The Plainview City Council met on May 24, 2016 at 6:30 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The Council had a reception for
the outgoing and incoming Council from 5:30 p.m. to 6:30 p.m. The agenda for this
meeting was posted in City Hall at 5:05 p.m. on May 20, 2016. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -
District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5,
Lionel Garcia -District 6, Eric Hastey-District 7 and incoming Councilmembers John
Gatica-District 6 and Oliver Aldape-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Leslie Spear Schmidt -City
Attorney, Andrew Freeman -Assistant City Manager, Tim Crosswhite-Director of Public
Works, Rusty Powers -Fire Chief, lsauro Gutierrez -Information Technology Manager,
Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Cris Valverde -
Community Development Manager and Belinda Hinojosa-City Secretary.

Councilmember Susan Blackerby delivered the invocation and led in the pledge of
allegiance.
Belinda Hinojosa, City Secretary presented for consideration Resolution R16-362, a
Resolution of the City Council of the City of Plainview, Texas Adopting Local Election
Register for the General Election Held on May 7, 2016 and Declaring the Results of Said
Election. This Resolution authorizes Mayor to sign the Resolution adopting the election
register and declaring the results.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to adopt Resolution R16-362. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote.
Mayor Dunlap recognized Lionel A. Garcia, outgoing District 6 Councilmember.
City Secretary Belinda Hinojosa administered the Oath of Office to John Gatica, District
6 Councilmember.
Mayor Dunlap recognized Eric Hastey, outgoing District 7 Councilmember.
Mrs. Hinojosa administered the Oath of Office to Oliver Aldape, District 7 Councilmember,
Susan Blackerby, District 5 Councilmember and Mayor Dunlap.
Mayor Dunlap presented for consideration the election of a Mayor Pro Tem.
Councilmember Juarez nominated Teressa King and Councilmember Williams
nominated Charles Starnes as Mayor Pro Tem. Mayor Dunlap asked for a vote on the
matter. Councilmembers Juarez and King voted for Councilmember King. Mayor Dunlap,
Councilmembers Starnes, Williams, Blackerby, Gatica and Aldape voted for
Councilmember Starnes. Councilmember Starnes was named Mayor Pro Tem. Mrs.
Hinojosa administered the Oath of Office to Mayor Pro Tem Starnes.
Mayor Pro Tem Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of May 5, 2016 and May

20, 2016; approval of the .financial reports; and approval of Resolution R16-363, a 33
Resolution of the City Council of the City of Plainview, Texas, Approving the Request of
Main Street Downtown and the Juneteenth Committee to Host the "2016 Juneteenth
Parade"; Authorizing The Filing of the Agreement for the Temporary Closure of State
Right -Of -Way with the Texas Department Of Transportation for this Event; Declaring that
the Event Serves a Public Purpose; and Agreeing to Comply With Regulations.
Tim Crosswhite, Director of Public Works presented for consideration to authorize the
Mayor to sign an Agreement between the City of Plainview and Lipham Construction for
the Seal Coat Project. The City went out for bids using Brandt Engineers. Staff is
recommending to approve the contract with Lipham Construction for the seal coat project.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to authorize Mayor to sign an Agreement between the
City of Plainview and Lipham Construction for the seal coat project. The motion was duly
seconded by Councilmember King and carried by unanimous vote.
Melinda Brown presented the Main Street Annual Report.
Councilmember King moved to go into closed session to deliberate the purchase,
exchange, lease or value of real property, the public discussion of which would not be in
the best interest of the City's bargaining position with third parties, in accordance with
Tex. Gov't Code, Section 551.072. The motion was duly seconded by Councilmember
Juarez and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:30 p.m.
Mayor Dunlap called the meeting back in open session at 7:47 p.m.
Mayor Pro Tem Starnes moved to authorize Mayor to sign documents for the acquisition
and disposition of real property for municipal projects. The motion was duly seconded by
Councilmember Blackerby and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:48 p.m.
