CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M.
in the City Council Chambers of the City Hall with Mayor Bob Wayland presiding and
the following Councilmen present: Jeane Browning-Place One; Medlin Carpenter-Place
Two; Lloyd Woods-Place Three; Tom Almon-Place Four-~and A. William SoRelle-Place Five.
Also present were the following City Staff: Randy Holly-Administrative Assistant,
Tom Hamilton-City Attorney, M. L. Rea-City Clerk, Norman Huggins-Director of Finance,
Johnnie Ballew-Director of Safety and Environment, Bill Hogge-Director of Public Works,
Alan Stewart-Director of Police Services, Woody Sevison-Director of Fire Services,
Harold Gladman-Director of Planning, Buddy Dodson-Tax Assessor/Collector, Bob Richards-
Building Inspector and Elaine Corn-Tax Department.
Also present were the following visitors: Jose Martinez, Lupe Zambrano, Brenda
Holly, Gary Mack-KVOP, J.,C. Armstrong, Ron McCandless-KKYN, Lola Shipman, Ann Durham,
Mrs. H. E. Warren, Mr. & Mrs. Troy Hum, Mr. & Mrs. Robert E. Shugart, William F. Webb,

Invocation was given by Bill Hogge.
Mayor Wayland presented a proclamation to M. L. Rea, City Clerk, who will retire
March 31, 1979. Mayor Wayland and the Council commended him on his service to the' City
of Plainview for the past 16 years.
Johnnie Ballew explained Ordinance #65-865 concerning the Leash Law. Discussion
was held and the following citizens were present to voice their feelings concerning
Jesse Rivera, Animal Warden, and the City of Plainview Leash Law: For-Mrs. David C.
McDonald, J. C. Armstrong, Don Follis, Lou Balenton, David McDonald, Mrs. Don Wason and
Lee Soucy; Against-Eva Hurn, Wes Harris, Gail Shugart, LoRetta Pruitt, Ann Durham,
Connie Beverage, Annette Sims,~r~ObeYt Shugart, Troy Hurn, HOmer Bybee, Luanna Loflin,
Roger Erwin and Carolyn Zeigler.

City Attorney, Tom Hamilton, pointed out the legal aspects of the Leash Law.and what
citizeBs could do as far as filing complaints .against Mr. Rivera. Johnnie Ballew gave
his full support to Jesse Rivera in his efforts to enforce the Dog Ordinance.
Mayor Wayland recessed the Council at 10:30 P. 'M;
The Council was reconvened at 10:40 P. M.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the
final plat for Coronado Addition, Unit No. 2. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to approve the minutes
of the regular City Council meeting held March 13, 1979. Motion carried unamously.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No. 79-2208 from Revenue Sharing Fund Account 27-60804 in the amount of
$5,914.82 payables.to Jack Morris Ford Co. for full payment of one (1) ton truck to be
used in Parks Department. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to adopt
Resolution No. R79-111, a Resolution granting to the Optimist Club of Plainview permission
.to lease space for and to operate concession in designated park areas of the City of
Plainview, prescribing the conditions of such permission and the term for which said
permission is granted. Motion carried unanimously.
It was moved by Adlerman Carpenter, seconded by Alderman Almon, to approve a
Resolution passed by the Board of Driectors of the South Plains Association of Governments
as previously read. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the
purchase of one (1) 029 Keypunch machine and the sale of three (3) 029 Keypunch machines
used on previous computer system. Motion carried unanimously.
It was moved by Adlerman Almon, seconded by Alderman Carpenter, to take under ad-
visement a letter from the City of Alice, Texas, pertaining to extending the (1%) City
Sales Tax into the extraterritorial jurisdiction.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve the
following debris clearance projects:

Motion carried unanimously.

It was moved by Alderman Woods, seconded by Alderman Almon, to approve the
specifications and authorize the advertising for bids for seal coat material, estimated
cost $50,000. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve
the request by the Noon Optimist Club that the City be responsible for marking the
fields, furnish the equipment and materials and pay for the labor,of keeping the
fields for the Summer Baseball Program. Motion carried with 4-for and 1-against.

It was moved by Alderman Carpenter, seconded by Alderman Woods, to authorize
the Parks and Recreation Committee to decide on a site location for the Gazebo to be
built for the All American Day Celebration on July, 4, 1979~ Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adjourn.
Motion carried unanimously.
