lowest bidder was Hooks Cycle Kawasaki of Plainview with a bid of $19,424. After dis-
cussion, it was moved by Alderman Woods, seaond~d by Alderman Almon, to reject the low
bid and award bid for four (4) motorcycles to Hooks Kawasaki of Plainview for the following
reasons:
1. Cost of transportation from Lubbock
2. Extra expense for maintenance

Motion carried unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Browning, to approve
Resolution No. R79-160 authorizing th~' Mayor to execute contract on behalf of the
City of Plainviw with Seal Produce, Inc. for a 0.41 acre tract adjacent to the City's
Landfill and appropriating $500.00 for the construction of a fenCe. Motion carried
unanimously.
It was moved by Alderman Browning, seconded by Alderman Almon, to approve Resolution
No. R79-166 authorizing City Manager to execute contract on behalf of the City of
Plainview with Texas Tech University Parks Division for the Planning Phase of Improvements
to Running Water Draw, Motion carried unanimously.
It was moved by Alderman Almon-seconded by Alderman SoRelle, to approve Resolution
No. R79-161 delegating to the Texas Aeronautics Commission power of attorney and author-
izing them to act in all matters with the Federal Aviation Administration relating to the
Lighting ContrOl Project.at Hale County Airport. Motion carried unanimously.
It was moved by Alderman~Woods, seconded by Alderman Almon, to approve ResOlution
.No. R79-162 ratifying, approving and adopting a notice to bidders published by the City
of Plainview, Texas, in the Plainview Daily Herald, Plainview, Texas, on Sept. 14, 1979,
requesting sealed bids for the construction of certain street 'improvements. Motion carried
unanimously.
It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve Ordinance
No. 79-2361accepting lowest and best bids for the construction of certain street im-
provements and authorizing the Mayor to execute the contract. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to award the bid for
certain street improvements to High Plains Pavers, Inc. in the amount of $423,421.87.
Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman Woods, to approve Ordinance

No. 79-2362 directing the City Engineer to prepare estimates and engineer's roll for the
1979 Assessment Paving Project. Motion carried unanimously.
The following people appeared to oppose the new green fees at Plainview Country
Club: Richard Rangel and Ysidro Fel'a. Jerry Wofford and Terry LeGate appeared in favor
of the new green fees. After a lengthy discussion, it was moved by Alderman Browning,
seconded by Alderman SoRelle, to approve Resolution No. R79-163 approving the new green
fees at Plainview Country Club as proposed and recommended by the Board of Directors of
the Plainview Country Club. Motion passed with Place One, Place lhree and Place Five
in favor, of the Resolution and Place Four voting against.
It was moved by Alderman Woods, seconded by Alderman SoRelle, to approve Resolution
No. R79-164 nominating Tom Almon as a candidate for Director of the Appraisal District
and authorizing .the Mayor to submit his name to the County Clerk. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Appropria-
tion Ordinance No. CD3-119 appropriating~Community Development Funds payable to Midwest
Reproduction Co., in the amount of $41.50 for copy work. connected with the Street Im-
provement Project. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Appropria-
tion Ordinance No. CD3-120 appropriating Community Development Funds payable to Plain-
view Daily Herald in the amount of $29.40 for legal advertisement connected with the
Street Improvement Project. Motion. carried unanimously.
It was moved, by Alderman Browning, seconded by Alderman Almon, to approve Appropria-
tion Ordinance No. 79-2365 appropriating from Revenue Sharing Funds $1,728.75 payable
to South Plains Concrete Construction for concrete work in connection with the remodeling
of the intersection at lOth and Columbia. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Resolution
No. R79-165 approving the 1979 Tax Roll. Motion carried unanimously.

It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the
Budgeted Expenditures. Motion carried unanimously.
Councilman Jeane Browning made comments concerning the Unger 'Memorial Library
and questioned the manner in which books were selected for public use. He also said that,
in his opinion, the Library needed to be open more hours than at the present time to
better serve the public.
It was moved by Alderman Browning, seconded by Alderman Almon, to adjourn.
Meeting was adjourned at 9:00 P. M.
