CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M.
in the City Council Chambers of the City Hall with Mayor Bob Wayland presiding and
the following Councilmen present: Jeane Browning-Place One; Medlin Carpenter-Place
Two; Lloyd Woods-Place Three; Tom Almon-Place Four and A. William SoRelle-Place Five.
Also present were the following City Staff: Randy Holly-Acting City Manager, Tom
Hamilton-City Attorney, Walter S. Dodson-Tax Assessor/Collector-City Clerk, Norman Huggins-
Director of Finance-City Treasurer, Johnnie Ballew-Director of Safety and Environment,
Bill Hogge-Director of Public Works, Alan Stewart-Director of Police Services, Woody
Sevison-Director of Fire Services, Harold Gl adman-Di rector of Planning, Richard Cross-
Municipal Court Judge, Bob Richards-Building Inspector~ Mae~Jones-Deputy Treasurer and
Elaine Corn-Deputy Tax Assessor/Collector-City Clerk.
Also present were the following visitors: Brenda Holly, Charles Bechtold-KMCC TV,
Carl Brust, Ron McCandless-KKYN, Mrs. W. F. Langston, Mr. & Mrs. Don Langston, J. D. James,
Forrest Mickey, Carl Tillerson, T. K. Criswell, C. A. Strain, Mrs. C. A. Strain, Guy
Hegi, Woodrow W. Allen, Ralph Walker, J. J. Davis, Sam Miller, Mrs. £. D. Wofford, Ed
Lopez, Bonita Graham, Willie York, Dale & Barbara Crooks, Vic Mannin, Lee C. Coffey,
Mr. & Mrs. Norman R. Peoples, Mr. & Mrs. Roland Bishop.
Invocation was given by Bill SoRelle.
It was moved by Alderman SoRelle, seconded by Alderman Woods, to accept the resig-
nation of Ronnie Hutcherson on the City/County Health Board. Motion carried unanimously.
Carl Tillerson, Chairman of the Planning Board and Zoning Commission, appeared r~
to present recommendations on annexation for 1979. He explained the proposed extended
boundries of the city to be taken into the city limits. No action was taken at this
time.
It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the
minutes of the regular .City Council meeting held March 27, 1979. Motion carried unanimously

It was moved by Alderman Almon, seconded by Alderman SoRelle, to adopt Appropriation
Ordinance No"CD3~101 from Community Development Fund Account 429-6'0832 in the amount
of $24,826.41 payable to High Plains~Pavers for Construction Estimate No. 11, 1977
Assessment Project, contract dated 11-22-77. Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Browning, to adopt AppropPiation
Ordinance No. CD1~102 from Con~nunity Development Fund Account 429-60836 in the amount
of $800.00 payable to Isdel Gamboa and Willson & Son as final payment for Rehabilitation
work on Case No. 781101, Romie Fennell, Sr. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve the recommen-
dation to .build three (3)~retaining walls at Regional Park with an expenditure not to
exceed $2,300 from the 1976 Park Bond Fund. Motion carried unanimously.
It was moved by Alderman Browning, seconded by Alderman Carpenter, to appoint
Walter S. Dodson as Tax Assessor/Collector and City Clerk. Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Carpenter, to appoint Norman
Huggins as City Treasurer; Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to appoint Elaine
Corn as Deputy Tax Assessor/Collector and Deputy Oity Clerk. Motion carried unanimously.
It was moved by Alderman 8oRelle, seconded by Alderman Almon, to appoint Mae Jones
as Deputy City Treasurer. Motion carried unanimously.
The Oath of Office was given to City Treasurer and City Clerk by Mayor Wayland.
ItWa~ ~oved by Alderman Carpenter, seconded by Alderman Browning, to authorize the
Mayor to sign letter of agreement between the Federal Aviation Administration Airport
Traffic Control Tower and the Plainview/Hale County Airport Management concerning movement
and non-movement areas in the airport. Motion carried unanimously.
The Council authorized Alderman Browning, Bill Hogge and Johnnie Ballew to attend
an FHWA sponsored Roadway Lighting Workshop to be held in Fort Worth on June 26, 1979.

A discussion was held concerning a letter from the AASC requesting Plainview to join
the Association. Mayor Wayland asked Randy Holly to research the request and preSent his
report at the next work session.
It was moved by Alderman Almon, seconded by Alderman Woods, to approve the debris
clearance project at 1412 Beech-Mrs.'C.~R. Peters. Motion carried unanimously.
It was moved .by Alderman Browning, seconded by Alderman Carpenter, to authorize
Tom Almon to continue the study Off,Pioneer NatUral Gas Company~Charitabte Contributions.
Motion carriedrunanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to return from Executive
Session° Motion carried unanimously.
Mayor Wayland read a news release announcing the decision of a new City Manager, John
Hatchel. He comes from the City of Abilene where he served as Assistant City Manager.
Mr. Hatchel will take up his duties by May 15.
Mayor Wayland read a letter of appreciation from Mrs. Odis E. Caddel concerning ex-
tension of Cable TV Service to Bryan Addition.
Randy~Holly read a letter of resignation from Director of Fire Services, E. F. Sevison.
After 5½ years with the City, Woody and his wife, Mary, are taking a position with
Lexington Motor Inns. The Council commended Woody on his service to the City of Plainview.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adjourn.
