HomeMy WebLinkAbout94 0922 min MI.NUTES CITY COUNCIL WORK SESSION September 22, 1994 The City COuncil of the City of Plainview met in a Work Session on September 22, 1994, at 11:30 a,m. at the Plainview Country Club. CouncilmemberS present were: Alton Jackson Sr. - Precinct 1, Mary Virginia Kirchhoff - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Barbara Dorman - Precinct 5, Dwain Dodson ' Precinct 6 and Irene Favila - Precinct 7. In the absence of Mayor Woods, Mayor Pro Tem Dwain Dodson presided. Staff members present were: James P. Jeffers - City Manager, Barbara Sullivan - Municipal Court Judge, Roy L. Osborne - Director of Public Safety, Muff London - Director of Community Development, Norman Huggins - Director of Finance, and Wally Hatch - City Attorney. News media present: Richard Orr - Plainvie~v Daily Herald. Guests: Rob Wilson and Lionel Garcia. The City Council reviewed the agenda for the September 27, 1994, council meeting. CITY MANAGER REPORTS Neighborhood Associations. The City Manager gave a report on neighborhood associations. The City Council expressed an interest in pursuing providing assistance to individuals wanting to form neighborhood associations. The City Manager advised the actual development of a plan would be delayed until a new Main Street Coordinator was hired. No one expressed any objections to the delay, Emergency Medical Services. Following a brief report the City Manager advised he would secure additional information regarding the attitudes of the Hospital Authority and Methodist Hospital Plainview in providing financial assistance to the city EMS. After that information has been shared with the City Council, the Council expressed an interest in establishing a formal strategy to pursue that assistance. Police Department - Personnel Audit. The City Manager advised that per the request of the Mayor he would be conducting a personnel audit on the police department within the next four to six months. No one expressed any objections. 1 of 2 Waste Water Treatment Plant Discharge - Kinnikin Property. The City Manager advised that Phil Moore, representing Marie Kinnikin, had approached the city concerning the sale of property to the East of the waste water treatment plant or, to provide an easement to the city which the city would use to "straighten out" the draw going through the Kinnikin property. City Manager Jeffers advised that after cost estimates become available that information would be shared with the Council. Youth. The Council did clarify they had intended to appropriate $20,000 for the SAFE program in the upcoming budget.
