NON-AD VALOREM TAX LIEN POLICY
ORDINANCE NO. 04-3419
AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS ESTABLISHING
A POLICY FOR NON-AD VALOREM TAX LIENS THAT ARE 25 YEARS
OR OLDER; CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE;
SEVERABILITY CLAUSE; AND EFFECTIVE DATE
WHEREAS, it is found to be in the best interests of the City of Plainview to create
a policy regarding non-ad valorem tax liens that are 25 years or older to advance
property productivity and prevent property from being struck off tax rolls; and
WHEREAS, the City of Plainview finds it necessary to create a policy regarding
non-ad valorem tax liens that are 25 years or older; and
WHEREAS, the City Council of the City of Plainview has recognized that the
entire community benefits by the creation of the policy, stimulation of economic activity
and an increase in private-sector investment;
NOW, THEREFORE, the City of Plainview hereby ordains:
Section 1.
Any non-ad valorem tax lien that is 25 years

Section 4
Should any section, subsection, or any portion hereof be deemed invalid for any
reason, such holding shall not render or invalidate any other section, subsection,
sentence, provis on, clause, phrase, or word severable therefrom and the same shall be
deemed severable for this purpose.
Section 5
This ordinance shall be in full force and effect upon its passage and publication as
required by law.
