December 10, 1975
The City Council of the City of Plainvlew met in special
session at 7:30 p.m. in the Council Chambers of the City Hall
with Mayor John D. Stoneham presiding and the following Alder-
men present: Keltz Garrison, Neal Williams, Med!in Carpenter,
Jeane Browning and Tom Almon.
Also present were Marshall Pharr-City Manager, Joe Sharp-
City Attorney, M. L. Rea-City Clerk, Wm. R. Hogge-Director of
of Public Works, Harold Gladman-Director of Planning, Johnnie
Ballew-Director of Public Safety, Norman Huggins-Director of
Finance, Bill Rogers-Park Supervisor, Robert Ratcliff-Traffic
Coordinator, and Emma QuintaDilla-Administrative Secretary.
Also present were Richard Orr-Plainview Daily Herald, Don Ri-
chards-P!ainview Reporter News, Chuck Martin-KVOP Radio, Bill
Bruder-KKYN Radio, Charles Bechtold-KAMR in Amarillo, Lamont
Veatch~ Arland Thompson, Mark Setser, Bruce Wesley, Donnie
Davis, Vic Mannin, Andres Montez, Ken ~owell, D. L. Wright,
Jr., Lonnie White, Mark Wright, and~ Mark Brown.
Invocation was given by John D. Stoneham.
Certificates of Appointments were awarded by the Mayor
~o Bill Bruder-Community & Neighborhood Improvement Committee
~5 and Don Richards-Community $ Neighborhood Improvement Com-
mittee ~8.
Representatives from the Plainview High School Student
Council appeared to discuss further the two-hour parking in
the vicinity of Plainview High School and to report the results

from the petition the Student Council was to pass out to the
property owners around the Plainview High School. It was
moved by Alderman Carpenter, seconded by Alderman Williams,
fo'~authorize the City Attorney to amend the two-hour parking
ordinance whereas the 'two-hour restriction would be removed.
Motion carried unanimously.
A Public Hearing on funding of the Community Development
Grant for 1975 was held by the Community Improvement Council
and Neighborhood Improvement Committees on December 9, 1975,
to discuss priorities and recommendations.
A Public Hearing on 1975 Community Development Act for
funding for 1975, will be held at the 1st Council meeting in
January 13, 1976.
It was. moved by Alderman Garrison, seconded by Alderman
Almon, to approve the bid from Troy Work Clothes Rental, 306
S. Tyler, Amarillo, Texas, at $2.55 per week, per person, for
15 months. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman
Williams, to accept the minutes from the regular City Council
meeting held on November 25, 1975. Motion carried unanimou§ly.
Received for filing, copies of the minutes of the Planning
& Zoning Commission meetings held October 23rd & 30th, Unger
Memorial Library Advisory Board meeting held November 3rd,
Housing Authority meeting held November 18th, Civil Defense
meeting held November 19th, Board of Adjustment meeting held

November 24th, and the Community Improvem~ent Committee and Neigh-
orhood Improvement Committee meeting held December 2nd.
The Study of Ordinance No. 74-1465, providing for the monthly.
~!iadjustment in the rates charged for the sale of natural gas ser-
vices will continue. No action was taken.
No action was taken at this time on an'industrial park at
the Plainview/Hale County Airport. Will continue the study.
No action was taken at this time for an industrial park as
recommended by the Plainview Industrai! Foundation for the Gebo
Company warehouse.
The study regulating the use, installation and standards
for burglar alarms and fire alarms systems in Plainview will
continue. No action was taken.
It was moved by Alderman Garrison, seconded by Alderman
Browning, to authorize the City Attorney to prepare an ordinance
amending Ordinance NO. 65'865, (Animal Control'Ordinance), Sec-
tion 18, to clarify definition "at large". Motion carried un-
animously~
The Ordinance "City of plainview Industrial Waste Ordinance",
providing for standards~and quality of the fluent water, is still
under study and discussion. No action was taken at this time on
this ordinance.
A Zoning Ordinance, an ordinance by the provisions of Artilce
1011a revised Civil Statutes of Texas establishing zoning regula-

tions and districts in accordance with a comprehensive plan and
within such districts regulating the use of land, building and
structures; etc., was introduced for study°and discussion.
An ordinance presdribing rules and regulations governing
plats, plans and sub-divisions of land within the incorporated
area of Plainview, Texas, herein defined as the "City"; etc.,
was introduced for study and discussion.
It was moved by Alderman Williams, seconded by Alderman
Garrison, to approve Appropriation Ordinance No~75-1899 from
Revenue Sharing Account 427-815 in the amount of ~359.25 payable
to SPAG for public service equipment. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman
Almon, to approve Appropriation Ordinance No. 75-1900 from Sewer
Utility Bond 1966 Account 526-800 in the amount of $360.00 payable
to Hodges Electric Company for installation of obstruction lights
on water towers at 12th & Smythe and 7th & Beech as requested by
Federal Aviation Administration. Motion carried unanimously.
No action was taken at this time on the proposed street light-
ing contract between the City of Plainview and Southwestern Public
Service Company. However, the Mayor did announce that he met with
the Division Manager from Lubbock and he is to get in contact with
the Mayor again.
Received notice of a hearing commission report and recommenda-
tions concerning the November 6, 1975, public hearing held to re-

ceive evidence on a legate permit violations by the City of Plain~
view, will be presented to the Texas Water Qualtiy Board, at or
about 9:00 a.m., December 16, 1975. The Mayor will be present.
Discussion was held on the Economic Development District
Election held December 9, 1975, by the South Plains Association
of Governments. There were not 51% of the delegates present, so
the ballots will be mailed out to those not present. There were
26 for and 7 against. 5 affirmative ballots f-or are needed at
this time to change the by-laws amendments.
Received for filing, Pioneer Natural Gas Fuel Adjustment
fbr the month of October, 1975.
It was moved by Alderman Garrison, seconded by Alderman
Williams, to file the Annual Audit on the Canadian River Mun-
icipal Water Authority dated September 30, 1975, as prepared by
Dosher, Pickens, and~Frances - Certified Pub!ih Accountants, in
Amarillo, Texas, with the exception that an explanation be sent
as to the Accounts Receivable and Accounts Payable of Amarillo,
Pampa, and Borger to the City of Plainview.~nd other Southern
Cities. The Authority owes the City of Plainview 314,000.00 and
there is no mention of this in the audit report. The City of Plain-
view shoud discontinue paying as long as the City has a credit.
Motion carried unanimously.
Received for filing memorandum from the City Attorney. The

Bill 2186, so as to include the City Attorney as a person who can
bring and prosecute the suit.
~It was moved by Alderman Carpenter, seconded by Alderman
Garrison, to accept the departmental reports. Motion carried
unanimously.
It was moved by Alderman Carpenter, seconded by Alderman
Garrison, to adjourn the meeting. Motion carried unanimously.
