Conference Room 901 Broadway Plainview, Texas CITY COUNCIL MINUTES The City Council of the City of Plainview met in Emergency Session at 7:30 P.M. in the Conference Room of the City Hall with Mayor Bob Wayland presiding and the following Councilmen present: Jeane Browning-Place One, Medlin Carpenter-Place Two, Lolyd Woods- Place Three, Tom Almon-Place Four and A. William SoRelle-Place Five. Also present were the following City Staff: John Hatchel-City Manager, Randy Holly- Administrative Assistant. Mayor Wayland called the meeting to order and asked John Hatchel to present any new items concerning the annexation proposed by the Planning and Zoning Commission. After the presentation a lengthly discussion followed, including the following: (1) The various tracts as recommended by the Planning and Zoning Commission (2) The possibilities of removing or adding tracts (3) The types of services readily available (4) The length of time to provide full services (5) The cost of servicing each tract; and the effect of the annexation on the minority-nonminority ration of the City of Plainview. John Hatchel was instructed to prepare a Cost estimate per tract and a population estimate per tract to determine if the annexation would effect the minority-nonminority ratio of the City of Plainview. In addition, the Council discussed street improvements for 16th street, 24th street, farm market road 1767 and southwest 3rd. The discussion that generated concentrated primarily upon the need to acquire a list of the property owners and the need to inform the property owners of the Cities intent to acquire the right of way that is not presently owned by the City of Plainview.
