CITY COUNCIL MIf~UTES
-The City Council of the City of Plainview met in regular session at 7:30 P.M. in
the City Council Chamber of the City Hall with Mayor Bob Wayland presiding and the
following councilmen present: Medlin Carpenter-Place Two, Lloyd Woods-Place Three, Tom
Almon-Place Four and A. William SoRelle-Place Five.
Also prsent were the following City Staff: John Hatchet-City-Manager, Randy Holly-
Administrative Assistant, Tom Hamilton-City Attorney, Walter S. Dodson-Tax Assessor/
Collector-City .Clerk-,Norman Huggins-Director of Finance, Harold Gladman-Director of
Planning, Johnnie Ballew-Director of Safety and Environment, Bi11 Hagge-Director of Public
Works, Alan Stewart-Director of Police Services, Joe Ferguson-Di rector ;of Fire Services,
Bob Richards-Building Inspector.
Also present were the fo h owing visitors: Bobby McCall-Professionals Printing,
Chuck Martin.-Reporter News, Charles Bechtold-KAMG TV, Nick Long-KVOP, Kemp Hinch-Booterie,
Max Newman-Newman Agency, Donnie'Myrick-Myrick Agency, Hector. Hinojosa-CCMAP, John M.
Garcia-Sears, Shair Campbell-Plainview Daily Herald, Ron McCandless-KKYN, Wilson Daffern-
Invocationwas given by Lloyd: Woods.
It was moved by Alderman Woods,-seconded by Alderman Almon, to approve the minutes
of the regular City Council Meeting held August 14, 1979. Motion carried unanimously.
It was moved. by Alderman Carpenter, seconded by Alderman Woods, to adopt Resolution
No. R79-150, a resolution approving the Lease Agreement between the City of Plainview and
the Hale County Senior Citizens Association and authorizing the Mayor to execute said

It was moved by Alderman SoReTTe, seconded by Alderman Woods, to adopt Resolution
No. R79-15I., a resolution approving the specifications and authorizing the advertise-
. menu for bids to be received on Motorcycles for STEP. Motion carried Unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Ordinance
No. 79-2350 on first reading,-reclassifying from R-2 (Single Family Residential) to C.R.D.
(Retail District} property being located at'1207 West-24th Street and calling`a Public
Hearing on September 13, 1979 P.M. Request of Olin W: Pearce :(Zone-Case No. 423}.
It was moved by Alderman Woods, seconded by Alderman Almon,- to approve Ordinance
No. 79-2351 on first reading, reclassifying from C=2 to L-I (Light Industrial) proper y

'1-- being located at 200 Block of Columbia same ,being the N:W. corner of S.W. 3rd and Columbia
intersection and calling a public hearing on September 13, 1979 at_7:30 P.M. Request
of Charles A. Baker (Zone Case No. 424},
It was moved,by Alderman Woods, seconded by Alderman Almon., to approve Resolution
No: R79-153 approving Community Development debris clearance-projects. Motion carried
unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to adopt Resolution
No. R79-155 approving Community Development debris clearance projects. Motion carried
unanimously:
It was moved by Alderman Carpenter,-seconded by Alderman SoRelle, to adopt
Appropriation -0rdinance No. CD4-116 payable to Kip Pritchard-in the amount of $6,226.00
from Community Development Account #429-60846 for payment of 80% Total:Housing
'` Rehabilitation cost for Case #78-11-04. Motion carried unanimously.

It was .moved by Alderman SoRelle, seconded by Alderman Almon, to adopt
Appropriation Ordinance No. CD4-117 payable to Kip Pritchard. in the amount of
$4,73.9:20 from Community Development Account-#429-60846 for payment of 80! of
Total Housing Rehabilitation cost for Case #79-06-20. Motion carried unanimously.
It was moved by Al Berman SoRelle, seconded by Alderman Almon, to adopt
Appropriation Ordinance No. CD4-118 payable to Mr. Gamboa in the amount of
$6,400.00 from Community Development Account #429-60846. for payment of 80%
of Total Housing Rehabilitation cost for Case #79-06-54. Motion. carried unanimously.
It was moved by Alderman.Ca.rpenter, 'seconded by Alderman Woods, to adopt
Appropriation Ordinance No. 79-2352 payable to Chaney Electric in the amount
of $326..49 from Unappropiiated General Fund for installation-of services to the
Gazebo. Motion-carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods to adopt
Appropriation Ordinance No. 79-2353. payabbe to Park Department Account #640-418
in the amount of $7,400.00 from unappropiiated General.Fund as ;reimbursement for
approved unbugeted xpenditures. motion carried unanimously.
Randy Holley, ity of.Piainview, Administrative Assistant,. presented the
Status Report on the 1979 Community Development Block Grant.
It was maned by Alderman Almon, seconded by Alderman Brovunng to adopt
Resolution No. R79-154-..lending the support of The City of Plainview toward to
creation of a Citizens. Group Againts Crime, Motion carried unanimously.
The City Council-received for fi'~,ling, Pioneer.Natural Gas Company's cost of
gas on its West Texas System for the. ',months of June and Juiy, 1979.

The City Council received the Departmental Reports:

It was moved by Alderman Carpenter, seconded by Alderman Browning to approve
Budget Expenditures for period ending.August 2l 1979;,. in the amount of $137,882.82,
and for the period ending August 28,"1979, in the amount of $34,793.32. Motion
carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to Adjourn.
Meeting adjourned at 9:30 P.M.
