for one-way traffic moving from north to south in the 1000 block of Portland
Street to aid in a school traffic problem. The City Manager recommended forwarding
the request to the Traffic Safety Engineer who begins employment with the City of
Plainview Septenlber 2, 1975.
A letter was received from Mr. Craig Silverthorne requesting property located
at 701 West 22nd (Lot 5, Blk 6, Montrose Addition) to be advertised for sale. It
was moved by Aldermsm Garrison, seconded by Alderman Browning, to authorize
advertising in accordance with the present policy. Motion carried unanimously..

It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adopt
Resolution R75-051, a resolution authorizing the conveyance of an easement and
permit to Harry Igo for the use of that part of 4th Street and Juniper Street
(street use permit). Motion carried unanimously.
A copy of the City of Plainview Audit for~the fiscal year 1974-75 was
presented to the Council for study.
It was moved by Alderman Browning, seconded by Alderman Garrison, to authorize
preparation of specifications for the purchase of three medium size Police specials,
four compact pickups (Street, Sanitation, Public Safety, and Utility Collection),
and one compact car (Municipal Services) in accordance with the budget for the fiscal
year 1975-76. Motion carried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Carpenter, to authorize
the purchase Of 24 side-load sanitation containers. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Garrison, to authorize
readvertising for the purchase of one lawn mower to be used by the Park Department.
Motion carried unanimously. (This item has been advertised on two previous occasions.)
Received for filing was a letter from Thomas Stephens, Municipal Court Judge,
requesting permission to serve on a!municipal court judge's advisory committee.
It was moved by Alderman Garrison, Seconded by Alderman Carpenter, to grant permission
for the Municipal Court Judge to serve on this committee sponsored by the Governor's
Office. Motion carried'unanimously..
It was moved by Alderman Garrison, seconded by Alderman Browning, to authorize
moving the regular City Council meeting of September 9th to September 16th, so as
to pemmit the City Council members to attend the 7th Annual General Assembly of the
South Plains Association of Governments to be held at the Hilton Inn Ballroom in

Lubbock at 6:30 p.m. on September 9th. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve
the analysis of revenue and payment of bills report for filing. Motion carried
unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adjourn
the meeting.
