The City Council of the City of PlainView met in regular session at 7:30 P. M.
in the City Council Chambers of the City Hall with Medlin Carpenter presiding and
the following Councilmen present: Jeane Browning-Place One; Lloyd Woods-Place Three;
Tom Almon-Place Four and A. William SoRelle-Place Five.
Also present were the following City Staff: Marshall Pharr-City Manager, Randy
Holly-Administrative Assistant, Larry McEachern-City Attorney's Office, Buddy Dodson-
Tax Assessor/Collector, M. L. Rea-City Clerk, Norman Huggins-Director of Finance,
Johnnie Ballew-Director of Safety and Environment, Bill Hogge-Director of Public WOrks,
Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire Services,
Harold Gladman-Director of Planning, Bob Richards-Building Inspector, and Debbie Hall-
Administrative Secretary.
Also present were the following visitors: Gary Mack-KVOP Radio, Shari Campbell-
Plainveiw Daily Herald, Charles Bechtold, Ron McCandless-KKYN Radio, Katherine Wheeler,
Jimmy L. Holmes-City Auditor, Mrs. W. R. Stockton, W.R. Stockton, Bill McBride, Carl
Brust, Jr., Jane Brust, Tom Hall, John H. Ray, Mrs. Joe Ruiz, Mrs. James Davenport,
Jim Ferrell, Shirley Igo, Billie Bass, Bill McMorris, and Rob Gentry.
Invocation was given by Lloyd Woods.
Present to receive Certificates of Appointment were Bill McBride-Board of
Equalization and Meredith Ruiz-Planning Board & Zoning Commission.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to remove from
being tabled and re-open the Puboic Hearing to discuss the proposed rate increase
requested by Pioneer Natural Gas Company's West Texas System. Motion carried unanimously.
Bill McMorries, Consulting Engineering for the Steering Committee on the Pioneer
Natural Gas Company's proposed rate increase, made a presentation recommending to
the City Officials that they keep the 100% gas pass-through, but lower the proposed
rate increase.

It was moved by Alderman Almon, seconded by Alderman Woods, to accept the
recommendation of Bill McMorries as discussed. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve the
minutes of the regular City Council meeting held January 9, 1979. Motion carried
unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the
minutes of the special City Council Agenda Work Session held January 4, 1979. Motion
carried unanimously.
Jane Brust was present to discuss beautification projects for the city by the
Chamber of Commerce Beautification Committee.
Frankie Davenport and Billie Bass, representing the Women's Division of the
Chamber of Commerce, appeared to express their support of the proposed litter
ordinance under study.
It was moved by Alderman Woods, seconded by Alderman Browning, to remove
the request by Harry Igo for an alley use permit to install a water pipeline to
interconnect Lots 11 & 12 with Lots 8, 9 & 10, Block 4, Highland Addition, from
being tabled. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to approve
the request of Harry Igo for an alley use permit, with the stipulation that it be
approved according to the City Engineers specifications, and authorize the City
Attorney to prepare. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to approve the
specifications and authorize the advertising for extension of the existing MosQuito
Control' Contract as provided. Motion carried unanimously.
Jimmy L. Holmes, Certified Public Accountant, was present to discuss the
City of Plainview Audit for the year ending 1978.

It was moved by Alderman Woods, seconded by Alderman Almon, to adopt the proposed
guidelines for the Park, Recreation and Open Space Advisory Committee as presented.
Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Almon, to accept a
warranty deed for Lot 11, Block 10, Wye Addition No. 4 to the City of Plainview, Hale
County, Texas, to the City of Plainview for a g~ft to be used for the benefit of Park
improvements in the City of Plainview, as provided by Plainview Savings & Loan
Association by Lester W. James, President. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the
schedule of miscellaneous engineering services as submitted by Parkhill, Smith &
Cooper, Consulting Engineers, Lubbock, Texas. Motion carried unanimously.
Mrs. Katherine Wheeler appeared to discuss need for civic,center or some other
means of holding concerts in Plainview. No action was taken.
It was moved by Alderman Browning, seconded by Alderman, to approve the request
of Rex Ramsower for a street use permit for construction of paved access across 13th
Street at I.S. 27, and authorize the City Attorney to prepare subject to the City
Engineers specifications. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Atmon, to go into executive
session to discuss appraisals on parcels of land on U.S. Highway 70 right-of-way
acquisition. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to go into regular
session and approve Parcels 3, 4, 5, and 17 on U.S. Highway 70 right-Of-way acquisition
and table the request on Slation Draw. Motion carried unanimously.
It was.moved by Alderman Woods, seconded by Alderman Almon, to take a short recess.
Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to introduce Ordinance

No. 79-2300, an ordinance defining and prescribing the rates applicable to the
sale of natural gas and natural gas service by Pioneer Natural Gas Company to certain
of its customers who use natural gas within the City Limits of Plainview, Texas;
providing for monthly adjustments, to the nearest .01¢, in usch rates, in accordance
with increases or decreases in the average monthly cost to Pioneer of gas purchased
for its West Texas Transmission Systems; placing certain limits on the maximum amount
of said monthly adjustments; defining cost of gas; establishing an effective date; and
containing a savings and severability clause. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to adopt Ordinance
No. 79-2300. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to introduce
Ordinance No~ 79-2304, an ordinance establishing fees to be charged by Pioneer Natural
Gas Company for setting, turning on and reconnecting customer meters within the city
limits of Plainview, Texas. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle,~to adopt Ordinance
No. 79-2304. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman SoRelle, to introduce
Ordinance No. 79-2305, an ordinance modifying the obligation of Pioneer Natural Gas
Company to extend main lines to serve new consumers who use natural gas within the city
limits of Plainview, Texas. Motion carried unaniomouSly.
It was moved by Alderman SoRelle, seconded by Alderman Browning, to adopt
Ordinance No. 79-2305. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Almon, to adjourn, there
being no further business. Motion carried unanimously.
