Stoneham presiding and the following Aldermen present: Medlin Car- penter, Neal Williams, Jeane Browning and Tom'Almon. Also present were Marshall Pharr-City Manager, Joe Sharp-City At- torney, M. L..Rea-City Clerk, Wm. R. Hogge-Director of Public Works, Harold Gladman-Director of Planning, Johnnie Ballew-Director of Public Safety, Norman Huggins-Director of Finance, Bill Rogers-Park Supervisor, and Emma Quintanilla-Administrative Secretary° Also present were Richard Orr-Plainview Daily Herald, Chuck Martin-KVOP Radio~ Bill Bruder-KKYN Radio, Charles Bechtold-KAMR in Amarillo, W~ R. Rice-KVOP/KPLA Radio, Lamont Veatch, Jimmie West, Bruce Wasley, Arland Thompson, Mark Setser, J~ G. Measles, Erank Olguin, Glenn R. Lester, E. E. McDonough, $id Cooper, and Mr. Flip Calhoun. Invocation was given by Marshall Pharr. Certificates of Appointments were awarded by the Mayor to Earl Mc- Donough-Fire Code Board of Appeals. It~was m6ved by Alderman Williams, seconded by Alderman Carpenter, to appoint Bill Rusk as General Chairman of the Neighborhood & Improvement Committees. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to ap- point the following committee members as chairmans of their committee~and the following newrpeople to the committees: Neighborhood #1 - Chairman - Luis Sepeda, new members - Mrs~ Glen Godsey and Trefilio Sanchez; Neigh- borhood #2 - Chairman - Mrs. Romey Fennell, new members - Mrs. J. T. Motion carried unanimously. Representatives from the Plainview High School Student Council appeared to discuss with the City Council the parking problems at the high school. The Mayor asked the Student Council to make a petition and g~t the property owners around the school to sign it. They are to appear at the next City Council meeting.and present the results from the petition. It was moved by Alderman Williams, seconded by Alderman Almon, to adopt ordinance No. 75-1895, amending the Zoning Map of the City of Plainview. The propemty located on the 1100 Block of West 24th Street, from an R2 Zone to an C1 Zone. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Williams, to accept the minutes from the regular City Council meeting held on November 11, 1975. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Carpenter, to accept the minutes from the emergency City Council meeting held on November 12, 1975. Motion carried unanimously. The Study of Ordinance No. 74-1465, providing for the monthly adjust- ment in the rates charged for the sale df natural gas services will con- tinue. No action was taken. No action was taken at this time on ~'a~ industrial park at the Plain~ view/Hale County Airport. Will continue the study. No action was taken at this time for an industrial park as recom- mended by the Plainview Industrial Foundation for the Gebo Company ware- house. It was moved by Alderman Williams, seconded by Alderman Carpenter, to authorize the City Attorney to prepare an ordinance, to be entitled "City of Plainvlew Industrial Waste Ordinance", for standards and qual- ity of the effluent water. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Almon, to authorize the City Attorney to prepare an ordinance, providing for a revised Zoning Ordinance for the City of Plainview. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to authorize the City Attorney to prepare an ordinance providing for a subdivision regulation ordinance for the City of Plainview. M6tion carried unanimously. The study will continue on regulating the use, installation and standards for burglar alarms and fire alamms systems in Plainview~ MINUTES CITY COUNCIL REGULAR MEETING November 25, 1975 Page 4 It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt Ordinance NO. 75-1896, an ordinance amending Section 10 of Art- icle IV of Chapter 4 of "The Code of the City of Plainview, Texas, 1957", and providing that it shall be unlawful for any person, firm or corpor- ation to keep or maintain for any length of time whatever, a cow, horse, mule, sheep or goat, meaning one or more, within the City limits of the City of Plainview,_where said cow, horse or horses, mule or mules, sheep, goats or goats are kept and maintained within two hundred feet of any residence or other building occupied and used by individuals or corpor- ations; and providing a new penalty for the violation of said ordinance and acts prohibited thereby as amended; and repealing Section 11 of Art- icle IV, Chapter 4 of "The Code of the City of Plainview, Texas, 1957". Motion carried unanimously° It was moved by Alderman Williams, seconded by Alderman Carpenter, to adopt Appropriation Ordinance No. 75-1897 from the Revenue Sharing Account 427-701 in the amount of $73.09 payable to Hawkins Supply Co. for purchase of pluming supplies for installing a gas line at th~ City of Plainview Service Center. Motion carried unanimously. No action was taken at this time on the proposed street lighting contract between the City of Ptainview and Southwestern Public Service. Discussion was held on'Tthe meeting with representative; Mr. Milton Rose, of the Texas Water Quality Board on November 19, 1975, in Austin, concerning the tentative staff recommendations as presented at the En- forcement Hearing held in Amarillo on November 6, 1975. Another hearing MINUTES CITY COUNCIL REGULAR MEETING November 25, 1975 Page 5 is scheduled on December 15, 1975. Mr. Pharr announced that the City of Plainview had 126 p6ints so far. It was moved by Alderman Browning, seconded by Alderman Carpenter, to receive for final acceptance, warranty deeds from Mr. Gerald Waggoner~ and Mr. C. B. Cline, for property received for benefit of the City of Plainview. It was moved by Alderman Carpenter, seconded by Alderman Williams, to authorize the City Attorney to prepare a resolution, requesting and requiring SPAG to have a roll call vote election on the December 9th meeting to the amendments to the by-taws. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Williams, not to accept or approve the location made by the Zoo Committee on the loc&tion of the zoo, due to the sprinkler system that is~installed there. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Carpenter, that in no way should the City act as a collecting agency for anyone in any form or fashion. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Williams, to commend~Durward Lynch on his offer to give or donate the animals to the City of Plainview. Motion carried unanimously. Received for filing, information concerning the City of P!ainview, Section 8, Housing Assistant's payment program as discussed in a letter from Mr. Leo Garrett, Active Director, Housing Production and Mortgage Credit Division, Department of Housing and Urban Development, dated MINUTES CITY COUNCIL REGULAR MEETING November 25, 1975 Page 6 November 13, 1975. It was moved by Alderman Carpenter, seconded by Alderman Williams, for the Mayor to write a letter, as requested. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Williams, to recommend the purchase of a base station, to be installed at the City of Plainview's sub-emergency operation center at the Service Center. Motion carried unanimously. Received for filing, Texas Municipal League study on utility regula- tory practices. Reminder of the 5th Annual Appreciation and Recognition Banquet for boards, commissions, committees and authorities, to be held at the Wayland Dining Hall, December 5, 1975, at 8:00 P.M., Friday. It was moved by Alderman Carpenter, seconded by Alderman Williams, to reschedule the City Council meeting from the 9th of December, 1975 to the 10th of December, 1975, due to a conflict with the SPAG meeting schednled on the 9th of December, 1975. Motion carried unanimously. It was moved by Alderman Williams, seconded by Alderman Browning, to accept the Running Water Draw Flood Control Program, as sponsored by the S6il Conservation Service, as presented by Mr. ~lip Calhoun~e Motion carried unanimously. It was moved by Alderman B~owning, seconded by Alderman Williams, to commend Mr. Flip Calhoun on his fine job well done. Motion carried unanimously.
