HomeMy WebLinkAbout94 0519 min MINUTES CITY COUNCIL WORK SESSION May 19, 1994 The City Council of the City of Plainview met in a Work Session on May 19, 1994, at 11:30 a.m. at the Cotton Patch Cafe, with Mayor Lloyd C. Woods presiding. Councilmembers present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Barbara Dorman - Precinct 5, Dwain DodsOn - Precinct 6, and Irene Favila - Precinct 7. Staff members present were: James P. Jeffers- City Manager, Roy L. Osborne - Director of Public Safety, Bruce Watson - Fire Chief, Barbara Sullivan - Municipal Court Judge, Wally Hatch - City Attorney, Norman Huggins - Assistant Director of Public Works, Muff London Director for Community Development, and Karen McBeth - City Secretary. The Council reviewed the agenda for the upcoming meeting of May 24, 1994. Mayor Woods asked City Manager Jim Jeffers for his reports. Council Liaison Reports - There were none. Annexation - Muff London, Director of Community Development, presented a plan worked out by the Planning and Zoning Commission to be%used as a guideline for when and how to annex properties jnto the city s hm~ts. Th~s plan wdl provide an orderly and carefully thought out formula which ~Ee annexation advantageous to-the b~t~ and to the property owners of the lands being annexed. The council expressed no objection to the plan, and will make a final decision later. SWBT Franchise Renewal - Mr. Jeffers reported it is time to begin working on the renewal of a franchise agreement with Southwestern Bell Telephone. He stated this franchise now pays the city over $100,000 annually. Mr. Jeffers stated that he and City Attorney Wally Hatch would be formulating this agreement. TML Region III - Mr. Jeffers reminded the council about the TML Regional III meeting in Lubbock at the OmniMax. Bus Route Benches- Mr. Jeffers reported the city had received numerous complaints about there being no benches on which to wait for the Trolley Cars. He stated he had located a company that will put up benches, at no cost to the city, but they will have advertising on them. Some cities have done away .with bench advertising because they are ugly. The council discussed the use of these benches but expressed no interest in seeing them placed in Plainview. 1 of 2 Consent Calendar - Mr. Jeffers stated that it might be more advantageous to place the Consent Calendar at the beginning of the City Council Agenda, rather than at the end. If there were questions or public input it could be dealt with without people having to wait through the entire meeting. After some discussion, the council had no objection to having the Consent Calendar placed at the beginning rather than the end of the agenda. Pre-Session - Mr. Jeffers suggested the council might want to meet for a full hour pre-session before council meetings, rather than just thirty minutes. The council was not interested in this. Restaurant Fire Inspections - Fire Chief Bruce Watson reported that the fire inspections in city restaurants has made him aware~that the council might want to re-think the ordinance governing such and making the criteria more site specific rather than as generalized as it is. Chief Watson reviewed all the options and after much discussion the council expressed no interest in changing the present code. Alley Repair Policy - Mr. Jeffers reported the present alley repair policy is to repair/patch potholes, but not replace any paving in an alley. This does create a problem and the street department is gathering data on proposed changes. Mr. Jeffers asked each member of the City Council to drive the downtown alleys and thereby discern the problems they will be discussing at a later date. Mayor Lloyd Woods encouraged the City Council to visit all of the various departments of the city, to visit with their constituents and to bring back their ideas and discoveries to be discussed during any work session.
