CITY COUNCIL MINUTES
The City Council of the City of Plainview met in regular session at 7:30 P. M. in
the City Council Chamber of the City Hall with Mayor Bob Wayland presiding and the following
Councilmen present: Jeane Browning-Place One, Medlin Carpenter-Place Two, Lloyd Woods-
Place Three, Tom Almon-Place Four and A. William SoRelle-Place Five.
Also present were the following City Staff: John Hatchel-City Manager, Randy Holly-
Administrative Assistant, .Tom Hamilton-City Attorney, Walter S. Dodson~Tax Assessor-
Collector-City Clerk, Johnnie Ballew-Director of Safety and Environment, Harold Gladman-
Director of Planning, Bill Hog§e-Director of Public Works, Norman Huggins-Director of
Finance, Joe Ferguson-Director of Fire Services, Alan Stewart-Director of Police Services,
Bob Richards-Building Inspector and Elaine Corn-Deputy Tax Assessor-City Clerk.
Also present.were the following visitors: Hector Hinojosa, Tut Tawwater, Shari Campbell-
Plainview Daily Herald, Charles Bechtold-Y~MC TV, Nick Long KVOP and Lydia Guerra, Reporter
News.
Invocation was given by Randy Holly.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve the minutes
of the regular City Council meeting held Sept. 25, 1979 and the City Council Work Session
held Oct. 4, 1979. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve Resolution
No. R79-152 containing recommendations of the Parks Advisory Committee concerning bids for
John D. Stoneham Park and accepting low bid of $15,313.30 from Hi-Plains Millwright.
Motion carried unanimously.
It was moved by Alderman Woods, seconded by Alderman Almon, to approve Resolution
No. R79-167 authorizing the widening of Joliet Street from 24th Street north to 25th; the
modification of the traffic control system and the southwest corner of the intersection at
24th and Joliet, and appropriating an amount not to exceed $10,000 from Revenue Sharing Fund.
Motion carried unanimously.

It was moved by Alderman Carpenter, seconded by Alderman Woods, to approve Ordinance
No. 79-2366 accepting the Engineer's Roll ordering and setting a Public Hearing on Nov. 12,
19.79. Motion carried unanimously.
It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Resolution
No. R79-168 authorizing Lloyd Belk to pave the alley directly behind 912 Canyon Street.
Motion carried unanimously.
It was~moved by Alderman Carpenter, seconded by Alderman Browning, to approve Budgeted
Expenditures. Motion carried unanimously.
It was moved by Alderman Carpenter, seconded by Alderman Woods, to adjourn.
Meeting adjourned at 8:05 P.M.
