The City Council of the City of Plainview met in a ~prk Session at 11:30 a.m. on
July 21,1994 ~c'~ty~'Ral'l with Mayor Lloyd C. W°0~i~ presiding. Councilmembers
present were: Alton Jackson Sr. -Precinct 1, Mary Virginia Kirchhoff - Precinct 2,
Rey Rosas- Precinct 3, Mike Hutcherson - Precinct 4, Dwain Dodson - Precinct
6, and Irene Favila - Precinct 7. Barbara Dorman - Precinct 5, was absent.
Staff members present were: James P. Jeffers - City Manager, Muff London -
Director for Community Development, Roy L. Osborne - Director of Public Safety,
Norman Huggins - Director of Finance, Del Essary - Superintendent Sanitation
Services; and Karen McBeth - City Secretary.
Guests were Dr. Mary Bublis - Health Department, Kevin Whisenant and Albert
Perez - Firemen's Retirement Fund.
Following the Call to Order, the council reviewed the agenda for the upcoming
meeting of July 26, 1994. The mayor turned the meeting over to Jim Jeffers, City
Manager, for his reports.
THIS IS A WORK SESSION AND NO ACTION CAN BE TAKEN
Liaison Reports - There were none.
Survey - Citizen Participation - Mr. Jeffers reported the city had conducted a
citizens survey in the 1980's and this was a type of "report card" by precinct. It
has since been discontinued. It could be done again on an annual or semi-annual
basis and cover a broad number of city related subjects; i.e. city services,
problems, etc. Further discussion of this idea will be brought up during the
upcoming budget discussions.
Insurance - General Liability and Property - Mr. Jeffers stated the city presently
has liability and property coverage with TPS, and there have been no problems
with the company. He inquired if the council was interested in re-bidding this year.
The council expressed no interest in re-bidding.
Health Department - Building Proposals - The Plainview/Hale County Health
Department met and reviewed the various proposals they had reCeived for a larger
building to house the department. The board is having an architectural feasibility

study done on the Haynes Building to determine if it would be a good place to
house the Health Department.
Budget Work Session - Mr. Jeffers said the council would soon have the first draft
of the 1994-95 budget, along with notes from him asking for ideas and input. He
will get each councilmember a calendar so they can determine a date and time for
a budget work session, which will be after August 16.
Revolving Loan Fund - David Wilder, with the Plainview Housing Authority, called
Mr. Jeffers inquiring about the possibility of borrowing $15,000 from the Revolving
Loan Fund to assist the Housing Authority in its' purchase of the Barrington
Apartments. Mr. Jeffers reported there is enough money in the fund, which is
available for such. The council will discuss it at a later work session, when
application is made.
Sanitation - Grease Traps - Grease traps from commercial establishments cannot
be dumped at the city's landfill. Texas Natural Resource Conservation
Commission forbids it. The closest place this type of "garbage" can be taken is to
Canyon, Texas, to a landfill operated by Browning Ferris Industries who charges
22 cents per gallon to dispose of such. Lubbock landfill will accept this type
refuse, at a charge of 35 cents per thousand, and then take it to the Canyon
disposal site. Plainview could do the same thing as Lubbock, if the council
desired, but it is not believed to be cost effective.
Cable TV - Mr. Jeffers stated the re-franchising process was underway with the
local cable company and asked if the council had any requests or concerns they
wish to be addressed during this process. Some councilmembers stated they had
received complaints that CSPAN could not be received in some areas of the city.
Zonin~A'i~ceSSory Buildings --MU~:~London, Director of Community
Development, reported to the council that there was a recurring problem in the
present zoning regarding set back lines. She said they varied in different areas of
the city, and anytime someone wanted to build an accessory building in the rear
of their property it generally required a time consuming and sometimes expensive
process and appearance before the Board of Adjustment. She recommended the
rear set back line be changed, as well as the side property set back requirement.
The council expressed no objections to this recommendation.
Retreat Dates - Mr. Jeffers reported that the annual retreat date has been set for
September 24th, and it will be here in Plainview.

VoiCe Mail - Mr. Jeffers told the council the city has a telephone line which the
general public can use to call in for information and leave suggestions, The
information on this line will be changed on a weekly basis. This new addition to
the line will be on criminal activity.
Sanitation- Recycle - Mr. Jeffers reported that Tommie Lewis Industries is
shutting down their operations and Mr. Graves and Daffern Steel are trying to take
over the TLI work load. MHMR, operators of Tommie Lewis Industries, have
written a letter to the city: stating they will lease one of the paper balers to the city
for $1.00 per year.
WalMart - WalMart will be filing against the Hale County Central Appraisal District
in a dispute over the appraisal of the Distribution Center property and inventory.
Mr. Jeffers will keep the council informed.
Tennis Courts - Mr. Jeffers reported a company called "Tennis Everyone" from the
Fort Worth area, is in town repairing the tennis courts at the public sChools. A
representative of the company contacted the city manager and said they could
repair the two tennis courts at the 16th Street Park (seal cracks and resurface) for
$5,485.00, and this would be a savings of approximately $500.00, under what they
would normally charge if they were not already in tOwn. The council expressed no
interest in doing this, unless all courts were looked at during budgeting.
Mayor Woods adjourned the meeting at 1:07 p.m.
