CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M. in
the City Council Chamber of the City Hall with Mayor Bob Wayland presiding and the
following councilmen present: Medlin Carpenter-Place Two, Tom Almon-Place Four and
A. William SoRelle-Place Five.
Also present were the following City Staff: John Hatchel-City Manager, Randy Holly-
Administrative Assistant, Tom Hamilton-City Attorney, Walter S. Dodson-Tax Assessor/
Collector-City Clerk, Norman Huggins-Director of Finance, Harold Gladman-Director of
Planning, Johnnie Batlew-Director of Safety and Environment, Bill Hogge-Director of
Public Works, Alan Stewart-Director of Police Services, Joe Ferguson,Director of Fire
Services and Elaine Corn-DeputyTax Assessor-City Clerk.
Also present were the following visitors: Charles Bechtold-KAMC TV, Shari Campbell-
Plainview Daily Herald, Nick Long-KVOP, Lydia Guerra-Plainview Reporter News, Ron McCandless2~
KKYN, Olin Pearce, G, R. Baker, Jimmie Spruill, Ralph Graham and Hector Hinojosa.
Invocation was given by Bill Hogge.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the minutes
of the regular City Council Meeting held August 28, 1979 and the City Council Work
Session held August 23, 1979. Motion carried unanimously.
Public Hearing was opened concerning Zoning Ordinance 79-2350.
Olin Pearce appeared and explained the reason for rezoning. With no opposition, the
Public Hearing was closed.
It was moved by Alderman Carpenter, seconded by Alderman A-lmon, to approve Zoning
Ordinance 79-2350 reclassifying from R-2 (Single Family Residential) to C.R.D. (Retail
District) property located at 1207 West 24th Street. (Zone Case #423) Motion carried
unanimously.

Public Hearing was opened concerning Zoning Ordinance 79-2351.
G. R. Baker, appeared for Charles Baker, and explained the purpose of rezoning.
With no opposition, the Public Hearing was closed.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Zoning
Ordinance No. 79-2351 reclassifying from C-2 (Commercial) to LI(Light Industrial)
property located in the 200 Block of Columbia same being the N.W. corner of S.W. 3rd
and Columbia intersection. (Zone Case No. 424) Motion carried unanimously.
City Manager, John Hatchel, gave a brief summary of the Budget of the City of
Plainview.for the Fiscal Year 1979-80.
Public Hearing was opened to discuss the Budget.
After discussion, the Public Hearing was closed.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the Budget
of the City of Plainview for the Fiscal Year 1979-80, Ordinance No. 79,2348. Motion
carried unanimously..
City Manager, John Hatchel, gave a brief summary of the Revenue Sharing Budget of the
City of Plainview for the Fiscal Year 1979-80.
Public Hearing was opened to discuss the Revenue Sharing Budget.
After discussion, the Public Hearing was closed.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Ordinance
No. 79-2349 approving the Revenue Sharing Budget of the City of Plainview for the Fiscal
Year 1979-80. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded byAlderman SoRelle, to approve
Ordinance No. 79-2354 declaring an emergency; leving taxes for the use and support of the
municipal government of the City of Plainview; providing for the interest and sinking fund
for the fiscal year 1979-80; and providing for the time and manner of paying the ad
valorem taxes levied. Motion carried unanimously.

It was moved by Alderman SoRelle, seconded by Alderman Carpenter, to approve
Ordinance 79-2355 declaring an emergency; setting the rates for water and sewer, services
and repealing all ordinances in conflict herewith'and amend Ordinance 77-2104 changing
the annual rates per month from $20.52 to $22.52. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Ordinance
No. 79-2356 declaring an emergency; setting rates for the sale and delivery of water
and sewer disposal service to those churches, schools, and'non-profit charitable or
civic organizations that have been approved for the rates by the City Council and repealing
all ordinances in conflict-herewith. Motion carried unanimously.
It was moved by-Alderman.'Carpenter, seconded by Alderman SoRelle, to approve
Ordinance No. 79-2357 ammending Ordinance No. 79-2346 declaring necessity, naming streets,
directing the engineer to-prepare plans, specifications and advertise fore.bids for the
1978-79 Assessment Paving Project. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Carpenter, to approve Ordinance
No. 79-2358 declaring an emergency; ratifying, approving and adopting plans, specifications
and engineer reports for. the 1978-79 Assessment Paving Project. Motion carried unanimously.
It was .moved by Alderman Carpenter, seconded by Alderman SoRelle, to approve
Resolution No. R79-156 authorizing two Planning and Zoning Commissioners and one staff
member to attend the Eighth Annual Short Course on City Planning in Houston on Sept. 27-28,
1979 and appropriating $900 from Unappropriated Funds to Acct. #63260506 for expenses.
Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve Resolution
No. R79-158 declaring surplus property the City of Plainview building located on MBPXL
property and authorizing the City Manager to negotiate with an appraiser and advertise
for bids. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the document
authorizing the construction of a wind powered electric generator by New Dawn Energy

Concepts, Inc., Resolution R79-159, subject to the recommendation by the City Attorney.
Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve
Appropriation Ordinance No. 79-2359 payable to General Fund Acct. #620~816 from Revenue
Sharing Acct. #27 in the amoung of $20,952.99 for purchase and installation of traffic
signal at 24th and Yonkers and maintenance and replacement of' partsat other locations.
Motion carried unanimously.
It was moved byAlderman Carpenter, seconded by Alderman~SoRelle, to approve
Budget Expenditures ending Augus{ 31, 1979 in the amount of $44,834.12 and ending
Sept. 13, 1979 in the amount of $82,448.87. Motion carried unanimously.
Hector Hinojosa, a representative of CCMAP, appeared to express his gratitude to
the Mayor, Council and Police Department regarding the Festival on Sept. 15-16.
It was moved byAlderman Carpenter, seconded by Alderman Almon, to adjourn.
Meeting adjourned at 9:00 P.M.
