November 11, 1975
The City Council of the City of Plainview met in special session
at 7:30 p.m. in the Council Chambers of the City Hall with Mayor John
D. Stoneham presiding an'd the following Aldermen present: Medlin Car-
penter, Keltz Garrison, Neal Williams, and Tom A!mon.
Algo present were Marshall Pharr-City Manager, Joe Sharp-City At-
torney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of Public Works,
Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public
Safety, Norman Huggins-Director of Finance, Mike McGregor-Administra-
tive Assistant, Bill Rogers-Park Supervisor, Robert Ratcliff-Traffic
Engineer, and Emma Quintanilla-Administrative Secretary. Also present
were Richard Orr-Plainview Daily Herald, Kenny Redin-Reporter News,
Chuck Martin-KVOP Radio, Bill Bruder -KKYN Radio, Charles Bechtold-
KAMR in Amarillo, Hugh Smith, Johne~ Goodson, Mike Januta, Mrs. Lois
Chandler, Jack Kunz, Mrs. J. W. Walker, Isauro Gutierrez, Durward Lynch,
Tut Tawwater, Nancy Purtell, Ronald Purtell, Mrs. Darvin Nelson, Marion
Spain, Joe. A. Braden, Mrs. Gerald Martin, Mrs. W. H. Hunt, Gerald
Thompson, and Gary Andrews.
Invocation was given by Joe Sharp.
Certificates of Appointments were awarded by the Mayor to the
following members present: John E. Goodson-Community & Neighbomhood
Improvement Committee ~2, Mrs. Lois Chandlem-Community & Neighborhood
~Improvement Committee ~5, Mrs. J. W. Walker and Hugh Smith-Community
& Neighborhood Improvement Committee #6, J~dk Kunz and Mike Januta-
Community & Neighborhood Improvement Committee ~10. Also two new
members were appointed by the Mayor and City Council. They were as

follows: Velma Campbell-Community & Neighborhood Improvement Committee
#2. Motion was made. by Alderman Garrison,-seoonded~by'Atderman Carpenter,
to accept this nominee. Motion carried unanimously. Ozell Shaw-Community
& Neighborhood Improvement C~mmittee #6. It was moved by Alderman Williams
seconded by Alderman Almon, to accept this nominee. Motion carried unani-
mously.
Representatives from the Ptainview Zoot Advisory Committee appeared
to make recommendations to look into the possibilities of establishing a
zoo in the City of Plainview. No action was taken other than the Mayor
appointing two Coundilmen, Medlin Carpenter and Keltz Garrison, and three
members from the Zoo Advisory Committee, Mrs. Ger&ld Martin, Durward
Lynch, and Dr. Hoyt Bowers, to meet with Billy Rogers and go over some
locations for possibilities of the zoo.
It was moved by Alderman Williams, seconded by Alderman Garrison
to accept the minutes of the regular City Council meeting held October
21, 1975. Motion carried unanimously.
Received for filing a copy of the minutes of the Central Business
District Committee held October 21, 1975.
The study of Ordinance 74-1465, providing for the monthly adjust-
ment in the rates charged for the sale of natural gas services will
continue~ No action was taken.
No action was taken at this time on an industrial park at the
Plainview/Hale County Airport. Will continue the study.
No action was taken at this time for an industrial park recom-
mended by the Plainview Industrial Foundation for the Gebo Company

