CITY COUNCIL MINUTES O0 104 City Council Chambers 901 Broadway PJa%nv'iew, Texas The City Council of the City of Plainview met in regular session at 7:30 P.M. in the City Council Chamber of the City Hall with Mayor Bob Wayland presiding and the following Councilman present: Jeane Browning-Place One; Medlin Carpenter-Place Two; Lloyd Woods-Place Three; Tom Almon-Place Four, Bill SoRelle-Place Five. Also present were the following City Staff: John Hatchel-City Manager, Tom Hamilton-City Attorney, Harold Gladman-Director of Planning & Zoning, Bob Richards- Building Inspector, Bill Hogge-Director of Public Works, Alan Stewart-Director of Police Services, Norman Huggins-Director of Finance, Joe Ferguson-Director of Fire Services, Johnnie Ballew-Director of Public Safety, Walter S. Dodson-Tax Collector/Assessor, Randy Holly-Administrative Assistant, Sheryl Owen-Deputy City Clerk. Motion carried unanimously. It as moved by Alderman Almon, Seconded by Alderman Woods to approve Resolution No. R79-192 appointing members to various Authorities, Boards, Commissions and Committees. Motion carried unanimously. It was moved by Alderman Browning, Seconded by Alderman Carpenter to open Public Hearing on Zone Case #428 for Ordinance No. 79-2373 reclassifying from R-1 (Single Family Residential) to R-3 (Multiple Family) property located at 809 Galveston, Request of Deborag Marie Smith. It was moved by Alderman Carpenter, Seconded by Alderman Browning to approve Zone Case #428. It was moved by Alderman Woods, seconded by Alderman Almon to open the Public Hearing to determine the feasibility of annexing certain tracts of land. It was moved by Alderman Carpenter, seconded by Alderman Woods to close the Public Hearing. It was moved by Alderman Almon, seconded by Woods to consider Ordinance No. 79-2371 on final reading, providing for the regula~ion, lof'~-he business~.~as.sage establishments within the City of Plainview; providing for a severability clause; providing for penalty and providing for passage. Motion carried unanimously. It was moved by Alderman Carpenter seconded Alderman Almon to consider Appro- priation Ordinance No. GO 418-79 from G.O. Park Bond Fund Account #3-0-60812 the amount of $16,650.00 as first payment to Arrtco Tennis Systems for the Multi-Purpose Courts in Stoneham Park. Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Adlerman Browning to consider Appropriation Ordinance No. CD5,122 appropriating from Community Development Account #29-79-60657 the amount of $4,926.64 as payment to Barber-Traylor & Association for consultant services pursuant to 3/22/77 contract. Motion carried unanimously. It was moved by Alderman Woods, seconded by Alderman Carpenter to consider Appropriation Ordinance No. G.O. 4t9-79 appropriating from G.O. Bond Fund Account #15 the amount of 1,350.00 as payment to David Julian for Appraisal report and expert testimony at public hearing for 1979 Assessment Paving Project. Motion carried unanimously It was moved by Alderman SoRelle, seconded by Woods to consider Appropriation Ordinance No. CD4-123 appropriating from Community Development Account #29-78-60651 the amount of $6,328.40 as payment to Kip Pritchard for payment of 80% of Housing Rehabilitation work on Case #790334. Motion carried unanimously. It moved by Alderman Almon, seconded by Alderman Woods to consider Appropriation Ordinance No. CD4-124 appropriating from Community Development Account #29-78-60651 the amount of $476.22 as payment to Kip Pritcharc on Case #790620. Motion carried unanimously. Motion carried unanimously. It was moved by Alderman Almon, seconded Alderman Woods to consider Appropriation Ordinance No. GO 421-79 appropriating from G.O. Bond Account #3-0-60812 the amount of $1338.10 as payment to the City of Plainview Utility Fund for 3/4 meters and 4 meters for Stoneham Park. (Thunderbird) Motion carried unanimously. It was moved by Alderman Carpenter, seconded by Alderman SoRelle to consider Appropriation Ordinance No. GO 422-79 appropriating from G.O. Bond Account #15-0-60807-1 the amount of $579.50 as payment, to Community Development Account #29 for Legal Notice of paving in the Plainview Daily Herald. Motion carried unanimously. It.was moved by Alderman Woods, seconded by Alderman Almon to consider Appropriation Ordinance No. GO 423-79 appropriating from G.O. Bond Account #15-0-60807-1 the amount of $273.70 as payment to Plainview Daily Herald for Legal Notice of paving. Motion carried unanimously. It was moved Alderman Carpenter, seconded by Alderman SoRelle to approve the Budget Expenditures.
