BOARD MEMBERS PRESENT: Mark Hardin, David Murphree, Nicole Ramirez and Albert Torres.
STAFF MEMBERS PRESENT: Robert Zapata, City Inspector, Judy Rasher, Community Service
Secretary.
Mark Hardin called the meeting to order at 6:01 P. M.
FIRST ITEM ON THE AGENDA: Approval of April 18, 2016 minutes. David Murphree made a
motion to approve minutes as presented. Albert Torres seconded the motion. Motion carried
unanimously.
SECOND ITEM ON THE AGENDA:
BA Case # 1669: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions.
Property Owner: Margarito Hernandez
Address: 905 Amarillo
Legal Description: Block 3 Lot 3 of the Brandes Addition
Zoning: R1
Robert Zapata presented the case before the board. Homeowner wanted to install an 18 x
21 carport in front of his home at 905 Amarillo. As per code section 37.2.2(h), there is no other
practical location on the property to install the carport. In surveying the surrounding area, Mr.
Zapata observed 2 carports within 200 feet of homeowner's home. 19 letters were sent out,
with one returning in favor of the carport. Homeowner has complied with the setback from
the front and side property lines of his home. Mr. Zapata made the recommendation that
homeowner be allowed to install a carport in front of his residence at 905 Amarillo. David
Murphree made a motion to approve the variance based on the request. Nicole Ramirez
seconded and the motion carried unanimously.

THIRD ITEM ON THE AGENDA:
BA Case #1670: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions.
Property Owner: Isabel Rosales
Address: 1102 W 29 St
Legal Description: Block 9 Lot 2 Unit 1 of the Thunderbird Addition
Zoning: R2
Robert Zapata presented the case before the board. Homeowner wanted to install an 18 x
21 carport in front of her home at 1102 W 29th. As per code section 37.2.2(h), there is no other
practical location on the property to install the carport. In surveying the surrounding area, Mr.
Zapata observed 2 carports across the street of the homeowner's home. 17 letters were sent
out, with one returning in favor of the carport. Homeowner has complied with the setback
from the front and side property lines of her home. Mr. Zapata made the recommendation
that homeowner be allowed to install a carport in front of her residence at 1102 W 29th.
Albert Torres made a motion to approve the variance based on the request. David Murphree
seconded and the motion carried unanimously.

Robert Zapata presented the case before the board. Homeowner wanted to install an 18 x 21
carport in front of her home at 1303 Navajo Trail. As per code section 37.2.2(h), there is no
other practical location on the property to install the carport. In surveying the surrounding
area, Mr. Zapata observed several carports in the neighborhood. Permits were found on these
carports. 19 letters were sent out, with one returning in favor of the carport. Homeowner has
complied with the setback from the front and side property lines of her home. Mr. Zapata
made the recommendation that homeowner be allowed to install a carport in front of her
residence at 1303 Navajo Trail. Nicole Ramirez made a motion to approve the variance based
on the request. David Murphree seconded and the motion carried unanimously.
