HomeMy WebLinkAbout94 0707 min MINUTES Work Session City of Plainview July 7, 1994 The Plainview City Council met in a Work Session on July 7, 1994, at 11:30 a.m. at City Hall, 901 Broadway, Plainview, Texas, with Mayor Lloyd C. Woods presiding. Councilmembers present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, and Dwain Dodson - Precinct 6. Councilmembers absent were: Barbara Dorman - Precinct 5, and Irene Favila - Precinct 7. Staff members present were: James P. Jeffers - City Manager, Muff London - Director for Community Affairs, Wally Hatch - City Attorney, Norman Huggins - Director of Finance, Terry Powers - Director of Human Relations, Roy L. Osborne - Director of Public Safety, Jim Lindstrom - Code Enforcement Officer, and Karen McBeth - City Secretary. Following the Call to Order, by Mayor Woods, the City Council reviewed the agenda for the meeting of July 12, 1994. The Council then heard the City Manager's Reports. Graffiti - Mayor Lloyd Woods suggested the citYmight consider offering a reward of up to $1,000, in addifibTHO'the reward offered by Crime StopperS.~er the arrest and conviction of person/persons defacing property with graffiti. Councilmember Dwain Dodson, also a member of Crime Stoppers, stated this could prove to be very beneficial. He stated graffiti had sprung up like weeds all over the city. The City Manager asked staff to review this suggestion and bring back recommendations for this type reward. The Council had no objections. Charter Commission - Fred Douglas Johnson, an ad hoc member of the Charter Commission, had asked how much money/tax was collected by precinct and then spent in that same precinct. Mr. Jeffers reviewed how taxes were collected and spent by the city and noted that he would not generate this information unless asked by the City Council. Employee Benefits - Mr. Jeffers reviewed for the council the city's program of furnishing life insurance for it's employees. At the present time all employees have $10,000 life insurance coverage, with a double indemnity clause for accidental death.; supervisors have $20,000 with a double indemnity clause. The insurance is purchased through a local agent and is placed by the bidding process. The council discussed increasing the coverage to $20,000 for every employee. This would increase the cost for the city by $5,696. The present cost of life insurance coverage is $8,514 per year. If the coverage was increased to $15,000 per employee, it would cost an additional $2,948. The council discussed having such life insurance covered by a self insured program as opposed to an outside company, and just providing $10,000 of life insurance. Staff will gather more information and bring that report to the next work session. 1 of 2 CRMWA - Water Rates - Mr. Jeffers reported that due to the cost of future water production and improvements to the water treatment plant, it is inevitable that water rates will have to increase. The Water Development Board has proposed an ascending rate scale tied to increased water usage. The Council said they would look at a specific proposal once it is developed. Parks Concessionaires- Concessions stands presently in operation are done by contract with the YMCA and the Optimist Summer Baseball program. At some time, someone might want to put a concession stand in other city parks. Mr. Jeffers reported such a concession stand will be a franchise, i.e., the entity will pay the city SX to operate a concessionaire. Mr. Jeffers said if there were no objections, an ordinance addressing this would be drafted. The council expressed no objections. Cable TV Refranchise - Mr. Jeffers stated a cable tv refranchising agreement is being drafted and asked the council to bring to his office, any concerns, wishes, or requests for this agreement. Property - Mr. Jeffers reported that Sid Cooper, local appraiser, had picked up all the information concerning the properties at 304 W. 6th and 600 E. 6th.
