HomeMy WebLinkAbout04 0525 min28O The Plainview City Council met on May 25, 2004 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 3:15 p.m. on May 19, 2004. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5 and Wendell Dunlap-District 6 and Roland Nash-District 7. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief, Gary Glass-Fire Chief, Shane Harrell-Personnel Specialist and Belinda Hinojosa-City Secretary. Guests present were: Rhonda Jackson News Media Representative: Richard Orr-Plainview Daily Herald Rev Glen Godsey delivered the invocation. Girl Scout Troop #35 led in the Pledge of Allegiance. Mayor Anderson presented a proclamation declaring May as Mental Health Month to Rhonda Jackson, Clinical Supervisor at Whiteaker Youth Center. The Honorable James E. "Pete" Laney, State Representative and former Texas House Speaker administered the oath of office to Ron Trusler as Councilmember for District 5, Wendell Dunlap as Councilmember for District 6, Roland Nash as Councilmember for District 7 and John C. Anderson as Mayor. Councilmember Kelvin Tipton moved to appoint Councilmember Bertsch as Mayor Pro Tem for a period of two years. The motion was duly seconded by Councilmember Shanes and carried by unanimous vote. Mayor Anderson presented Councilmember Shanes with a plaque for serving as Mayor Pro Tem for the past two years. Councilmember Shanes moved to adopt the consent calendar. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Items approved on the Consent Calendar included: approval of minutes of May 11, 2004 and May 20, 2004 and financial reports. The Council adopted Resolution R04-136, a Resolution of the City Council of the City of Plainview, Texas adopting the local election register for the general election held on May 15, 2004. Mayor Anderson presented upon second reading Ordinance No. 04-3418, an Ordinance of the City of Plainview, Texas, Amending the Use Chart in Section 8.1 the Plainview Zoning Ordinance No. 89-2798; Regarding Requirements For Rehabilitation Care Institution; Severability Clause; Cumulativeness Clause; Conflicts Clause; Effective Date. Since this was the second of two readings, the Council chose to forego the staff briefing and went straight to public comment, There was no public comment. Councilmember Tipton moved to adopt Ordinance No. 04-3418 upon second reading. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote. City of Plainview Minutes May 25, 2004 Page 1 of 2 Greg Ingham, City Manager advised the Council that the County has created a committee to review joint City-County services. The County has appointed Commissioner Benny Cantwell, Commissioner Neal Burnett, Terry McEachern-District Attorney and David Mull- Sheriff to look into fire services and housing of inmates. Mayor Anderson stated the City needed to go into this with an open mind and positive attitude and look at it as an opportunity to work closer with the County and hope that positive things will come out of this. Mayor Anderson stated that it was his recommendation that Councilmember Kelvin Tipton, Councilmember Mary Jane Shanes, Greg Ingham-City Manager and Wally Hatch-City Attorney be appointed to the committee. There was no public comment. Councilmember Bertsch moved that the Council act on the recommendation of the Mayor. The motion was duly seconded by Councilmember Pena and carried by unanimous vote. Gary Glass, Fire Chief stated he was present on behalf of the fire department to request the purchase of a new ambulance. He said the ambulance would be purchased through HGAC (Houston Galveston Area Council) who takes care of the bidding process. The cost for the ambulance is $99,250 with an additional cost of $400.00 for the service manual, well within the $100,000 budgeted amount. There was no public comment. Councilmember Pena stated that based on research and the recommendation of the fire chief she made a motion to purchase an ambulance not to exceed $100,000. The motion was duly seconded by Councilmember Shanes and carried by unanimous vote. Councilmember Tipton moved to adjourn the meeting. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote.
