M. in the City Council Chambers of the City Hall with Mayor Bob Wayland presiding and the following Councilmen present: Jeane Browning-Place One; Medlin Carpenter-Place Two; Lloyd Woods-Place Three; Tom Almon-Place Four and A. William SoRelle-Place Five. Also present were the following City Staff: Marshall Pharr-City Manager, Randy Holly-Administrative Assistant, Tom Hamilton-City Attorney, Buddy Dodson-Tax Assessor/ Collector, M. L. Rea-City Clerk, Norman Hudgins-Director of Finance, Johnnie Ballew- Director of Safety and Environment, Bill Hogge-~Director of Public Works, Alan Stewart- Director of Police Services, Woody Sevison-Director of Fire Services, Harold Gladman- Director of Planning, Debbie Hall-Administrative Secretary, and Elaine Corn-T~x Dept. Invocation was given by Tom Almon. It was moved by Alderman Almon, seconded by Alderman SoRelle, to accept the resignation 6f Bruce Campbell as a City representative to the Plainview Board of City Development, his term to expire on January, 1980. Motion carried unanimously. Motion carried unanimously. A discussion was held concerning subdivision final and preliminary plats previously approved by Planning Commission, but not filed of record due to imcomplete compliance with old ordinance. No action was taken. It was moved by Alderman Browning, seconded by Alderman A~lmon, to approve the February27, 1979 Page 3 CITY COUNCIL MINUTES minutes of the regular City Council meeting held February 13,' 1979. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Ordinance No. 79'.2317, an ordinance retaining the tax imposed by the Local Sales and Use Tax Act (Article 1066c, Vernon's Texas Civi'l Statutes) on the sale and distribution of gas and electricity for residential use in said city. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation Ordinance No. 79-2318, from Revenue Sharing Fund Account 427'-801 in the amount of $30,000.00 payable to IBM for 42% of System 34 domputer hardware cost. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Browning, to adopt Appropriation Ordinance No. 79'2319, from General Fund Account 611-616 in the amount of $41,375.00 payable to General Fund Account 616-801 for 58% of System 34 computer hardware cost, Motion carried unanimously. An analysis concerning the operation of the Tax Department of the City of Plainview, Plainview Independent School District, and Hale County, State of Texas was discussed by City Manager Marshall Pharr. No action was necessary. It was moved by Alderman Browning, $~conded by Alderman SoRelle, to authorize Mayor Wayland to sign the proposed letter of agreement between the Federal Aviation Administration's Southwest Region, City of Plainview and Hale County for the Plainview Air Traffic Control Tower and Hale CountyAirport operation of runway lights subject to the approval of the County Commissioner's. Motion carried unanimously. It Was' moved by Alderman Almon, seconded by Alderman Browning, to approve the proposed debris clearance projects. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to proceed with the enforcement of Sub-standard Housing Ordinance. Motion carried unanimously. February 27, 1979 Page 4 CITY COUNCIL MINUTES Received for filing, Pioneer Natural Gas Company's cost of gas on its West Te×a~ System for the month of January, 1979. A discussion was held for consideration of the request of Plainview Reporter News concerning legal advertising. City Attorney Tom Hamilton will give briefing on the request and what needs to be advertised at a later date. There will be a meeting with the Texas Park Management & Horticulture at Texas Tech University on March 7th, at 9:30 A. M. A Comprehensive plan of all parks are to be introduced. The newly appointed Community and Neighborhood Improvement Committee along with City Manager Marshall Pharr, Randy Holly and Bill Hogge will attend. Woody Allen was present to thank the Council and Marshall Pharr for the good job they do for the City of Plainview. The Council commended City Manager Marshall Pharr on his service for the citizens of the City of Plainview. It was moved by Alderman Carpenter, seconded by Alderman Browning, Motion carried unanimously. Meeting adjourned at 8~:'48 P. M. ATTEST:
