HomeMy WebLinkAbout04-12-2016 Council MinutesThe Plainview City Council met on April 12, 2016 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 5:00 p.m. on April 8, 2016. Mayor Wendell Dunlap presided. Councilmembers present were: Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Lionel Garcia -District 6 and Eric Hastey-District 7. Councilmember Charles Starnes -District 1 was absent. Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant City Manager, Leslie Spear Schmidt -City Attorney, Tim Crosswhite-Director of Public Works, Rusty Powers -Fire Chief, Sarianne Beversdorf-Director of Finance, Isauro Gutierrez -Information Technology Manager, Ken Coughlin -Police Chief and Belinda Hinojosa-City Secretary. News Media Present: Homer Marquez -Plainview Herald Guests Present: Virginio Ortega, Mike Fox, Haley Jackson and Tyson Pendergrass Councilmember Norma Juarez delivered the invocation and led in the pledge of allegiance. Councilmember Williams moved to approve the consent calendar. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Items approved on the consent calendar included the granting of an excused absence to Councilmember Charles Starnes; approval of the minutes of March 17, 2016 and March 22, 2016; and approval of Resolution R16-359, a Resolution of the City Council of the City of Plainview, Texas, Approving the Request of the Hale -Uva Duathlon Committee to Host the Hale - Uva Duathlon II Event; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way With the Texas Department of Transportation for This Event; Declaring that the Event Serves a Public Purpose; and Agreeing to Comply With Regulations. Belinda Hinojosa, City Secretary presented for consideration Resolution R16-358, a Resolution of the City Council of the City of Plainview, Texas Designating the Early Voting Ballot Board Judge; Designating the District Polling Place Judges; and Setting Hourly Rate for Election Officials. This Resolution appoints the Early Voting Ballot Board Judge and the District Polling Place Judges and sets the hourly rate of pay for the election judges and clerks. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Blackerby moved to adopt Resolution R16-358. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Tim Crosswhite, Director of Public Works presented for consideration to award bids for 13th, 15th, Kermit and CR Y Project. He reviewed the bids. Staff is recommending to reject all bids due to inadequate response from bidders and inconsistencies with bid numbers. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to reject all bids for 13th, 15th, Kermit and CR Y Project and rebid the project. The motion was duly sscondekl by Mayor Pro Tem King and carried by unanimous vote. City Council Minutes April 12, 2016 Page 1 of 2 23 24 Jeffrey Snyder, City Manager presented for consideration to authorize Mayor to sign Interlocal Agreement for Administrative Services between the City of Plainview and the South Plains Association of Governments. This Interlocal Agreement will allow South Plains Association of Governments (SPAG) to assist with the administrative, environmental and reporting requirements for the EDA Financial Assistance Award. Typically, the City has had our partners at SPAG handle the grant administration for projects since the City does not have a grant administrator on staff. The cost for SPAG to administer this project for the City is $50,000. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem King moved to authorize Mayor to sign Interlocal Agreement for Administrative Services between the City of Plainview and the South Plains Association of Governments. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Councilmember Williams moved to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. Health Authority. The motion was duly seconded by Councilmember Hastey and carried by unanimous vote. Mayor Dunlap recessed the meeting at 7:18 p.m. Mayor Dunlap called the meeting back in open session at 7:28 p.m. Mayor Pro Tem King moved to appoint Dr. Lara as the Health Authority. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
