HomeMy WebLinkAbout02-09-2016 Council Minutes10 The Plainview City Council met on Tuesday, February 9, 2016 in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall on February 5, 2016 at 4:50 p.m. Mayor Wendell Dunlap presided. Councilmembers present were: Dr. Charles Starnes -District 1, Larry A. Williams - District 2, Norma Juarez -District 3, Susan Blackerby-District 5, and Lionel A. Garcia -District 6. Councilmembers Teressa King -District 4 and Eric Hastey-District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt- City Attorney, Andrew Freeman- Assistant City Manager, Chief Ken Coughlin- Police Department, Tim Crosswhite-lnterim Director of Public Works, Chief Rusty Powers- Fire Department, Sarianne Beversdorf — Finance Director, Cris Valverde — Community Development Manager, Isauro Gutierrez- Information Technology Specialist, and Grace Derrick -Deputy City Secretary. News Media Representative: Homer Marquez -Plainview Daily Herald Josie Musico — Lubbock Avalanche Journal Guests: Emma Rodriguez, Jake Owens, Susan Magallanes, Mario Landeros, Nita C. Tovanche, Brandon Brownlee, Josie Musico and Joel Steed. Mayor Dunlap called the meeting to order at 7:00 p.m. Councilmember Blackerby delivered the Invocation and led the Pledge of Allegiance. Councilmember Williams moved to adopt the consent calendar, Item No. 3 on the agenda. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Items approved on the consent calendar included: the granting of excused absences and the approval of the minutes for January 21, 2016 and January 26, 2016. Mayor Dunlap introduced Item No. 4 as follows: Plainview Housing Authority Annual Report, Brandon Brownlee, Chairman. Mr. Brownlee spoke on the status of the Housing Authority and showed a power point presentation on the Annual Report. Mayor Dunlap introduced Item No. 5: A Resolution By the City Council of the City of Plainview, Texas, supporting an application for Housing Tax Credit Financing to the Texas Department of Housing and Community Affairs (TDHCA) for a proposed affordable residential development project and designating the Mayor to certify this resolution to TDHCA. (Resolution R16-353). Andrew Freeman, Assistant City Manager, showed a power point presentation for the proposed Hilton Project by Conrad Housing. This project proposes to convert the Hilton Hotel into approximately 27 units of affordable rental housing for low income households. The project is needing this tax credit financing to obtain their goals. Mr. Freeman stated that the conversion that was done in Pratt, Kansas has proven to be a success. The Council commended Councilmember Blackerby for helping City Staff meet with Conrad Housing Authorities for possible project investment. Councilmember Starnes moved to adopt Item No. 5 on the agenda. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Mayor Dunlap introduced Item No. 6: To authorize the Mayor to sign the Texas Department of Transportation Airport Project Participation Agreement, TxDOT CSJ No. 1605PLNVW, TxDOT Project No: AP HALE 3. City Manager Jeffrey Snyder presented the power point for the project. Councilmember Starnes moved to adopt Item No. 6 on City Council Minutes February 9, 2016 Page 1 of 2 the agenda. The motion was duly seconded by Councilmember Williams and carried by unanimous vote. Mayor Dunlap introduced Item No. 7: Consider and take necessary action regarding purchase of 2016 Caterpillar 4,000 Ib. capacity LP pneumatic tire lift truck (forklift) for $26,730.00. Solid Waste Superintendent Buster Perry presented the equipment specification. Councilmember Williams moved to adopt Item No. 7 on the agenda. The motion was duly seconded by Councilmember Blackerby and carried by a unanimous vote. Mayor Dunlap introduced Item No. 8: Consider and take necessary action regarding purchase of 2015 Caterpillar D6T 4XLARO Track Type Tractor (Bulldozer) for $287,500.00. Solid Waste Superintendent Buster Perry presented the equipment specification. Councilmember Starnes moved to adopt Item No. 8 on the agenda. The motion was duly seconded by Councilmember Garcia and carried by a unanimous vote. Mayor Dunlap introduced Item No. 9: Consider and take necessary action regarding purchase of 2015 John Deere 544K 4WD Front End Loader for $149,000.00. Solid Waste Superintendent Buster Perry presented the equipment specification. Councilmember Starnes moved to adopt Item No. 8 on the agenda. The motion was duly seconded by Councilmember Williams and carried by a unanimous vote. Mayor Dunlap introduced Item No. 10: A Resolution of the City Council of the City of Plainview and Plainview Independent School District; Designating the Mayor to sign on behalf of the Council such Agreement between both governmental entities stated herein; and authorizing the City Secretary to make necessary changes to carry out purpose of Resolution. (Resolution R16-354). City Manager Jeffrey Snyder presented the Agreement. Councilmember Williams moved to adopt Item No. 9 on the agenda. The motion was duly seconded by Councilmember Juarez and carried by a unanimous vote. At 8:00 p.m. Councilmember Williams made the motion that the Council recess the meeting to enter into close session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [ Tex. Gov't. Code, Section 551.074]. City Manager Evaluation. Councilmember Blackerby duly seconded the motion.