warehouse. Will continue the study.
It was moved by Alderman Carpenter, seconded by Alderman Garrison,
to receive for consideration, the ordinance presented by City Attorney,
Joe Sharp, regulating the manner in which horses, sheep, goats, cows,
may be penned within the City"limits of the City of Plainview. Motion
carried unanimously.
No action was taken at this time on the conference memorandums
of Ron McLaughlin, Municipal Code Corporation.
It 'was moved by Alderman Garrison, seconded by Alderman Carpenter,
to accept Appropriation Ordinance No. 75-1891, from the Revenue Sharing
Account 427-750 in the amount of $1,738.12 payable to Hale County State
Bank for reimbursement for removal and replacement of curb and gutter
in North half of Block 30, Original Town, Plainview. Motion carried
unanimously.
It 'was moved by Alderman Garrison, seconded by Alderman Williams,
to accCp~ Appropriation Ordinance No. 75-1892, from the Revenue Sharing
Account 427-816 in the amount of $1,564.00 payabXe to Motorola, Inc.
for equipment. (2 portable radios) for Water Department. Motion carried
unanimously.
It was moved by Alderman Williams, seconded by Alderman-Garrison,
to accept Appropriation Ordinance No. 75y1893, from Appropriated Surplus
Account 611~602 in the amount of $189.00 for transfer to account 602-506
for travel to Denver to attend the I.C.M~A. Regional Officers Conference.
Motion carried unanimously.

It was moved by Alderman Garrison, seconded by Alderman Carpenter,
to accept Appropriation Ordinance No. 75-1894, from the Revenue Sharing
Account 427-701 in the amount of $70.95 payable to High Plains Concrete
Company, Inc. for gas pump island installation. Motion carried unani-
mously.
No action was taken at this time on the.street lighting contract
between the City of P!ainview and Southwesterm Public Service Company.
It was moved by Alderman Garrison, seconded by Alderman Williams,
to accept the proposal for transfer of F.A.A. check in the amount of
315,779.00 to a special maintenance and capitol fund of the Plainview/
Hale County Airport, and to authorize payment to Parkhill, Smith ~
Cooper, the amount of approximately $13,150.00 for completion of the
Plainview/Hale County Airport master plan.
Received for filing, copy of the Texas Water Quality Board's
tenative staff recommendations as presented at the Enforcement Public
HeRring held in Amarillo, on November 6, 1975.
Received for filing, information on the Economic Developement
District Election held by South Plains Association of Governments
and its results. Alderman Carpenter stated that there would be a
meeting on December 77 1975.
Discussion was held on the recommendations received at a joint
meeting of members of the Canadian River Municipal Water Authority
concerning present litigation.
It was moved by Alderman Garrison, seconded by Alderman Almon,
to send a copy of the policy adopted by the City Council, that the

City of Plainview could not help or work in maintenance for the
Plainview Country Club. Motion was carried unanimously.
It was moved by Alderman Williams, seconded by Alderman Almon,
to approve Street lighting map, as presented, authorize the additional
street lights and permit others to be installed on establishment of
important public needs and sufficient devices in accordance with the
established policy. Motion carried unanimously.
It was moved by Alderman Garrison, seconded by Alderman Carpenter,
to decline the purchase of three lots adjoining Broadway Park in the
vicinity of Southeast 2nd and Date Street. Motion carried unanimously.
It Twas moved by Alderman Garrison, seconded by Alderman Carpenter,
to accept the proposed budget of the Area Traffic Operation Office ex-
pense and authorize building repair and maintenance. Motion carried un-
amiou~ly.
It was moved by Alderman Carpenter, seconded by Alderman Williams,
that a study be made for the installation of improved burglar alarm
system equipment. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Williams,
to authorize the City Attorney to review and submit information re-
questing approval from the U.S. Attorney General's Office for the
National Voting Rights Act for Texas cities. Motion carried unanimously.
Received for filing, Pioneer Natural Gas Fuel adjustment cost data
for September, 1975.
Received for filing, Southwestern Public Service gross receipts
tax for the quamter ending September, 1975, and the City of P!alnview's

inter-office memo on utility cost.
A reminder was given on the 5th Annual Appreciation and Recognition
Banquet for boards, commissions, committees, and authorities to be held
at the Wayland Dining Hall, December 5, 1975, at 8:00 p.m., Friday.
It was moved by Alderman Carpenter, seconded by Alderman Almon,
to accept the departmental reports listed. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon,
to adjourn the meeting. Motion carried unanimously. Meeting over at
10:20 p.m..
