O0 061 City Council Chambers 901 Broadway Plainview, Texas CITY COUNCIL MINUTES The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chamber of the City Hall with Mayor Bob Wayland presiding and the following Councilmen present: 'Jeane Browning-Place One, Medlin Carpenter-Place Two, Tom Almon-Place Four and. A. William SoRelle-Place Five. Also present were the following City Staff: John Hatchel-City Manager, Randy Holly- Administrative Assistant, Tom Hamilton-City Attorney, Walter S. Dodson-Tax Assessor/ Collector-City Clerk, Norman Huggins-Director of Finance, Johnnie Ballew-Director of Safety and Environment, Bill Hogge-Director of Public Works, Harold Gladman-Director of Planning, Alan.Stewart-Director of Police Services, Joe Ferguson-Director of Fire Services. Also present were the following visitors: W. E. Medlock, David Clark, Elizabeth Clark, Mary Ann Bernard, Effie Titus, Inez Davis, Harvey Pennell, Lonnie Bradley, C. M, Peterson, Doug McDonough, Plainview Daily Herald, Ron McCandless-KKYN, Nick Long-KVOP and Charles Bechtold-KAMC TV. Invocation was given by Joe Ferguson. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the minutes of the regular City Council meeting held July 10, 1979~ Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Carpenter,'to approve Zoning Ordinance No. 79-2330, on first reading reclassifying from C-1 (Commercial) to L-1 (Light Industrial) located at 2401 Quincy Street and calling a Public Hearing on August 13, 1979. at 7:30 P. M~ Request of Bill Cartwri'ght. (Zone Case No. 420) Motion carried unanimously. Public Hearing was opened. W. E. Medlock appeared in favor of approving Zone Case No. 421. After some discussion, it was moved by Alderman SoRelle, seconded by Alderman Carpenter, to approve Zoning Ordi- nance No. 79,2341, an ordinance reclassifying from T~H (Town House) to MF-1 (Multi-Family) located at 2801 West 4th Street. It was moved by Alderman Almon, seconded by Alderman Carpenter, to adopt Resolution No. R79-146 to enter into opposition with other Texas cities against the rate increase O0 063 July 24, 1979 Page 3 CITY COUNCIL MINUTES as proposed bY Southwestern Bell.
