HomeMy WebLinkAbout94 0623 min MINUTES City Council Work Session City of Plainview June 23, 1994 The City Council of the City of Plainview met in a Work Session at 11:30 a.m. on Thursday, June 23, 1994, at City Hall, 901 Broadway, Plainview, Texas. Mayor Lloyd C. Woods presided. Councilmembers present were: Alton Jackson Sr.- Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Barbara Dorman - Precinct 5, Dwain Dodson - Precinct 6, and Irene Favila - Precinct 7. Staff members present were: James P. Jeffers - City Manager, Muff London - Director for Community Development, John Berry - Assistant Director of Public Works, Norman Huggins - Directo~ of Finance, John Castro - Director HealtE~Department, Bruce Watson - Fire Chief, Wally Hatch ~-~Gi{~A~torney, and ' ~' ~"~ Karen UcBeth :.; C~ty'S~tary. Guests present were: Linda Jaynes - Hale County Appraisal District, Gary Williams - Hale County Appraisal District, and Holly Holder- Parkhill, Smith and Cooper, Inc. THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN Mayor Woods called the meeting to order at 11:30 a.m. The City Council reviewed the agenda for the meeting of Tuesday, June 28, 1994. Hale County Appraisal District - Linda Jaynes of the Hale County Appraisal District passed out information on property appraisal, tax assessing and collecting. She stated her office had been audited for procedure and methodology the the State Comptroller regarding the ratio study of property selling and appraisal comparison. She stated her office was trying to get the appraisal of all property as close to 100% of it's value as possible. She stated that if the property is not appraised to 100% of its value, the funding for our schools is penalized by the State. She said she will aim for all property to be appraised within 96% of it's sales price. Her office is gathering information on all residence regarding the effective age and quality of each one. She said there is a variance of 80 to 120% variance in the appraisals done by her office. She said the State is requiring her office to make appraisals on the "fee appraisal" basis, which is the same as independent property appraisers use; i.e. appraisals should be the same as for determining actual selling prices. The Council asked questions about how her staff determined if a house was "good," "good average," etc., and how she acquired information regarding how much comparable houses were selling for. Mrs. Jaynes said she used the Multiple Listing Service for some prices and Deeds of Record for others. Liaison Reports - Councilmember Irene Favila reported that the SAFE summer recreation program has about 400 children enrolled. She stated there are some minor problems, but all of the children were really enjoying the summer program. She said there was a waiting list of 285 children. She said the city needs another swimming pool to adequately handle all of the children. She said there was a problem with some larger young people "bullying" some of the smaller children, but this has been helped by giving off duty police officers complimentary family memberships and more intensive patrolling by police officers on duty. She said there were some problems with the schools; both the boys and girls bathrooms needed cleaning, but they have been cleaned now; the gymnasiums were very hot, but air conditioning has now been turned on; and transportation has been a major problem since the Salvation Army and the Texas Migrant Council did not live up to their promise to provide transportation for the program. She said Richard Galle, Director of the YMCA is talking to the Texas Migrant Council about furnishing a bus. Mayor Woods adjourned the meeting at 1:17 p.m. ATTEST: Mayor Karen McBeth, City Secreta y
