The Plainview City Council met on April 26, 2016 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 3:00 p.m. on April 23, 2016. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Susan Blackerby-District 5, Lionel Garcia -District 6 and Eric
Hastey-District 7. Mayor Pro Tem Teressa King -District 4 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Andrew Freeman -Assistant
City Manager, Leslie Spear Schmidt -City Attorney, Tim Crosswhite-Director of Public
Works, Rusty Powers -Fire Chief, Isauro Gutierrez -Information Technology Manager, Ken
Coughlin -Police Chief and Belinda Hinojosa-City Secretary.

Councilmember Larry Williams delivered the invocation and led in the pledge of
allegiance.
Mayor Dunlap recognized April as National Child Abuse Prevention and Awareness
Month. Lilia Castillo presented information on the local CPS office.
Councilmember Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items approved
on the consent calendar included the granting of an excused absence to Mayor Pro Tem
King; approval of the minutes of April 7, 2016 and April 12, 2016; and approval of the
Financial Reports.
Jeffrey Snyder, City Manager presented for consideration Resolution R16-360, a
Resolution of the City Council of the City of Plainview, Texas, Supporting and Authorizing
the Filing of a Grant Application for Funds with the Transportation Investment Generating
Economic Recovery (TIGER) Discretionary Grants Program for the 24th Street
Reconstruction Project; Designating an Authorized Official and Authorizing Such Official
to Execute All Documents Necessary; and Pledging Compliance to the Awarded Grants
Program.
This Resolution authorizes the City to submit a grant application to the U.S. Department
of Transportation's Transportation Investment Generating Economic Recovery (TIGER)
Discretionary Grant Program. Staff is proposing to submit an application for the proposed
24th Street Reconstruction project that has been identified as a priority in the City's
Comprehensive Plan.
CMG Engineers performed a geotechnical investigation on the base for 24th Street to
determine what options would be available to the City to reconstruct this road. The
geotech came back and recommended not utilizing the base there.
Staff is proposing to submit a TIGER application for Option 1 full -depth reclaimed
pavement with both the one added alternative of replacement of traffic signals and streets
lights. The area included in this project is from Columbia Street to Dimmitt Highway (State
Highway 194).

Mayor Dunlap asked for public comment. Councilmember Blackerby moved to adopt
Resolution R16-360. The motion was duly seconded by Councilmember Juarez and
carried by unanimous vote.
Ken Coughlin, Chief of Police presented for consideration Resolution R16-361, a
Resolution of the City Council of the City of Plainview, Texas, Authorizing the Filing of a
Grant Application with the Criminal Justice Division of the Governor's Office of the State
of Texas for Law Enforcement Body Worn Cameras; Designating an Authorized Official
and Authorizing Such Official to Execute all Documents Necessary; and Pledging
Compliance to the Awarded Grant Program. The State of Texas made available $24,711
to establish a body worn camera program. Chief Coughlin reviewed some of the positives
and negatives regarding the body cameras.
Mayor Dunlap asked for public comment. Councilmember Starnes moved to adopt
Resolution R16-361. The motion was duly seconded by Councilmember Blackerby.
Councilmember Williams moved to amend the motion to state that we buy the cameras
using the seizure funds and forego the grant. The motion was duly seconded by
Councilmember Hastey. Councilmember Williams and Hastey voted "for" the motion.
Mayor Dunlap, Councilmembers Starnes, Juarez, Blackerby and Garcia voted "against"
the motion. The amended motion failed.
Mayor Dunlap asked for a vote on the original motion to adopt Resolution R16-361. The
motion carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:43 p.m.
