HomeMy WebLinkAbout12-03-2015 Council Minutes484 The City Council met on December 3, 2015 at 11:38 a.m., at the Plainview Convention Center, 2902 W 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 10:50 a.m. on November 30, 2015. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes — District 1, Larry Williams — District 2, Norma Juarez — District 3, Mayor Pro Tem Teressa King — District 4, Susan Blackerby — District 5, and Lionel Garcia — District 6. Councilmember Eric Hastey — District 7 was absent. Staff members present were: Jeffrey Snyder — City Manager, Andrew Freeman — Assistant City Manager, Cris Valverde — Community Development Manager, Leslie Spear Schmidt — City Attorney, Rusty Powers — Fire Chief, Sarianne Beversdorf — Director of Finance, Tim Crosswhite — Interim Director of Public Works, Isauro Gutierrez — Information Technology Specialist, Ken Coughlin — Police Chief, Derrick McPherson — Emergency Management Captain, Bobby Martinez — Water Reclamation and Judy Rasher — Community Development Secretary. News Media Present: Homer Marquez — Plainview Herald and Caleb Hatch — Plainview Radio Guests present: Jessie Arredondo and Tony Younger Mayor Wendell Dunlap led in the Invocation. Andrew Freeman, Assistant City Manager presented for consideration on first public hearing of Zone Case No. 859 — a request to re -plat and rezone the North Half of Lot 10, Block 1 of the Mesa Verde Addition, Unit No. 2 for a memory care/assistant living facility. The property is located south of the Walmart Supercenter and east of the Prairie House Living Facility. The property will be divided into 4 tracts with access down the middle and extending the sewer line and city's utilities to the property. The reason for the hearing is to request for extension of the utilities and allowing access for city vehicles to pick up trash and re -plat of said property. Mayor Dunlap entertained a motion to open a public hearing on re -plat of the North Half of Lot 10, Block 1, Mesa Verde Addition Unit No. 2, City of Plainview, Hale County, Texas. Councilmember Charles Starnes moved for a motion to open a public hearing. The motion was seconded by Mayor Pro Tem Teressa King and carried by unanimous vote. Mayor Dunlap asked for public comments. Jessie Arrendondo, representing Gary Plante of BBHH Capital of Texas provided additional information regarding the memory care/ assistant living facility. He states the BeeHive homes will divide the property into four buildings. The first home will be built on the southwest corner and will serve as a memory care unit. Each facility will have a 17 room living complex. Once the first building has hit 80% occupancy, BeeHive will begin on the second building. BeeHive Home is a 24 hour care facility. Once they have 3 of the facilities built, they will employ 50 people on staff full time. Annual gross receipt per building is about $250,000.00. During construction, BeeHive will try to purchase local material and local labor to implement the construction of the facility. Tony Younger of BeeHive stated that the Beehive Homes is to provide care to clients with memory loss. This includes the physical safety of the resident as well as their security at the facility. The staff will be licensed, background checks will be performed on each employee, will have an administrator and a manager at each building. Tony Younger stated that the homes are built to blend in with the surrounding neighborhood. BeeHive Homes will also provide exercise and activity for the clients. BeeHive family owns 30 franchise facilities in New Mexico and Texas. Mr. Younger said Plainview was a good location for the facility as no similar service is available in the area. Councilmember Charles Starnes moved to close the public hearing. The motion was seconded by Councilmember Norma Juarez. The public hearing was closed at 11:47 a.m. Andrew Freeman, Assistant City Manager presented for consideration the rezoning of the north half of lot 10, block 1, of the Mesa Verde Addition from a multi -family residential 2 (MF -2) zoning to a commercial retail 2 (C-2) zoning. This is the first reading of Ordinance No. 15-3651. The reason for the change is the setback of the lot. This lot is defined as a memory care/assistant care facility. This was presented to the Planning and Zoning Committee on November 12th, and approval for C-2 zoning was approved. Staff recommends approval of the rezoning of this property at the next City Council meeting on Tuesday, December 8th. Mayor Dunlap entertained a motion to open a public hearing on re -zoning of the North Half of Lot 10, Block 1, Mesa Verde Addition Unity No. 2, City of Plainview, Hale County, Texas. Councilmember Charles Starnes moved for a motion to open a public hearing. The motion was seconded by Councilmember Susan Blackerby and carried by unanimous vote. Mayor Dunlap asked for public comments. Councilmember Susan Blackerby had questions regarding the construction of the additional units and whether or not all 4 buildings will be filled with clients. Tony Younger stated that it would be the occupancy. The first building will be a memory care facility, the second building will be assistant living and the third and fourth will depend on the demand of the clients. Mr. Younger feels there is a strong demand for such a facility in this community and is confident that it will be completed and full within the first year. The facility is private paid and will also accept aid and attendance for veterans. BeeHive Homes are franchised. Mr. Younger stated that BeeHive Homes is a family business and have been in business for 15 years. Councilmember Susan Blackerby moved to close the public hearing. The motion was seconded by Councilmember Charles Starnes and carried by unanimous vote. The public hearing was closed at 11:55 a.m. City Council Meeting December 3, 2015 Page 2 of 3 486 Councilmember Charles Starnes moved to approve Ordinance No. 15-3651 on the first reading. The motion was duly seconded and carried by unanimous vote. Assistant City Manager, Andrew Freeman introduced Cris Valverde as the new Community Development Manager with the City of Plainview. The Council and staff reviewed the agenda for the City Council meeting of December 8, 2015.
