The City Council of the City of Plainview met in regular session at 7:30~P. M. ih the City Council Chamber of the City Hall with Mayor Bob Wayland presidin§ and the following Councilmen present: Jeane Browning-Place One, Medlin Carpenter-Place T~o, Lloyd Woods-Place Three, Tom Almon-Place Four and A. William $oRelle-Place Five. Also present were the following City Staff: John Hatchel-Ci~ty Manager, Randy Holly- Administrative Assistant, Tom Hami'lton-City Attorney, Walter S. Dodson-Ta× Assessor/ Collector-City Clerk, Norman Huggins-Director of Finance, Johnnie Ballew-Director of Safety and Environment, Bill Hogge-Director of Public Works, Alan Stewart-Director of Police Services, Harold Gladman-Director of Planning, Bob Richards-Building Inspector, Joe Ferguson-Acting Fire Chief, Charles Couch-Service Center and Elaine Corn-Deputy Tax Assessor/ Collector. Also present were the following visitors: Charles Bechtold-KMCC, Shari Campbell- Plainview Daily Herald, Ron McCandless-KKYN, Mr. & Mrs. Robert Maldonado, Walter Haynes, Johney Goodson, Gary R. Traylor and Joe L. Cox. Invocation was given by Mayor Wayland. ~- Mayor Wayland introduced the new City Manager, John Hatchel. ~- It was moved by Alderman Carpenter, seconded by Alderman Browning, tO approve the re- quest of Steve L. Hurt to reconstruct the sidewalk abutting property on the north side of West Eighth Street from Broadway west to the alley, and that the city reconstruct the curb and gutter abutting the sidewalk. Motion carried unanimously. The purchase of supplies and material for installation of sprinkler system at the John D. Stoneham Park was discussed. When the approval is received from Texas Department of Parks and Wildlife the advertising for~bids will begin. It was moved by Alderman Woods, seconded by Alderman Almon, to authorize the adver- tising for bids to be received on Mosquito Control Chemical for the 1979 program, with the O0 0, I May 22, 1979 Page 2 CITY COUNCIL MINUTES estimated cost to be $11,880.00. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to open a public hearing for the purpose of discussing the proposed use of Community Development Block Grant'Funds if received from HUD. Motion carried unanimously. Randy Holly outlined the procedures and funding for the Block Grant Program. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve the signing of the Community Development Block Grant Fund Resolution. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by.Alderman SoRelle, to close the public hearing. Motion carried unanimously. Walter Haynes appeared in favor of Zone Case No. 417. There was no opposition. After some discussion, it was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Zone Case No. 417, the request of Sally Haynes to rezone Lot 5, Block 87, Alexander and Westmoreland, located at 807 Galveston, from a C-1 to "P" Parking Zone; and the South 40 feet of West 74 feet of Lot 5 and West 74 feet of Lot 7 and 8, Block 87, Alexander and Westmoreland, located at 804 West 8th, from a R-2 to "P" Parking Zone. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the minutes of the regular City Council meeting held May 8, 1979. Motion carried unanimously, It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Ordinance No. 79-2320, an ordinance creating a joint airport zoning board to be known as the Plainview- Hale County Joint Airport Zoning Board and investing such joint board with the powers such boards are authorized to exercise under the provisions of Chapter 391 of the Acts of the Regular Session of the 50th Legislature, 1947. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Carpenter, to adopt Ordinance No. CD3-107 from Community Development Fund Account 429-60836 in the amount of $6,054.80 payable to Kip Pritchard Builders for Rehabilitation payment of 80% of total rehabilitation O0 042 May 22, 1979 Page 3 CITY COUNCIL MINUTES work on Case 78-12-17, Bennie Howard, 104 W. Givens, Plainview, Texas. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman SoRelle, to adopt Ordinance No. CD3-108 from Community Development Fund Account 429 in the amount of $3,079.20 payable to Kip Pritchard Builders for rehabilitation payment of 80% total rehabilitation work on Case 78-11-02, Narvella Sansom, 110 Bullock, Plainview, Texas. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Ordinance No. CD3-109 from Community Development Fund Account 429 in the amount of $3,291.60 payable to Kip Pritchard Builders for rehabilitation payment of 80% of total rehabilitation work on Case 78-12-27, Mattie Mae Spencer, 112 Bullock, Plainview, Texas. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve the contracts for fire hydrant maintenance with Rio Concho, K-Mart and T.G.&Y. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to approve the follow- ing debris clearance projects: 1. George McVicker Rear of 16th & Date 2. Glen Tullis 414 West 19th Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Almon, to approve Lease No. DOT-FA73SW-1004, Airport Traffic Control Tower and associated activities. The Council concurred to amend the motion to include that the Airport Board has also agreed to the lease. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve the budgeted expenditures from May 8, 1979 to May 22, 1979 in the amount of $98,726.78. Motion carried unanimously. O43 May 22, 1979 Page 4 CITY COUNCIL MINUTES It was moved by Alderman SoRelle, seconded by Alderman Woods, to approve Ordinance No. 79-2323 on first reading, an ordinance closing the alley running north and south on the south side of Block 13, Wayland Heights Addition to the City of Pla~nview, Hale County, Texas, and beginning at the north boundary line of South West 8th Street and extending north 134.4 feet. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to adopt Ordinance No. 79-2324, from Unappropriated Fund Account 611 payable to Parks Department Fund Account 640 for park maintenance at 7th Street Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve re- commendations from the Parks, Recreation and Open Space Advisory Committee concerning plans and specifications and contract documents for restrooms in the Thunderbird Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman SoRelle, to change City Council Meeting from Tuesday, June 12, 1979 to Thursday, June 14, 1979.
