HomeMy WebLinkAbout04.26.2004 BA MinutesBOARD OF ADJUSTMENTS MINUTES 4/26/04 BOARD MEMBERS PRESENT: John Bickel, Kenny Brown, Fred Willis, Max Browning, Glenn Bickel STAFF MEMBERS PRESENT: John Castro — Community Services Director, Katy Seals - Community Development Secretary OTHER GUESTS PRESENT: Isaias Ceniceros, Mr. & Mrs.John Dorman, Librado Samarripa, Peter Arteaga First item on the agenda: Swear in new members: John Bickel and Fred Willis were sworn in. Second item on the agenda: Approval of February 2004 minutes (no March 2004 minutes due to lack of quorum). Max Browning made motion to approve minutes as read. Kenny Brown seconded. Motion carried 5-0. Third item on the agenda: BA Case # 1469 - The request of Isais P. Ceniceros for a variance of twenty-one (21) feet of the required thirty (30) foot front setback and six (6) feet of the required eight (8) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 2 F X 18' carport in a Single -Family Residential (R-1) Zoning District, and being Block 5, Lot 15, Rowe -Goode Addition Plainview, Hale County, Texas the same being 1112 Smythe Street. Isais P. Ceniceros is present to answer questions from the Board through interpreter Peter Arteaga. John Castro showed the Board pictures of the property and a site plan of where the proposed carport would be. There were three (3) replies from the neighborhood, both in favor of the request. Glenn Bickel asked what materials would be used in the construction of the carport. Isais Ceniceros (with interpreter) told the Board it would be constructed of metal materials. Glenn Bickel asked if the carport would cover the window on the front of the house and Isais Ceniceros (with interpreter) said the carport would line up with the side of the window and would be one foot lower than the eave of the house. Glenn Bickel made motion to approve the variance based on there being no other logical place for a carport and the positive responses from the neighborhood. Fred Willis seconded. Motion carried 5-0. Fourth item on the agenda: BA Case # 1470 The request of John Dorman for a variance of sixteen (16) feet of the required twenty (20) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to enclose a 32'X24' carport in a Single -Family Residential (R- 2) Zoning District, and being Block 8, E2/3 Lots 9-10, College Hill Addition Plainview, Hale County, Texas the same being 1306 W. 8th Street. John Dorman is present to answer questions from the Board. John Castro showed the Board pictures of the property and a site plan of where the proposed carport would be. There were four (4) replies from the neighborhood, all in favor l of the request. John Castro said the property had a prior variance approved in 1994 for an oversized carport. Fred Willis asked if there would be garage doors placed and John Dorman said at this time they only plan to enclose the carport on three sides. Glenn Bickel asked what building materials would be used and John Dorman said it would be constructed of metal. Glenn Bickel made motion to approve the variance based on positive response from the neighborhood. Kenny Brown seconded. Motion carried 5-0. Fifth item on the agenda: BA Case # 1471 The request of Librado Samarripa for a variance of fifteen (15) feet six (6) inches of the required twenty-five (25) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 20'X24' carport in a Single -Family Residential (R-2) Zoning District, and being Block 1, Lot 11, Carpenter Addition Plainview, Hale County, Texas the same being 2000 independence Street. Librado Samarripa is present to answer any questions from the Board along with his contractor Peter Arteaga. John Castro showed the Board pictures of the properly and a site plan of the proposed placement of the carport as well as a neighborhood map showing other properties in the area. There were four (4) neighborhood responses received, all in favor of the variance. John Bickel asked what materials would be used in the construction of the carport and Peter Arteaga said he would be using steel and metal. Glenn Bickel asked would the existing concrete be extended. Peter Arteaga said the carport poles would be in the existing grass and the concrete would not be extended. Max Browning made motion to approve the variance based on this being the only logical place for the carport and the positive responses received from the neighborhood. Fred Willis seconded.
