A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, AUTHORIZING THE FILING OF A GRANT
APPLICATION WITH THE CRIMINAL JUSTICE DIVISION OF THE
GOVERNOR'S OFFICE OF THE STATE OF TEXAS FOR LAW
ENFORCEMENT BODY WORN CAMERAS; DESIGNATING AN
AUTHORIZED OFFICIAL AND AUTHORIZING SUCH OFFICIAL TO
EXECUTE ALL DOCUMENTS NECESSARY; AND PLEDGING
COMPLIANCE TO THE AWARDED GRANT PROGRAM.
WHEREAS, grant funds are available through the Criminal Justice Division
(CJD) of the Governor's Office of the State of Texas, to provide assistance to local
law enforcement agencies to establish or enhance body worn camera programs;
and
WHEREAS, the City of Plainview Police Department is eligible to apply for
said grant funds; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the
best interest for the citizens of Plainview that the Police Department apply for CJD
Funds to be used for purchases regarding the Police Department establishing a
body worn camera program; and
WHEREAS, the City Council agrees that if funded and in the event of loss
or misuse of the CJD Funds, the City Council assures that the Funds will be
returned to the CJD in full; and
WHEREAS, the City Council designates Mayor Wendell Dunlap as the
grantee's authorized official. The authorized official is given the power to apply
for, accept, reject, alter or terminate the grant on behalf of the City, applicant
agency.
NOW THEREFORE, BE IT RESOLVED By the City Council of the City of
Plainview That:
Submission of the CDJ Grant Application for an approximate amount of
Twenty -Four Thousand Seven Hundred Eleven and No/100 Dollars ($24,711.00)
for the Plainview Police Department to establish a body worn camera program
through the Office of the Governor, Criminal Justice Division, is hereby approved.
State law requires a twenty-five percent (25%) match of such grant reward, which
is approximately Six Thousand One Hundred Seventy -Seven and 75/100 Dollars
($6,177.75) for a total maximum budget for the project of Thirty Thousand Eight
Hundred and Eighty -Eight and 75/100 Dollars ($30,888.75).

Such grant funds are restricted for the Police Department to equip twenty-
eight front line officers with body cameras as well as provide the video storage and
accessories required for the cameras to be functional. Moreover, the Department
receiving such funds must comply with the Texas Occupations Code, Chapter
1701, Subchapter N (Vernon's 2015).
The City Council hereby designates Mayor Wendell Dunlap as the grantee's
authorized official. Mayor Dunlap is authorized to execute on behalf of the City of
Plainview all necessary documents to apply for, accept, reject, alter or terminate
the grant on behalf of the City, applicant agency, for the Police Department's Body
Worn Camera Program.
IV.
This Resolution's public purpose is to submit grant applications to the CJD
of the Office of the Governor of the State of Texas for the purchase of police body
worn cameras and accessories in compliance with the grant.

TEXAS ADOPTING LOCAL ELECTION REGISTER FOR THE GENERAL
ELECTION HELD ON MAY 7, 2016
WHEREAS, there was held in the City • ' ainview, Texas, on May 7, 2016, a General
Election for the position of Mayor, ., . members Districts 5, 6 and 7; and

election results heretof i ed to the City Council of the City of Plainview,
Texas, and filed i tary of said City; and
