HomeMy WebLinkAbout94 0609 min MINUTES PLAINVIEW CITY COUNCIL WORK SESSION June 9, 1994 The Plainview City Council met in a Work Session on June 9, 1994, at 11:30 a.m. at the Cotton Patch Cafe, 3314 Olton Road, with Mayor Lloyd C. Woods presiding. Councilmembers present were: Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Dwain Dodson Precinct 6, and Irene Favila Precinct 7. Absent were Alton Jackson Sr. - Precinct I and Barbara Dorman - Precinct 5. Staff members present were: James P. Jeffers - City Manager, Wally Hatch - City Attorney, John Castro - Health Department Director, Muff London - Director for Community Development, Barbara Sullivan - Municipal Court Judge and Karen McBeth - City Secretary. News media present: Richard Orr - Plainview Daily Herald. The council reviewed the agenda for the upcoming meeting of June 14, 1994. Mayor Woods turned the meeting over to city manager Jim Jeffers. Liaison Reports - Dwain Dodson reported he met with the Plainview/Hale County Appraisal District Board and asked them about the numerous complaints he has received from citizens unhappy with the appraised value of their property being raised, hence their taxes. The complaints were about the large increase of the appraised value being done at one time. Councilmember Dodson suggested the council write a letter to Linda Jaynes, the manager of the Appraisal District office and ask about how the re- appraisal procedures are determined. After discussion the council had no objection to Mrs. Jaynes and her senior appraiser being invited to a work session to review this process. Mayor Woods reported on the TML meeting he and the city manager attended in Austin. Irene Favila reported on the Summer recreation program. She said 400 children had signed up for the program. She said the first few days were very hectic and the program was definitely at its maximum capacity and the swimming pools were so full they had to divide the children into groups and each group would be able to swim twice weekly. Councilmember Favila said MET supplied 18 workers for the program; Caprock Community Action supplied 3 workers and the remainder were members of the YMCA staff. She was glad to report the program is such a success. Annexation - Director for Community Development Muff London displayed a map depicting the areas around the City of Plainview which the Planning and Zoning Commission have targeted as needing to be annexed in an orderly fashion. Each of the different areas have been prioritized with a numbering system. The area south of the airport is a prime industrial sight. The council had no objections to this being the first area targeted for annexation. Mrs. London reviewed the remainder of the areas and the council discussed the locations and the need to review the priority list further. Blue Box Program - Mr. Jeffers reported that the Blue Box recycling program was a success in the west part of town; a fair success in the middle of the city; and not very good in the east area designated for the pilot program. He stated this would be re-evaluated and he would report back to the council. Capital Improvements/Streets - Mr. Jeffers asked the council for some direction insofar as street improvements were concerned, it has been discussed many times. Councilmembers expressed no interest in pursuing a bond issue at this time. Mr. Jeffers said he would review a pared down bond issue in another six months. Tour of the City - Mr. Jeffers said there was a tour of the city planned by the Mayor and all of the City Council needed to accompany them on June 24th from 8:00 a.m. to 1:00 p.m. Meeting Place - Mr. Jeffers reported that the council had been meeting for work sessions at the Cotton Patch for six months and wanted to know if the council wished to continue meeting there or another place. Mayor Woods 2of3 suggested the work sessions be held at City Hall and have sandwiches delivered. The council expressed no objections to this plan. Director of Public Works - Mr. Jeffers reported he had rejected all of the applications for the position of Director of Public Works and he will re- advertise in hopes of reaching a wider range of applicants.
