O0 09m : City Council Chambers 901 Broadway Plainview, Texas CITY COUNCIL MINUTES The City Council of the City of Plainview met in regular session at 7:30 P. M. in the City Council Chamber of the City Hallwith Mayor Bob Wayland presiding and the following Councilmen present: Jeane Browning-Place One, Medlin Carpenter-Place Two, Lloyd Woods- Place Three, Tom Almon-Place Four and A. William SoRelle-Place Five. Also present were the following City Staff: John Hatchel-City Manager, Randy Holly- Administrative Assistant, Tom Hamilton-City Attorney, Walter S. Dodson-Tax Assessor/Collector- City Clerk, Harold Gladman-Director of Planning, Bill Hogge-Director of Public Works, Johnnie Ballew-Director of Safety and Environment, Alan Stewart- Director of Police Services, Joe Ferguson-Director of Fire Services, Norman Huggins-Director of Finance, Dick Cross- Municipal Judge, Bob Richards-Building Inspector and Elaine Corn-Deputy Tax Assessor/Collector. Also present were the following visitors: Effie Titus, Charles Bechtold-KAMC TV, Iney Davis, Ozell Shaw, Son Mason, Hector Hinojosa, W.E. Medlock, Carl Williams, Buddy & Pam Baker, Nick Long-KVOP, Wilson Daffern, Glenn Lester and Romey Fennell, Jr. Invocation was given by Tom Hamilton. It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve the minutes of the regular City Council Meeting held October 23, 1979 and the City Council Work Session held November 8, 1979. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Carpenter, to approve Ordinance No. 79-2368 on first reading, reclassifying from R-2 (Single-Family Residential) to OD (Office District) property being addition located at 601W. 7th Street and calling a Public Hearing on November 27, 1979, at 7:30 P.M. Request of White, Self and Davenport (Zone Case No. 426). Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Browning, to approve Resolution No. R79-171 authorizing the City Clerk to issue a license to operate Taxicabs in the City of Plainview to Ozell Shaw and Son Mason, subject to compliance with all applicable provisions of the Code. Motion carried unanimously. O0 O95 November 13, 1979 Page 2 CITY COUNCIL MINUTES It was mowed by Alderman Carpenter, seconded by Alderman Woods, to approve Resolution No. R79-172 awarding| contracts on materi.al for a Turf Irrigation System in John D. Stoneham Park (Thunderbird) to Submatic Inc. in the amount of $8,367.13 and to Doc Savage in the amount of $9,939.90. Motion carried unanimously. It was mo~ed by Alderman Woods, seconded by Alderman SoRelle, to approve Resolution No. R79-173 authorizing] Community Development Debris Clearance Projects: 1504 Independence W.D. It was moved by Alderman SoRelle, seconded by Alderman WoOds, to approve Resolution No. R79-175 approving the follow.ing applications for exemption from the Federal prohibition against Outdoor Gas' Lighting: a) Wayland Baptist Collete, 1900 West 7th Street b) Hale County Court House, 500 Broadway c) Wood-Dunning Funeral Home, 2615 West 6th Street d) First Christian Church, 910 Kokomo Street e) Plains Medical Clinic, 715 Amarillo Street f) Broadway Gas Light Project, 830 Broadway g) Pioneer Natural Gas Company, 2007 N. Columbia h) Pioneer Natural Gas Company, 113 West 8th Street Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Browning, to approve Appropria- tion Ordinance No. CD4-120 appropriating from~Community Development Account 429-60841 in the amount of $5,816.34 to reimburse the General Fund for Debris Clearance Projects. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman SoRelle, to approve Appropriation Ordinance No. 79-2369 appropriating from the 1966 Sewer Revenue Bond Account No. 26 in the amount of $286.37 as payment to Parkhill, Smith & Cooper, Inc. for engineering services during the Sewage Effluent Study performed between July 1, 1979 and Sept. 30, 1979. Motion carried unanimously. O0 09-6 November 13, 1979 Page 3 CITY COUNCIL MINUTES It was moved by Alderman SoRelle, seconded by Alderman Woods, to approve Appropriation Ordinance No. CD3-121 payable to Kip Pritchard in the amount of $6,400 from Community Development Account #29-60836 for payment of 80% of the total Housing Rehabilitation cost on Case No. 790656. Motion carried unanimously. After a lengthy discussion, it was moved by Alderman Woods, seconded by Alderman SoRelle, to table the request of Lon Cartwright to pave 24th Street from Garland to 1/2 block west of Kermit Drive. Motion carried unanimously. It was moved by Alderman SoRelle, seconded byAlderman Almon, to approve Resolution No. R79-176 supporting the application submitted to Farmers Home Administration by the Housing Authority of the City of Plainview for the construction of additional dwelling units at the Date Street Housing Project. Motion carried unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve Resolution No. R79-177 awarding contract for purchase of a street striping machine in the amount of $20,497.65 to Martin Equipment Co. of Dallas, Texas. Motion carried unanimously. It was moved by Alderman SoRelle, seconded by Alderman Almon, to approve Resolution No. R79-178 authorizing the lease or purchase of the building located on MBPXL property. Motion carried unanimously. Itwas moved by Alderman Carpenter, seconded by Alderman Browning, to approve Resolution No. R79-182 approving preliminary plat of Grandview Addition, Unit No. 3, Plainview, Texas, submitted by Troy Carter. Motion carried unanimously. It was moved by Alderman Browning, seconded by Alderman Woods, to table Resolution Nos. R79-179, R79-180 and R79-181 until the next Council meeting. Request of W.E. Medlock. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman Almon, to approve Ordinance No. 79-2370, closing the hearing for the 1979 Assessment Paving Project. levying the Assess- ments for paving and other street improvements, determining the necessity for the improvement of certain streets, and declaring an emergency. -Motion ca-r. ried unanimously. O0 097 November 13, 1979 Page 4 CITY COUNCIL MINUTES It was moved by Alderman Woods, seconded by Alderman Browning, to approve Resolution No. R79-183 changing the dates of the Regular Council Meetings and the Council Work Sessions for the months of November and December, 1979, as follows: November 20, 1979 - Council Work Session November 27, 1979 - Regular Council Meeting November 29, 1979 Council Work Session December 4, 1979 Regular Council Meeting December 13, 1979 - Council Work Session December 17, 1979 - Regular Council Meeting Motion carried Unanimously. It was moved by Alderman Almon, seconded by Alderman Woods, to approve Budgeted Expenditures totaling $108,134.20. Motion carried unanimously. The Council commended Carl Holland on his work with CETA. It was moved by Alderman Carpenter, seconded.by Alderman Browning, to adjourn. Meeting adjourned at 9:00 P.M.
