HomeMy WebLinkAbout04-07-2016 Council Minutes22 The City Council met on April 7, 2016 at 11:45 a.m., at the Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 10:10 a.m. on April 4, 2016. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Lionel Garcia -District 6. Councilmember Eric Hastey-District 7 was absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Cris Valverde -Community Development Manager, Dion Guerra -Police Lieutenant, Sarianne Beversdorf-Director of Finance, Melinda Brown -Main Street Coordinator, Tim Crosswhite-Director of Public Works, Isauro Gutierrez -Information Technology Specialist and Belinda Hinojosa-City Secretary. News Media Present: Homer Marquez -Plainview Herald Councilmember Susan Blackerby led in the Invocation. Jeffrey Snyder, City Manager presented for consideration to authorize Mayor to sign Financial Assistance Award for Busines Park Improvements. On March 10th, the City of Plainview and Hale County received a U.S. Department of Commerce, Economic Development Administration (EDA) Public Works Construction grant in the amount of $1.0 million for the proposed business park. The City and County are required to provide a 50% match as part of the conditions to receive the award. The City and County match requirement is $1,181,623. Staff recommends authorizing the Mayor to sign the Financial Assistance Award for Business Park Improvements. Mayor asked for public comment. There was no public comment. Councilmember Blackerby moved to authorize Mayor to sign Financial Assistance Award for Busines Park Improvements. The motion was duly seconded by Councilmember Garcia and carried by a vote of six "for" the motion. Jeffrey Snyder provided the Comprehensive Plan Annual Progress Report. Councilmember Charles Starnes arrived at 11:58 a.m. The Council and staff reviewed the agenda for the City Council meeting of April 12, 2016.
