City Council Work Session
April 7, 1994
The City Council of the City of Plainview, Texas, met in a Work Session at 11:30 a.m. on April 7,
1994, at the Cotton Patch Cafe. Mayor E. V. Ridlehuber presided. Councilmembers present were:
Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Don Dickson - Precinct 3, Mike
Hutcherson - Precinct 4, Barbara Dorman - Precinct 5, and Irene Favila - Precinct 7. Dwain Dodson
- Precinct 6 was absent.
Staff members present were: James P. Jeffers - City Manager, Roy L. Osborne- Director of Public
Safety, Wally Hatch - City Attorney, John Berry - Assistant Director of Public Works, Norman Huggins
- Director of Finance, Muff London - Director of Community Development, John Castro - Health
Department Director, Bruce Watson- Fire Chief, Terry Powers - Director of Human Resources, Del
Essary - Sanitation Superintendent, Carl Holland - Superintindent Support Services, and Karen
McBeth - City Secretary.
Guests present were: Terry McEachern - District Attorney, Richard Galle - YMCA, Tommie Sue
Quebe - PISD Trustee, Richard Watson - PISD Asst. Supr. for Business, Don Montgomery -
Salvation Army, Paul Sawayer - PISD Trustee, Jim Mock- Plainview Country Club, Rosa Zuniga -
Youth Activities Committee, and Tom Aday- Candidate for Mayor.
Mayor Ridlehuber called the meeting to order at 11:30 a.m.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN
The Council reviewed the agenda for the upcoming meeting of April 12, 1994.
Department of Public Safety Reconstruction Team Terry McEachern, District Attorney,
addressed the council outlining the use of one of the city's old ambulances as a vehicle to be used
by an accident reconstruction team. This proposed new team will serve West Texas. The use of
accident reconstruction teams throughout the state is a proven method of identifying exactly what
happened at an auto accident. It helps ascertain who was driving, who was a passenger and certain
other physical aspects of the accident. Mr. UcEachern explained that once the team is in place and
funded for the first year, the Department of Public Safety would then include it in its annual budget
and take over the funding. He or his counterpart is contacting all cities and counties within the area
of service and it is hoped each city and county will pay and/or donate their prorata sham of money
or equipment to start up the team..
Youth Activities Committee - Councilmember Irene Favila reported that the Youth Activities
Commit-tee has received commitments from PISD for the use of the gymnasiums, two classrooms,
the bathrooms and kitchen facilities at Ash Elementary School and Coronado Junior High School;
Texas Migrant Council and Wee Care Day Care have agreed to cook and serve food; Wee Care will
help-train staff; Salvation Army will donate office space; Caprock Community Action will donate three
JTPA workers, MET will donate 10 JTPA 'workers, the YMCA will allow use of their.facilities;
Plainview Daily Herald will provide the publicity and the City will administer the program. The Youth
Activities Committee will develop a summer program for children ages 6 years to 15 years, charging
$1.00 per day, per student, There will need to be 50 workers to oversee this program if there are
120 children enrolled in it. The Committee will be asking the Council to donate $10,000 to fund the
program. The exact budget will be presented to the Council at the regular council meeting.
City Manaqer Reports
CaPital Improvements - Streets - City Manager Jim Jeffers reviewed the estimates prepared on the
Capital Improvements Program for Street Improvements which may be funded by a bond election
in August or this year, or January of 1995. There will be Public Hearings held regarding the
improvements later this month. The total bond issue is estimated to be 2.5 million dollars. This does
not include bond issue cost and assuems the City will use reserves to pay for $50,000 of
improvements.
Capital Improvements.,- Parks - The council reviewed the park improvement proposal as prepared
by Carl Holland. In August, 1993, the City Council tentatively set aside $125,000 for park
improvements and asked for specific proposals to be developed by staff. Mr. jeffers advised a public
hearing would be held later this month.
Graffiti - Mr. Jeffers reported that there were volunteers in the community who were painting over
the graffiti which has appeared throughout the city. Some of the "volunteers" were from Municipal
Court Judge Barbara Sullivan's community service volunteers. The Council expressed no interest
in an ordinance governing the sale of spray paint.
Gang Issues - Plainview schools have a letter which is sent to parents of those individuals who are
suspected of being gang members. This letter is signed by School Resource Officer Daryl Kissell
and Vice Principal Glass.

TMRS - Terry Powers began a report on TMRS - Buyback but due to the shortness of time the
report was not finished.
Mayor Ridlehuber adjourned the meeting at 1:00 p.m.
