HomeMy WebLinkAbout75 1021 minMINUTES CITY COUNCIL SPECIAL MEETING October 21, 1975 The City Council of the City of Plainview met in special session at 7:30 p.m. in th~ Council Cham~ers of the City H~ll with Mayor John D. Stoneham presiding and the following Aldemmen present: Medlin Car- penter, Keltz Garrison, Neal Williams, and Jeane Browning. Also present were Marshall Pharr-City Manager, Joe Sharp-City At- torney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Direc~r of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Mike McGreg~Administra- tire Assistant, Bill Rogers-Park Supervisor, and Emma Quintanilla-Ad- ministrative Secretary. Also present were Richard Orr-Ptainview Daily Herald, Joe Don Hancock-Repomter~News, Chuck Martin-KVOP Radio, Bruce Campbell-KKYN Radio, Charles Bechtold~KAMR in Amarillo, Jim Oswald- Plai~vlew Daily Herald, Don Goss-Architect for Plainview Daily Herald, Philip Bryant-Landscaping Architect for Plainview D&ily Herald, Ray Yowell, M~nuel Ramirez, Robert Ratcliff-Traffic Engineer, W. E. Good- gion, Tom Helvey~ Mrs~ Cy Ramsey, and Bill Rice. Invocation was given by Norman Huggins. Certificates of Appointments were awarded ~y the Mayor to the following members present: Bill Rice-Charitable Solicitations Com- mission, Ray Yowell-Community & N~ghborhood Improvement Committee #3, Manuel Ramirez-Comm~nity & ~eighborhood Improvement Committee #7, Tom Helvey.a~d Mms. Cy Ram~ey-Community &~eighborho~d ~mprove- ment committee #1~ Jim Oswald introduced Mr. Don Goss, architect for the Plainview MINUTES CITY COUNCIL SPECIAL MEETING 0c~ober 21, 1975 Page 2 Daily Herald, and Philip Bryant, landscaping architect for the Ptainview Daily Herald, Discussion on their plans were made. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to approve their plans with the exception made by the Mayor to look into the plan~ing of the trees. Motion carried unanimously, It was moved by Alderman Williams, seconded by Alderman Carpenter to approve the minutes of the regular City Council meeting held October 14, 1975. Motion carried unanimously. Received forfiling, copies of minutes of the Housing Authority meeting held October 14~h~'-PIainview/Hale County Airport Board meeting held October 1st, and Business Economic & Advisory Committee meeting held October 7th. The study of Ordinance'74zl465, providing for the monthly adjust- ment in the rates charged for the sale of natural gas services will continue. No action was taken. No act&on was taken at this time on an industrial park at the Plainview/Hale County Airport. Will continue the study. No action was takem at this time for an industrial park recom- mended by the Plainview Industrial Fonndation for the Gebo Company warehouse. Will continue the study¥ No action was taken one,the conference memorandum of Ron McLaugh- lin, Municipal Code Corporation. A special meeting w~ll be scheduled. It~was moved by Alderman Browning, seconded by Alderman Carpenter to adopt Ordinance No. 75-1890, an ordinance accepting certain street MINUTES CITY COUNCIL SPECIAL MEETING October 21, 1975 Page 3 improvements made in the City of Plainview, Texas in accordance with and pursuant to an ordinance of the City of Plainview, Texas, passed and dated December 10, 1974, and numbered 74-1686. Motion carried un- animously. It was moved by Alderman Carpenter, seconded by Alderman Garrison, to adopt Appropriation Ordinance No. 75-1889 from the Revenue Sharing Account 427-681 in the amount of $1,225.00 payable to Ebeling Manufact- uring Company for 7 (3-c.y.) sideload containers. Motion carried un- animously. It was moved by Alderman Garrison, seconded by Alderman Browning, to adopt the amend~Y~nt to Resolution No. R74-015A, authorizing the City Manager to si~n amen~d~d grant application for the Traffic Engineer to be shared 50% by the City of Plainvidw, 25% by the City of Brownfield, and 25% by the City of Lamesa. Motion carried unanimously. Discussion was held on the street lighting contract meeting between the City of Plainview and Southwestern Public Service. No action was taken. It was moved by Alderman Carpenter, seconded by Alderman Browning, that Joe Sharp-City Attorney, make or amend an ordinance in reference to the horse lot belonging to Mr. D. W. Henry, in the 400 Block of Ennis. Motion carried unanimously. Discussed present status of proposed zoo. No action was taken. Discussed proposal of the City County He&lth Dept., concerning the facilities. No action was taken. Received for filing, letter dated October 7, 1975, from the Texas Water Quality Board, concerning enforcement public hearing on City of Plainview, Permit No. 10537, to be held November 6, 1975 at 9:00 a.m. in the Amarillo Municipal Building. It was moved by ~lderman Williams, seconded by Alderman Car- pBnter, to submit the application to the Texas Water Quality Board for construction of additional wastewater treatment facilities, ir- rigation disposal~sys~em, relief interceptor, lift station, new in- terceptors, and new collection system. Motion carrSed unanimously. The joint meeting between the City Council, Hale County Com- missioner's Court, and the Plainview/Hale County Airport Board, to be held at the Plainview Municipal Country Club, Wednesday, October 22, 1975, at 12:00 noon, was announced.
