HomeMy WebLinkAbout04 0511 min276 The Plainview City Council met on May 11, 2004 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:15 p.m. on May 5, 2004. Mayor John C. Anderson presided. Councilmembers present were: Mary Jane Shanes-District 2, Belinda Pena- District 3, John N. Bertsch-District 4, Ross Owen-District 5 and Buddy McGehee-District 6. Councilmember Kelvin Tipton-District 1 and Irene Favila-Distdct 7 were absent. Staff members present were: Greg Ingham-City Manager, Wally Hatch-City Attorney, John Castro-Director of Community Services, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Gary Glass-Fire Chief, Jack Keller-Budget Manager, Lonnie Burton-Police Captain and Belinda Hinojosa-City Secretary. Guests present were: Judy Pillow, Kacy Richburg, Leslie Richburg, Richburg, David Richburg, Jacob Richburg, Terry Rowan, Lanell Julian, Sistrunk, Karen D. Jones, Jim L. Posey, Clota Joyner and Paul Johnson Brent Marvin News Media Representative: Richard Orr-Plainview Daily Herald Marvin Sistrunk Associate Pastor of Plainview New Covenant Church delivered the invocation. Girl Scout Troop #35 led in the Pledge of Allegiance. Mary Jane Shanes, Mayor Pro Tem presented a Proclamation to Judy Pillow and Kacy Richburg on behalf of the Plainview Humane Society. Mayor Anderson presented a Proclamation declaring May 9-15, 2004 National Nursing Home Week to Terry Rowan of Plainview Healthcare Center, Clota Joyner~of Care Inn and Paul Johnson, Board President of Prairie House. Councilmember McGehee moved to adopt the consent calendar. The motion was duly seconded by Councilmember Owen and carried by unanimous vote. Items approved on the Consent Calendar included: approval of minutes or-April 27, 2004 and May 6, 2004. The Council granted an excused absence to Councilmembers Kelvin Tipton- District 1 and Irene Favila-District 7. The Council awarded the bid for the sideload refuse truck to the lowest bidder, Lubbock Truck Sales, Lubbock, Texas in the amount of $100,142.00. Other bids received were as follows: Roberts Truck Center - $100,849.23, West Texas Peterbilt - $103,231.00 and Masters International Trucks- $106,052.00. Mr. John Castro, Director of Community Services presented for first reading, Ordinance No. 04-3418, an Ordinance of the City of Plainview, Texas, Amending the Use Chart in Section 8.1 the Plainview Zoning Ordinance No. 89-2798; Regarding Requirements For Rehabilitation Care Institution; Severability Clause; Cumulativeness Clause; Conflicts Clause; Effective Date. He stated this ordinance amends the building and land use chart contained in the Zoning code. The change allows for a new use of downtown buildings (Rehabilitation Care Institution) provided they meet requirements set forth either by the Planning and Zoning Board or the City Council in order to make the use compatible with surrounding uses. City of Plainview Minutes May 11, 2004 Page 1 of 3 There was no public comment. Councilmember Belinda Pena moved to adopt Ordinance No. 04'3418 upon first reading. The motion was duly seconded by Councilmember Shanes and carried by unanimous vote. Mr. Jack Keller, Budget Manager stated he had received numerous proposals regarding the City of Plainview group health insurance contract for the contract year beginning June 1, 2004. He stated it was city staff's recommendation that a contract be awarded to Blue Cross Blue Shield. He stated Benesight appeared to be the lowest because when factoring variable costs it doesn't take much spread. Benesight was also non-responsive when asked for a list of the complaints received or a list of their current clients. There was no public comment. Councilmember Pena asked if Blue Cross Blue Shield was the current carrier. He was advised that Blue Cross had been the current carrier for the past three years and on or off for the past 15 of 20 years. Councilmember Bertsch was advised that the current contract is for one year with options to renew for an additional two years. Councilmember Owen moved that the City contract with BlUe Cross Blue Shield as presented by Jack Keller. The motiOn was duly seconded by Councilmember Pena and carried by unanimous vote. Captain Lonnie Burton of the Plainview Police Department advised that they have been authorized to spend $56,755.70 from a SPAG Homeland Grant to be used to update the communication of the city. The City has been authorized to purchase one ACU-T Tactical interconnect switch at a cost of $17,600.00; two Zetron Dispatch Console Model 4010 with channel card/adapter/software/installation equipment/one remote adapter at a cost of $22,280.00; and 37 Motorola Minitor IV Monitor Receiver VHF Dual Channel - stored voice at a cost of $16,875.70. The total cost being $56,755.70. There was no public comment. Councilmember Shanes moved the City take the necessary on the SPAG Homeland Grant. The motion was duly seconded by Councilmember Owen and carried by unanimous vote. Councilmember Owen moved to adjOurn the meeting. The motion was duly seconded by Councilmember Shanes and carried by unanimous vote.
