Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in
City Hall at 11:20 a.m. on February 1, 2016. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, and Lionel Garcia -District 6.
Councilmembers Susan Blackerby-District 5 and Eric Hastey-District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Cris Valverde -Community Development Manager, Sarianne Beversdorf-
Director of Finance, Rusty Powers -Fire Chief, Ken Coughlin -Police Chief, Tim
Crosswhite-lnterim Director of Public Works, Isauro Gutierrez -Information Technology
Specialist, Buster Perry -Landfill Superintendent and Belinda Hinojosa-City Secretary.
News Media Present: Caleb Hatch -Plainview Radio and Homer Marquez -Plainview

Guests present were: Mike Fox, Sam Heinz, Bob Longmire and Jason Johnson
Councilmember Lionel Garcia led in the Invocation.
Councilmember Susan Blackerby was granted an excused absence.
Sam Heinz and Bob Longmire with Public Sector Personnel Consultants presented
information on a Job Classification and Compensation Study.
Sarianne Beversdorf, Director of Finance presented the Quarterly Investment Report for
the period from October 1, 2015 through December 31, 2015. The beginning book
balance in demand deposits — checking accounts was $4,188,714 and the ending book
value was $4,548,636. Interest earned during this period was $1,670. The beginning
book value in demand deposits - ICS accounts was $15,236,253 and the ending book
value was $16,246,571. Interest earned during this period was $10,318.
The beginning book value in portfolio was $20,726,044 and the ending book value was
$20,739,063. Interest earned during this period was $13,002.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to accept the report. The motion was duly seconded by
Mayor Pro Tem King and carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of February 9,
2016.
There being no further business, Mayor Dunlap adjourned the meeting at 1:03 p.m.
